HomeMy WebLinkAbout6 - Equalization Hearing - Board of Review AGENDA ITEM: PREPARED BY: SUBJECT: DATE: INTRODUCTION: DISCUSSION: 6 FRANK MAY OARD OF REVIEW The annual Equalization Hearing will be at 8:00 p.m. on Monday, May 17. Leroy Arnoldi, Scott County Deputy Assessor, will be present to represent the City of Prior Lake at the hearing. The purpose of the hearing is to give property owners an opportunity to contest the valuation (assessment) of their property, not to address taxation levels nor the level of property taxes. At this writing, staff has not received any calls with re9ard to valuation of propertr. Consistent wlth past recommendations, lf property owners do address the City Council and questions do arise, the proper procedure is to have Mr. Arnoldi address them at the meeting or to make arrangements with the property owners to address their concerns at an agreed upon time and date. Staff recommends that each property owner be limited to a five minute presentation on their assessment appeal. There was an information meeting that was held on May 6th, for the neighborhood at the City Hall. We felt that the meeting was cut short. We had more questions but was lead to believe that the development had been approved and there was nothing we could do to protect future building in the only wooded area left on Fish Point Road. Here are our concerns from the meeting: Weare very concerned regarding the loss of trees. This is the only area left on Fish Point road that is wooded. Any time you start building in an area and adding fill you are going to loose trees. Why do we teach our kids to save trees and protect them if developers can come into an area where we have trees and destroy them? Two weeks ago here in Prior Lake we celebrated Arbor day, we sent in money to help our children's class rooms raise enough money to by one tree for $25.00 to show them how important it is to protect the trees and how to care for them, Each class room had one tree to plant and they will water that tree every day, There is a lot of land in Prior Lake that is not wooded that can be developed withoul destroying the trees. Once the developer turns this property over to the builders whl) is responsible for making sure the guidelines are followed through? * Is there a law in Minnesota that you can not cut down a tree if it is a certain diameter? ,~ What is cmsider clear cutting. Is it each individual lot our is the whole 3.7 acres'? The drain'lge is a problem in this area now what is it going to be after the development? If any o:'the surrounding home owners have added drainage problems due to the change in grading on this property is the City responsible to correct these problems since they will bi.; the ones putting the new road in and the drainage. Th,; developer assures us that there will be no added assessments to any of the other pI Jperties except for three homeowners on Forest Circle, is this true? As a community we can not get the referendum through to improve our school system.
