CONTROL COMMISSION'S INFLOW/INFILTRATION GRANT
APPLICATION RESOLUTION

The Metropolitan Waste Control Commission
(MWCC) is looking for ways to reduce peak
sanitary sewer flows and is seeking
applications for grants up to $10,000.00 from
communities to fund projects. To be
eligible, a matching dollar commitment is
required of the City of Prior Lake.
The Public Works Department has been engaged
in projects to reduce I/I into our sanitary
sewer system for several years. Two of these
projects are installation of manhole cover
plugs, and sealing and repairing leaks in
pipes and manholes. Our highest priority has
been sealing and leak repair and the
improvements made have been very worthwhile;
however, its important that we look at other
sources of I/I also. Other City efforts
involve enforcement of the existing
requirement for rigid piping from sump pumps
in new structures so that water is not easily
diverted into the sanitary sewer system and
inspection to insure a water tight connection
of the new building service line to the city
service stub. These two inspections are
functions of the Building Inspection
Department.
One inspection that has not been done is to go
into each home and other buildin~s connected
to the City system to find violat1ons of the
"Discharge of surface waters prohibited" Code
(9-5-15). This chapter makes it unlawful to
discharge into the municipal sewer system any
roof, storm, surface or ground water. At the
recent City Council workshop there was
discussion of this source of unwanted "clear"
water flow (inflow) into our sewer system.

There are probably numerous violations
contributing much inflow. since we have
almost 3,500 connections, this project will be
time consuming but the grant money would be an
aid in paying for the cost to hire a
contractor or individual to complete this
inspection. An added bonus to this program is
that inspection for cross section between
private wells and the City's water supply
piping in the buildings could be done at the
same time.
At this point, staff does not have details of
how the specific program would be implemented.
Prior to implementing a specific program, a
detailed work program would have to be
presented to the City Council to include
public education and personnel training. The
deadline for the grant application is May 1,
1993, and staff would request ap~roval to make
application for the grant with 1mplementation
details to be provided to the Council at a
later date. The matching funds for the grant
would come for the existing $30,000.00 III
budget. Staff has identified sump pumps as a
source of III. If the MWCC money is available
the City should make use of it.
The currently budgeted funds for III reduction
can be utilized as in the past. Staff has
identified sump pumps as a potential source of

The MWCC grant will not, in all probability,
fund an inspection of the entire City. The
work can be done in phases, with higher
priority areas being completed first. There
is no guarantee that the grant will be
obtained, nor commitment if the City chooses
not to implement the program.

Money which could be appropriately spent to
match the grant money is already budgeted for
1993. The grant eligible work must be
completed within one year after the date of
agreement: ie. June, 93 through June, 94.
The grant application process requires that
the Council pass a resolution authorizing the
City Manager or other appropriate staff member
to submit the application for the MWCC
matching grant program for infiltration/inflow
control projects. Resolution 93-22 is
attached.

WHEREAS, the City Council of the City of Prior Lake considers the
reduction of inflow/infiltration (I/I) into the sanitary
sewer system to be a high priority, and
WHEREAS, the Metropolitan Waste Control commission (MWCC) is
offering matching grants to communities for I/I control
projects.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that the City Manager is hereby authorized
and directed to make application to the MWCC for a matching 1/1
grant for $10,000.00.
