HomeMy WebLinkAbout4B - Police Computer System Bid AGENDA #: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: 4 (b) RALPH TESCHNER FINANCE DIRECTOR CONSIDER APPROVAL OF POLICE COMPUTER SYSTEM BID AUGUST 2,1993 The purpose for this agenda item is to consider Council approval of the lowest responsible bid for the purchase of a personal computer base system for use by the Prior Lake Police Department. It is essential from the Police Department perspective to be able to access, receive and process infonnation on an interactive basis with the State of Minnesota. In order to achieve such an effective infonnation transfer, it was necessary to acquire a compatible computer system. Total cost consisting of hardware, software and data conversion was estimated at approximately $30,000.00. The Council appropriated the necessary funds within the data processing portion of the 1993 operating budget for approximately $10,000 of the hardware, the conversion costs and software package known as "LEADRS". The remaining portion for the hardware acquisition was scheduled to be funded by lease purchase financing. The configuration of the computer system is dependent upon the utilization of a personal computer network that incorporates the following equipment: . 1 Mini-Tower 486DX/50 MHZ network server . 1 3.11 Novell system network . 9 486SX Minitower personal computers . 1 Tape backup system . 1 Hewlett Packard Laser Jet IV printer Advertisement for bids was published and sealed bids were received and are tabulated below for Council consideration: COl\fPANY Index Computer Sys-LAN, Inc. Quest Data Systems OPM Systems BID AMOUNT $25,746.00 $27,476.00 $27,493.00 $31,117.00 There are two provisions that must be complied with before payment would be disbursed to the successful bidder. Award the bid to the lowest responsible bidder Index Computer. in confonnance with uniform municipal contracting statute 471.345. 2. Delay bid acceptance according to a specific Council objective. 3. Reject all bids and re-advertise in an effort to obtain a greater cost savings. RECOMMENDATION: Staff would recommend that the City Council approve the low bid submitted by Index Computer in the amount of $25,746.00. The Police Department concurs with this recommendation. Payment terms would consist of a down payment of $10,328.64 plus sales tax of $671.36 for a . total of $11,000.00. The remaining portion would be fmancOO by a lease agreement with Goodhue County National Bank for a period of 24 months subject to 12% interest. The initial monthly payments would be deferred until 1/1/94 so that they may be incorporated into the 1994 Operating Budget. ACTION REQUIRED: A motion as part of the consent agenda to award the bid for the police computer system to Index Computer in the amount of $25,746.00 and to authorize Staff to enter into the lease purchase financing agreement with Goodhue County National Bank.
