APPROVAL OF 1993/1994 EDC GOALS AND OBJECTIVES

At the May 3 meeting the City Council deferred
action on a 1993/1994 Economic Development
Committee Goals and Objectives to allow the
Committee time to further discuss their
concerns. At their May II meeting the Economic
Development Committee discussed the Goals and
Objectives. Their primary concern was with
Objective 5.
The Committee had two concerns about Objective
5. First, they asked that the second sentence
of #5 be revised to provide that liaison
services with residential representatives occur
if a problem exist rather than on an emergency
basis. The Committee believe that "only on an
emergency basis" was too stringent a threshold
for involvement in residential matters. I
believe that the Council's original objective in
this language was to limit the Economic
Development Committee's residential involvement
to problem resolution. Consequently, I see
little distinction between the language proposed
by the Committee and the original City Council
language.
The second concern had to do with the last
sentence of Objective 5 which states that
"complaints about staff should be brought to the
attention of the City Manager." This language
was included to underscore the fact that the
Committee is responsible for assuring that
problems are communicated within the
organization so that they can be addressed.
From the Committee's conversation at the
meeting, they recognize this fact. Committee
members simply do not believe that this sentence
constitutes an objective and, accordingly,
should be deleted. Since this discussion is
documented in the Committee's minutes, I have no
problem with this revision.

ALTERNATIVES:
The purpose for adoptin~ the Goals and
Objectives is to ass 1st the EDC in
understanding the direction which the City
Council desires them to take. As a result of
the ongoing review of these objectives, the
EDC has a clear understanding of the Council's
desires. Those desires are expressed in the
Goals and Objectives attached to this report.
The City Council has the following alternatives:
1. Adopt the attached 1993/1994 Prior Lake
Economic Development Committee Goals and
Objectives as originally presented to the
City Council on May 3.
2. Adopt the 1993/1994 Prior Lake Economic
Develo~ment Committee Goals and
Objectlves with the revisions recommended
by the Economic Development Committee.
3. Adopt the 1993/1994 Goals and Objectives
with other modifications as the Council
deems appropriate.
RECOMMENDATION: Adopt the 1993/1994 Prior Lake Economic
Development Committee Goals and Objectives dated
May 11, 1993.

which provides for community outreach to existing
businesses through in person, telephone, and/or
means.

3. Assist in the development of policies or ordinances required
to successfully complete the Business/Office Park.
4. Participate in the public meetings to be scheduled by the
Planning commission regarding the 2010 Comprehensive Plan and
provide comments and observations.
5. Act as a liaison between existing commercial/industrial
representatives and the City Staff. Provide similar liaison

5. Act as a liaison between existing commercial/industrial
representatives and the city Staff. Provide similar liaison
with residential representatives if a problem exists.
