HomeMy WebLinkAbout3I - Traffic Control Signal - HWY 13 & Five Hawks Ave CONSENT AGENDA: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: 3 (i) BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION REQUESTING MNDOT FINANCIAL ASSISTANCE IN CONSTRUCTION OF A TRAFFIC CONTROL SIGNAL T.H. 13 & FIVE HAWKS AVENUE MAY 17, 1993 93-31 THE AT The purpose of this item is to approve Resolution 93-31 which formally requests MnDOT financial assistance for a traffic control signal and other improvements at the T.R. 13 and Five Hawks Avenue intersection. This Resolution is necessary in order for the City and the State to enter into a future Cooperative Agreement this year. On March 15, 1993, the City Council adopted Resolution 93-16 ordering improvements and the preparation of plans for the Business/Office Park and other 1993 city improvement projects as contained in the Feasibility Report. Resolution 93-16 approval was contingent upon land acquisition for the Business/Office Park and further Council review. These contingencies were met at the April 5, 1993 Council meeting and was concurred by the City Council under Other Business. One of the projects included in Resolution 93-16 was for a Traffic Control Si9nal at T.H. 13 and Five Hawks Avenue lntersection improvement project. Traffic has increased at this intersection due to the new County Market store. The traffic control signal would improve the traffic circulation and the safety as well. A traffic count will be updated and Justification Report (SJR) submitted MnDOT must ap~rove the SJR prior to the constructlon of the signal. Since this project involves a MnDOT highway with MnDOT having jurisdiction control over traffic control and MnDOT benefits from the improvement, Staff feels pursuing MnDOT financial assistance by Resolution 93-30 is appropriate. a Signal to MnDOT. approving 4629 Dakota S1. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTLJNITY EMPLDYER DISCUSSION: ALTERNATIVES: RECOMMENDATION: FINANCIAL IMPACT: ACTION REQUIRED: "AGE3I" By adopting Resolution 93-30, the City can have this project added to MnDOT'S list for Cooperative Agreement financing for this year. The list for traffic control signal projects in the Metro area is approximately 200 such projects and MnDOT Staff has verbally stated that funding of all the projects cannot be done. Signal projects are going to be prioritize based on certain criteria and the projects determined to have the most warrants will qualify for MnDOT financial assistance. A formal resolution assistance is needed to be considered for Agreement projects. The alternatives are as follows: requesting financial by June 1, 1993 in order this year's Cooperative 1. Adopt Resolution 93-31 requesting MnDOT financial assistance in the construction of a Traffic Control Signal and Channelization improvements at the T.H. 13 and Five Hawks Avenue intersection. 2. Deny approval of Resolution 93-31. 3. Table this item for a specific reason(s). Staff recommends approval in order to obtain MnDOT financial assistance on this project. The cost of this project ($100,000.00) has been included in the 1993 Construction Program and in the 93-11 Feasibility Report. Any financial assistance from MnDOT will reduce the City's cost towards the project. It was antici~ated during the preparation of the feasibllity study that MnDOT would not participate in the construction of the signal. The action required will be to make a as part of the Consent Agenda, to Resolution 93-31. motion, approve RESOLUTION 93-31 RESOLUTION REQUESTING MINNESOTA DEPARTMENT OF TRANSPORTATION FINANCIAL ASSISTANCE IN THE CONSTRUCTION OF A TRAFFIC CONTROL SIGNAL AND CHANNELIZATION IMPROVEMENTS AT THE T.H. 13 AND FIVE HAWKS AVENUE INTERSECTION MOTION BY SECONDED BY WHEREAS, traffic at the T.H. 13 and Five increased with the construction of Grocery store, and WHEREAS, the Five Hawks Elementary School ingress and egress access is off of T.H. 13; and Hawks Avenue has the County Market WHEREAS, the volume of traffic at this intersection is a concern to the City of Prior Lake and the traveling public; and WHEREAS, the City of Prior Lake desires to enter into a Cooperative Agreement with MnDOT for this project; and NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the Minnesota Department of Transportation financiallr assist the City of Prior Lake with the construction of a trafflc control signal and channelization improvements at the T.H. 13 and Five Hawks Avenue intersection.
