CONSIDER RESIDENT POLICY FOR ATHLETIC PROGRAMS
AS RECOMMENDED BY THE PARKS ADVISORY COMMITTEE
APRIL 19, 1993
Beginning in 1993, the Parks and Recreation
Department is administerin9 the Adult Softball
Leagues in Prior Lake. Th1s is a result of
several requests by managers from last year.
In addition this gives the City better
enforcement of the non-resident fee schedule.
Due to this being a "new" program administered
by the Recreation De~artment, staff needs a
policy to establ1sh minimum resident
requirements.
Staff did some research as to the minimum
percentage of eligible residents that need to
be on a roster for a team to be considered
legal. Most cities use a figure of 50% or 51%
as the cutoff for teams to be considered
legal. Staff has recommended that 51% be used
which means that of 20 players on a roster, 11
of the players must live or work within the
boundaries of Prior Lake. While this policy
seems liberal at first glance, it will be very
workable for this first year of
administration.
To establish this 51%, all rostered J?layers
either have to live within the city lim1ts or
work a minimum of 30 hours for a business
within the city limits. Teams may carry
players who are not residents or do not work
for businesses within the city limits,
however, these players are subject to the $5
non-resident fee.
Players living or working within the school
district boundaries will be considered as
part of the 51% eligible players (this takes
in the township players). However, they will
be subject to the $5 non-resident fee as well.
Please see the following polic~ as was adopted
by the Parks Advisory Comm1ttee at their
meeting on April 12, 1993. The PAC would
recommend to the City Council that this policy
be adopted:

ALL ADULT ATHLETIC TEAMS MUST HAVE A MINIMUM
OF 51% OF THEIR ROSTER MADE UP OF PLAYERS WHO
EITHER LIVE OR WORK A MINIMUM OF 30 HOURS
WITHIN THE BOUNDARIES OF THE CITY OF PRIOR
LAKE. THOSE RESIDENTS WHO DO NOT LIVE WITHIN
THE CITY LIMITS BUT WHO DO LIVE WITHIN THE
SCHOOL DISTRICT BOUNDARIES WILL BE CONSIDERED
AS PART OF THE 51%. HOWEVER, THOSE RESIDENTS
WHO DO NOT LIVE OR WORK WITHIN THE CITY LIMITS
WILL BE ASSESSED THE $5 NON-RESIDENT FEE.
THOSE TEAMS MEETING THE MINIMUM OF 51%
ELIGIBILITY WILL BE ADMITTED INTO THE LEAGUE.
THOSE TEAMS WHO DO NOT MEET THE MINIMUM
ELIGIBILITY REQUIREMENTS WILL BE ALLOWED INTO
THE LEAGUES ON A "SPACE AVAILABLE" BASIS.
There are three alternatives available for the
Council to consider;
1. Do not adopt the recommended policy and let
anyone in the league. This may exclude
some Prior Lake residents from participat-
ing in the league;
2. Change the policy as the Council deems
necessary;
3. Adopt the policy as recommended by Staff
and as adopted by the PAC.
This item will have virtually no impact on the
budget as presented. It is an administrative
pol1cy that needs to implemented.
Staff would recommend Alternative #3, adopt
the policy as recommended by Staff and as
adopted by the PAC.
Motion by the Council to adopt the policy that
establishes a 51% residency requirement for
adult athletic leagues.
