ESTABLISHING MUNICIPAL STATE AID STREET (MSAS)
DESIGNATION
APRIL 19, 1993
The City of Prior Lake's MSAS milea~e has
gradually increased from our lnitial
designation of 8.94 miles in 1975 to our
present 12.56 miles. As the City continues to
develop and new roadways are constructed, the
mileage eligible for designation will continue
to increase. Designating this mileage on our
MSAS system qualifies additional roadway
segments for State Aid funding for future
construction.
Prior Lake's 12.56 MSAS miles represent
approximately 20% of all the improved road
mileage in the City limits less T.H. 13 and
County highway mileage. Twenty per cent (20%)
is the percentage limitation set by state
statutes.
Total allotment for construction on MSA
streets is determined by adding a population
apportionment to a needs apportionment. The
impact of approving Resolution 93-21 in the
Agenda item would be to increase the needs
apportionment. Br designating the 0.52 miles
which Prior Lake 1S under the maximum mileage
allowed, the State Aid allotment for future
construction will be increased. The 1992
construction allotment for Prior Lake was
$319,131.00.
state Aid rules require that designated
routes connect trunk highways, county
highways, other MSA streets or any combination
thereof and also that neighboring communities
designate routes within their boundaries when
Prior Lake has a route which terminates at its
city limits.

ACTION REQUIRED:
addition of the northerl~ segment of pike Lake
Trail to the system. Th1S additional mileage
will bring the total miles on Prior Lake's
system up to the maximum of 13.08.
Shakopee City Engineer, Dave Hutton has
agreed to recommend to the Shakopee City
Council designation of pike Lake Trail in the
City of Shakopee from its City limits to
County Highway 16.
Approving the attached Resolution 93-21
establishing MSAS designation to the northerly
0.63 miles of Pike Lake Trail is recommended.
This action will bring our system up to the
maximum mileage allowed and provide future
state Aid funding for this segment of Pike
Lake Trail.
This action will have no budget impact.
Requested action is to approve Resolution
93-21.

RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREET
MOTION BY
SECONDED BY
WHEREAS, it appears to the City Council of Prior Lake that the
street hereinafter described should be designated a
Municipal state Aid street under the provisions of
Minnesota laws of 1967 Chapter 162:
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that the roadway described as follows, to
wit:
PIKE LAKE TRAIL FROM 135TH STREET (0.52 MILES NORTH OF CSAH 42)
TO THE NORTH CITY LIMITS.
is hereby established, located, and designated a Municipal State
Aid Street of said City, subject to the approval of the
Commissioner of Transportation and the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Manager is hereby
authorized and directed to forward two certified copies of this
Resolution to the Commissioner of Transportation for his
consideration, and that upon his approval of the designation of
said roadway or portion thereof, that same be constructed,
improved and maintained as a Municipal State Aid Street of the
City of Prior Lake, to be numbered and known as a Municipal
State Aid Street.

Two items are attached which the City Council should consider at
the April 19, 1993 meeting.
The first is a final plat for Busse First Addition for a Subway
Shop. The petitioner was late in providing the required
materials to the Staff. Through extra efforts of the Engineering
and Planning Staff and the city Attorney, the work has been done
so that this item can be considered by the City Council at the
April 19th meeting. Please see the attached agenda materials for
further information.
The second item, which should be included, is a request by Robert
Paschke to consolidate the preliminary and final plat of Forest
Oaks First Addition. The city council has scheduled a
discussion of this petition and the necessary public improvements
associated with it for its May 17th meeting. In order that all
matters associated with this plat can be considered at the May
17th meeting, the Council should authorize that the preliminary
and final plat be consolidated for Council consideration. This
item could be added to the Consent Agenda should the Council
desire.
The Council directed, at its workshop, that it be apprised of the
proposed Comprehensive Plan Amendment for The wilds. The
Planning commission at its April 15th meeting, discussed the
subject at length and approved the Comprehensive Plan Amendment.
The Council previously received this information together with
the Planning commission packet. If you have any questions,
please contact Deborah or Horst as soon as possible. In light of
the Metropolitan Council activities of late, we are making every
effort to expedite the submittal of this amendment.
