CODE ENFORCEMENT OFFICER CONSIDER APPROVAL OF RECYCLING GRANT AGREEMENT WITH SCOTT COUNTY AND AUTHORIZE 1993 CLEAN UP DAY PROGRAM SEPTEMBER 7, 1993 During the past four years the City of Prior Lake has conducted a Clean-Up Day. This agenda item has been prepared to summarize the previous clean-up days to receive approval on the 1993 Recycling Grant and to introduce he parameters of the proposed 1993 clean-up day. In 1989, 1990, 1991, and 1992, Staff organized a clean-up effort that invited Prior Lake residents to dispose of unwanted materials for a considerable cost savings at a central location. The following items were unloaded by City Staff and volunteers at the drop-off site during the past four years ofthe clean-up efforts: 1. 1027 vehicle batteries 2. 661 major household appliances 3. 5700 tires 4. 17 compacted refuse trucks of household refuse 5. 22 tons of scrap iron 6. 6 tons of yard waste 7. 2 dump trucks of chipped brush 8. 1376 vehicles participated in the clean-up This program has been well received by residents. In addition, Staff has been receiving inquiry calls on when our 1993 program will occu r. The 1993 clean-up effort has been scheduled for Saturday, October 16, 1993 from 8:00 a.m. to 1 :00 p.m., and will be organized in a similar manner as in the past. The Prior Lake School District will allow us to use the Hidden Oaks Middle School parking lot. City Staff will be stationed at the entry point to inspect the materials to be dropped off and check proof of residency. (612) 447-4230 / Fax (612) 447.4245 A.N EQUAL OPPORTUNITY E."lPLOYER A Staff person will be positioned to regulate traffic activity at drop-off points and Staff will be stationed at each drop-off area to assist the resident in unloading the materials. Items to be collected this year will include tires, motor vehicle batteries, major appliances, yard waste, and scrap iron. Household furniture will not be accepted as the emphasis for the clean-up is for recyclable waste. The City will be requiring a $5.00 vehicle charge for each vehicle participating in this years clean-up effort to cover costs associated with the clean up. As in the past, items other than the list of five prescribed items will not be accepted. In 1993, the County has provided grant funding to assist in the disposal of recyclable materials, significantly reducing the cost to the City. Total grant funding available for he City will be $4,905.00. The available grant funding is to be used only for recyclable materials with a growing concern for our environment. The City will only accept recyclable materials at the Clean-Up Day. ALTERNATIVES: The City Council can approve the 1993 Clean-Up Day as proposed and adopt the Recycling Grant Agreement with Scott County. 2. The City Council can modify the 1993 Clean-Up Day and adopt the Recycling Grant Agreement with Scott County. 1. 3. The City Council can discontinue the Clean-Up Day Program. RECOMMENDATION: City Staff believes the Clean-Up effort has made an impact on the appearance of our community. Prior Lake residents appreciate the program and Staff would like to thank the residents for their patience and participation for successful Clean-Up Days. Staff recommends that the City Council select Alternative 1 regarding the 1993 City Clean-Up Program. ACTION REQUIRED: Motion as part of the consent Agenda implementing Alternative 1 is in order. CITYAG -2- EXHIBIT A CITY OF PRIOR LAKE 1993 RECYCLABLE MATERIAL CLEAN-UP PROGRAM DESCRIPTION: The City of Prior Lake will conduct a Fall Clean-Up Day on October 16, 1993. The emphasis for the clean-up will be towards recycling to enhance a growing concern for our environment. On this day residents are encouraged to bring tires, major appliances, motor vehicle batteries, scrap iron, and yard waste for recycling. This clean-up is offered to the residents at $5.00 a vehicle, following the prescribed list of materials. The location of the clean-up day will possibly be the Hidden Oaks Middle School parking lot and the hours will be 8:30 a.m. to 1 :00 p.m.. The following costs are proposed for this grant request: TIRES BATTERIES APPLIANCES YARD WASTE SCRAP IRON CITY STAFF TIME ADVERTISING & MISC.
