BILL MANGAN, DIRECTOR OF PARKS AND RECREATION
CONSIDER APPROVAL OF HERITAGE PARK DEVELOPMENT
PLANS.
APRIL 19, 1993
Heritage Park is that parcel of park land
south of Quincy Street, adjacent to C.R. 21.
The Centennial Committee had plans to develop
Heritage Park with their sale of bricks.
However, there was not enough bricks sold to
finance the development. However, there were
committments made to individuals who bought
the bricks that the bricks would be installed
at the park.
At the time of the Centennial Brick Sale, it
was the hope of the Centennial Committee that
there would be enough bricks sold to develop
both the Centennial Plaza and Heritage Park.
with that philosophy, bricks were sold to
residents and they had their choice of
locations for installation. Now. the
Centennial has come and gone, Centennial Plaza
is a reality, but nothing has been completed
at Heritage Park. The Centennial Committee
has approximately $800 left that can be
allocated for this project.
Development costs for Heritage Park are as
follows:
Grading and seeding
Plantings
Sidewalk
Benches
$1000
1000
5000
500
$7500
Park maintenance staff would do most of the
development of the site. The only exception
would be for the sidewalks--that would be
hired out. Funding for the project would be
from the Capital Park Fund since there is not
enough money left from the Centennial
Committee account.
This project will bring to a close those
activities that were proposed by the

Centennial Committee. There will continue to
be brick sales to the communitr and any of
those funds can be placed back ln the Capital
Park Fund. The Centennial Committee has made
some outstanding contribution to the community
and Heritage Park will be one of those.
There are three alternatives available for the
Council to consider;
1. Do not approve the development of
Park at this time;
Heritage
2. Approve the development plans but
develop the ~ark until there is
money from brlck sales;
3. Approve the plans for Heritage Park and
direct staff to complete the development
from funds allocated from the Capital Park
Fund.
do not
enough
This item will cost approximately $7500 which
is not budgeted. Heritage Park was to be
developed by the funds from the Centennial
Committee and, as a result, this project was
never identified in the CIP. There are funds
available ($93,000) from the Capital Park Fund
to complete this project.
staff would recommend Alternative #3, approve
the plans for Heritage Park and direct staff
to complete the development from funds
allocated from the Capital Park Fund.
Motion to approve the plans for Heritage Park
and to approve the expenditure from the
Capital Park Fund.
