IMPROVEMENT PROGRAM
SEPTEMBER 7, 1993
This Agenda item is for the City Council to authorize a Feasibility
Report for the proposed 1994 Capital Improvement projects by
adopting Resolution 93-76. Funding of these projects will be
primarily through 429Assessment Bonds. In order to fund
projects through 429 bonds, all projects to be funded must be listed
throughout the entire public improvement process. Projects can
be deleted but not added in the process.
This Agenda item is also to consider authorizing Maier, Stewart &
Associates, Inc. to prepare the Feasibility Report.
At the September 7, 1993 Council Meeting, Staff has included the
1994 Capital Improvement Program (CIP) for Council adoption.
The 1994 CIP projects being included in Resolution 93-76 are as
follows:

Most of the projects are funded through Chapter 429 Assessment
Bonds. Chapter 429 Assessment Bonds can be leveraged to fund
other similar projects as long as twenty (20%) percent of the bond
issue is assessed. The primary projects proposed to be assessed
are:

Any project which the City ultimately funds through the 429
Assessment Bond must be incorporated into the Preparation of
Report on 1994 Improvement Projects.
Because of the 429 process, the City can eliminate projects, but
cannot add projects to those listed in the aforementioned report.
To proceed with the feasibility report, Staff has requested and
received an attached cost estimate from Maier, Stewart &
Associates, Inc. on preparing the feasibility report for the 1994 CIF
projects:

The total cost to prepare the Feasibility Report for the five (5)
projects mentioned previously is estimated to be $29,830.00 and
includes surveying. The total estimated cost of the five (5) projects
is $1,920,000.00. It is the City's responsibility to pay for soil
borings which are necessary for the report. The typical cost is in
the range of $3,000.00 to $5,000.00. Feasibility report preparation
cost represents approximately 1.5% of the project cost. City staff
will prepare the cost estimates for the other CIP projects in the
Feasibility Report.
DISCUSSION:
Staff is requesting to proceed with the 1994 City projects in order
for those projects to be completed in a timely fashion. It is Staff's
intent to present the Feasibility Report to Council later this year.
Due to the amount of public and private projects proceeding at this
time, Staff will need to utilize a consultant to prepare the vast
majority of the Feasibility Report.
Funding of the Feasibility Report work by the City's consultant
will be from the City's Construction Fund.
The Construction Fund will be reimbursed if the projects are
approved and bonds issued. Staff feels sufficient funds exist in the
Construction Fund to cover this expenditure.
In order to construct the progranuned CIP projects in 1994, Staff
believes the 429 Process with the preparation of the Feasibility
Report should start now. Resolution 93-76 has been prepared for
authorizing the Feasibility Report on the 1994 improvement
projects.
The proposed 1994 elP does include three (3) improvements
which have not been included for bonding.

The funding for this facility should be from the Sewer and Water

ALTERNATIVES:
The alternatives are as follows:
1. Approve Resolution No. 93-76 authorizing Staff to prepare
a report on 1994 Improvement Projects and authorize
Maier, Stewart & Associates, Inc. to prepare the Feasibility
Report.
2. Table this item for a specific reason.
3. Deny Resolution No. 93-76.
RECOMMENDATION: Recommendation is for Council to approve Resolution 93-76 to
allow Staff to begin the process for implementing the 1994 CIF
projects.
BUDGET IMPACT: Preparation of the Report will be done by the City's Engineering
consultant and cost will be paid from the City's Construction Fund.
ACTION REQUIRED: Motion to approve Resolution 93-76 which authorizes preparation
of the Feasibility Report on 1994 Improvement Projects. Motion
to authorize Maier Stewart & Associates, Inc. to prepare
Feasibility Report with payment of work to be from the
Construction Fund.

1994 IMPROVEMENT PROJECTS

WHEREAS, it is proposed to construct improvements within the following generally described
project areas:
1. Fish Point Road from Glory Circle to CSAH 44 by the construction of milling
existing pavement, bituminous patching, bituminous surfacing and appurtenant
work;
2. Ridgemont Avenue from 300' north of T.H. 13 to Hope Street by the construction
of sanitary sewer, watermain, storm sewer, grading, aggregate base, concrete curb
and gutter, bituminous surfacing and appurtenant work;
3. Street overlay/reconstruction project on Creekside Circle, north of T.H. 13 to end
tenninus, Brunswick Avenue, Erin Circle, Dublin Road and Lyons Avenue south
of T.H. 13 by the construction of grading, storm sewer, aggregate base, concrete
curb and gutter, bituminous surfacing, and appurtenant work;
4. Northwood Road from CSAH 12 to Fremont Avenue by the construction of
grading, storm sewer, aggregate base, concrete curb and gutter, bituminous
surfacing, walk, and appurtenant work;
5. Carriage Hills Parkway from Pike Lake Trail to 1/2 mile east by the construction
of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb
and gutter, bituminous surfacing, sidewalk, landscaping and appurtenant work;
6. Paving of Sand Point Community Park roads and parking lot by the construction
of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous
surfacing, and appurtenant work;
7. CSAH 18 from the City limits to CSAH 42 by the construction of storm sewer,
utility crossings, concrete curb and gutter, sidewalk, landscaping and appurtenant
work;
8. CSAH 44 from T.H. 13 to City limits by the construction of stonn sewer, utility
crossings, concrete curb and gutter, intersection lighting, traffic control signal,
sidewalk, landscaping and appurtenant work;

9. The bituminous seal coating of bituminous paved streets throughout the city;
and to assess the benefitted property for all or a portion of the cost of the improvement, pursuant
to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the proposed improvements be referred to the City Engineer for study and
that he is instructed to report to the Council with all convenient speed advising the Council in a
preliminary way as to whether the proposed improvements are feasible and as to whether they
should best be made as proposed or in connection with other improvements. and the estimated
costs for the improvements as recommended.

engineering services as may be required to prepare a feasibility study and preliminary assessment

We understand that your intent is to have us furnish the engineering services described as
follows:

Feasibility Report: The Engineer shall meet with the Owner staff and/or developer(s) to discuss
the proposed project and the scope of the report. The Engineer shall then perform the necessary
research and analysis and write a draft report. Following completion of the draft report, it shall
be reviewed by the Owner staff and developer(s) and modified as directed by the Owner staff.
The final report will be bound and up to 10 copies provided to the Owner. The Engineer shall
make a presentation to the City Council and at public hearing(s) scheduled by the City Council.
Visual aid charts shall be included as part of the feasibility report.

Preparation of Assessment Roll and Assessment Hearing Notices
The Engineer shall prepare a preliminary assessment roll, mailing lists, and public notices for
distribution by City staff.
We understand that the City expects a thorough detailed report projecting the v..'Ork and costs to
within:!:: 10 % of the final project cost and that the preliminary assessment roll shalt reflect the
City policies and past precedents.
A general description of the CIP projects is as follows.
eIP-IS Fish Point Road
This project, which is located between Glory Circle and CSAH 44, proposes milling the existing
surface, possibly some patching and crack sealing, and a bituminous overlay to restore the street
pavement to a 9-ton design standard. As a MSAS-eligible project, this project can be
consolidated with another MSAS plan set to reduce project overhead and administrative expense.
The City's CIP cost estimate presumes a $50,000 project cost which includes a 25% allowance
for overhe2.d.
Available Information: We understand that originally this project was constructed from a set of
engineering plans which showed alignments, grades, and drainage facilities. The City and
County have half-section maps and computer printouts of property descriptions which are
available to generate an assessment roll consisting of PIO number and assessable units (i.e., front
footage, number of hookups, etc.).
CIP-20 Ridgemont Avenue
This project proposes reconstruction of the existing bituminous surface from 300 LF north of TH
13 for 1,600 LF to Condon Street. The reconstruct will provide an opportunity for the cost-
effective extension of sewer and 'Water to lots on Ridgemont Avenue. The City's cost estimate
provides a $300,000 total project cost which includes a 25 % overhead.
Available Information: We understand that originally this project ""'as constructed from a set of
engineering plans which showed alignments, grades, and drainage facilities. The City and
County have half-section maps and computer printouts of property descriptions which are
available to generate an assessment roll consisting of PID number and assessable units (i.e., front
footage, number of hookups, etc.).

CIP-23 Prior South and Creekside Circle
This project proposes over the next five years the reconstruction of streets in the Prior South
Development. The 1994 Capital Improvement Plan includes Creekside Circle north of TH 13,
Brunswick Avenue, Erin Circle, and portions of Dublin Road, and Lyons Avenue south of
TH 13. The streets would be reconstructed to a 7-ton design utilizing concrete curb and gutter.
Changes to drainageways and impacts to wetlands are anticipated to require watershed
involvement. The City's cost estimate presumes a total project cost of $500,000 which includes
a 25 % overhead.
Available Information: We understand that originally this project was constructed from a set of
engineering plans which showed alignments, grades, and drainage facilities. The City and
County have half-section maps and computer printouts of property descriptions which are
available to generate an assessment roll consisting of PID number and assessable units (i.e., front
footage, number of hookups, etc.).
CIP-24 Northwood Road
Northwood Road is narrow with a deteriorated pavement. The City intends that this project be
upgraded utilizing MSAS funds. This project will require a variance to State Aid design
standards or acquisition of additional right-of-way. The City's estimate of the project's scope,
which includes a 25% overhead, is $720,000. Our estimate of engineering tasks is shown by
Exhibit 1.
Available Information We understand that this section of roadway has been in place since the
late 1950's and that plans and records are incomplete. With the amount of frost boil, heave, and
wetlands along this roadway, we recommend that soil borings, property review, preliminary
wetland evaluation, and some preliminary surveying be incorporated into the feasibility process.
CIP-28 Carriage Hill Road Extension
The 1994 project on Carriage Hill Road is a 1/2-mile extension of the design work MSA has
undertaken this year. This parkway collector extends access to future developable land and is
therefore dependent upon the property owner's need for additional lots. The City's cost estimate
for this extension is $350,000, which includes a 25 % overhead.
Available Information: This project is developer initiated. As such, we understand that grading,
right-of-way, and plat information will be provided by the developer.

Soils 1esting
Depending upon the file information available, we suggest that a limited amount of auger boring
be accomplished to define soil classification and to estimate R values. In the case of Northwood
Road, the testing scope should be expanded to assist in the evaluation of subbase stabilization and
peat removal.
The costs associated with coordinating the testing are included in our estimates. As with our
1993 work, we anticipate testing as a City cost and have not included it in our estimates.
Surveying
We anticipate that some property research and alignment evaluation will be required. We have
included 30 hours of survey crew time in our estimates.
Mailings
We anticipate that the City of Prior Lake will undertake the development of MS 429 notices,
mailings, and newspaper advertising.
Cost Estimates
To develop a detailed feasibility report, preliminary assessment roll, project fact sheet, and
presentation to City staff and Council, we anticipate the following level of effort.
