The purpose of this item is to approve
Resolution 93-30 which formally requests MnDOT
financial assistance for the T.H. 13 to
Mitchell Pond storm sewer improvement project.
This Resolution is necessary in order for the
City and the state to enter into a future
Cooperative Agreement.
On March 15, 1993, the City Council adopted
Resolution 93-16 ordering improvements and the
preparation of plans for the Business/Office
Park and other 1993 city improvement projects
as contained in the Feasibility Report.
Resolution 93-16 approval was contingent upon
land acquisition for the Business/Office Park
and further Council review. These
contingencies were met at the April 5, 1993
Council meeting and was concurred by the City
Council under Other Business.
One of the projects included in Resolution
93-16 was the storm sewer improvement pro~ect
from T.H. 13 to Mitchell Pond. There eXlsts
a storm sewer culvert on T.H. 13 which
outlets and allows drainage to run overland
across the rear of properties in Lakeside
Manor. The drainage has caused severe erosion
of the drainageway and is a concern for safety
and erosion in the area.
Since this project involves a MnDOT storm
sewer, right-of-way and MnDOT benefits from
the im~rovement, Staff feels pursuing MnDOT
financlal assistance by Resolution 93-30 is
appropriate.

formal resolution requesting financial
assistance is needed by June 1, 1993 in order
to be considered.
The alternatives are as follows:
1. Adopt Resolution 93-30 requesting MnOOT
financial assistance in the upgrading of
the storm sewer outlet from T.H. 13 to
Mitchell Pond.
2. Deny approval of Resolution 93-30.
3. Table this item for a specific reason(s).
Staff recommends ap~roval in order to obtain
MnDOT financial asslstance on this project.
The cost of this project ($125,000.00) has
been included in the 1993 Construction Program
and in the 93-11 Feasibility Re~ort. Any
financial assistance from MnDOT wlll reduce
the City's cost towards the project.

FROM T.H. 13 TO MITCHELL POND
MOTION BY SECONDED BY
WHEREAS, the storm runoff from the T.H. 13 drainage system west
of Candy Cove Trail runs overland across the rear of
propertles adjacent to the highway; and
WHEREAS, the volume and velocity of this overland flow causes
concerns relative to safety and erosion; and
WHEREAS, the city understands T.H. 13 is planned to be upgraded
in the future at which time the drainage issues would
have to be addressed, and
WHEREAS, the City feels that immediate improvements to the
drainage system in the area would provide a benefit to
the trunk highway system.
NOW THEREFORE BE IT RESOLVED BY THE
PRIOR LAKE, MINNESOTA, that
