CONSIDER APPROVAL OF FISHING PIER PROPOSAL FOR
SAND POINT BEACH

The Prior Lake Lion's Club has made an offer
to the Parks and Recreation Department to
share in the cost of the fishing pier for Sand
Point Beach.
Since the DNR put the public access in by Sand
Point Beach, staff has, at the request of the
city Council, tried to get funding for a
fishing pier that is to be placed between the
access and the swimmin9 area at Sand Point
Beach. Three applicat10ns to the DNR have
been denied due to the grade of the property
from the parking lot to the water. Staff
approached the Prior Lake Lion's Club this
spring to determine if there was any interest
on their part to fund the project. There is
$5,000 unallocated from the $20,000 the Lion's
donated for this year for improvements at Sand
point. Staff requested full funding from the
Lion's using the remaining $5,000 plus another
$11,500 (total cost of the pier is $16,500).
The Lion's Club met and offered to split the
remaining cost of the pier ($11,500) with the
city. That is the request currently.
This item is somewhat of a win/win for all
parties involved. The Lion's Club has
expressed an interest in providing a fishing
pier at Sand Point. The Cit~ Council has
indicated that they would llke to see a
fishing pier at Sand Point as a safety measure
between the access and the swimming area.
There currently exists no public fishing area
on Prior Lake where residents who do not live
on the lake can go to fish. with this
proposal, the Lion's will get a fishing pier,
the residents will have a public place to fish
on the lake, and the city of Prior Lake will
have a fishing pier to serve as a buffer
between the access and the swimming area.
There are three alternatives available for the
council to consider;
1. Decline the Lion's Club request to split

2. Table this item until a future date;
3. Approve the re9Uest of the Lion's Club and
split the rema1ning costs of a fishing pier
for Sand Point Beach.
This item will have an impact on the capital
Park budget. The Lion's Club has donated
$20,000 for 1993 of which $15,000 has been
allocated. There remains approximately
$90,000 in the Capital Park fund after the
recent allocation for Heritage Park.
Approximatel~ $20,000 of that amount will be
spent on fin1shing the trail work from last
year which will leave a balance of $70,000 in
the Capital Park Fund.
The cost of the fishing pier is $16,500.
There is $5,000 unallocated from the 1993
donation that can be put toward the pier. The
Lion's request is to split the remaining
$11,500 equall~ which results in a City .cost
of $5,750. Th1S amount could be allocated
from the Capital Park fund.
Staff would recommend Alternative #3, ap~rove
the Lion's Club request to split the rema1ning
cost ($11,500) of the fishing pier with the
City.

Motion to approve the Lion's Club request and

Sand Point Beach. The motion should include
an expenditure of $5,750 from the Capital Park
fund.
Why is it when Mr. Schwik wanted to develop this property 10 years ago the City
of Prior Lake said NO to him what has changed in the last 10 years, It is the same
property the City wanted to protect then. Why don't they now?
A big concern is the added traffic on Fish Point Road.
Please consider the concerns we have as a community to protect the property at Forest Circle.
We oppose the proposed plan for the development.
