INTRODUCTION:
The purpose of this Agenda itern is to authorize Maier Stewart &
Associates, Inc. (MSA) to prepare plans and specifications for a
water booster station for The Wilds Development
BACKGROUND:
The Wilds Developrnent encornpasses an area which is higher than
the rest of the City. The ground elevation is such that the City's
existing elevated storage tanks will not provide adequate water
pressure to a large area of The Wild's Developrnent A separate
pressure zone is required to provide adequate water pressure. The
system will consist of a purnping station with check valves to
isolate the two (2) water pressure zones.
DISCUSSION:
MSA has provided two (2) options to the City to provide the higher
pressure zone.
OPTION #1
One option is to use an elevated tower in conjunction with the
booster station, The advantage of this system is in the event of a
power failure or breakdown rnore time is available to make repairs.
The disadvantage is the initial cost for a small elevated tank is an
additional $175,000.00. The tank will require repainting every ten
(10) years plus nonnal maintenance. Option #2 includes a
generator for power outages, The tower would provide about a
day's storage and no generator is included in this option.

ALTERNATIVES:
OPTION #2
The second option is to construct the same booster station with
check valves as in Option #1. The booster pumps would have
variable speed pumps which change speed to increase or decrease
pressure as demand changes. The station would have dual pumps
and controls so that one would autornatically start in the event of a
failure. The station would have a standby generator which would
autornatically start if a power failure occurs. The overall system
cost would be approximately $90,000.00 less than Option #1. A
generator is mandatory with Option #2 as the booster station will
operate twenty-four hours per day, 365 days per year.

Other cities have operated booster stations and have found the
equipment to operate at acceptable levels, Of course, no booster
station is better than having one, if that were a choice.
Staff believes that Option #2 will provide an acceptable level of
selVice for the City's water system, based upon MSA
recornmendation overall maintenance cost and initial cost.
MSA have submitted the attached proposal to provide for the
design and construction of the booster station. The attached letter
frorn Mike Morley authorizes the City to make payment for
engineering selVices and to use the security for the golf course
grading for payment if payment is not made.
The proposal from MSA would be not to exceed $55,644.00 for
design and construction. The cost for design is not to exceed
$41,694,00. The cost is anticipated to be less as The Wilds
architect will provide the overall exterior building design. The
request at this point is to authorize design of the booster station.
Staffs position has been that The Wilds Development will be
responsible for the design and construction of the booster station,
and will be included in the Developer's Agreernent.
The alternatives are as follows:
1. Authorize MSA to prepare plans and specifications for a
water booster station for The Wilds Development with cost
reimbursement from Prior Lake Development.
2, Table this item for further discussion.
3. Do not approve the design of a booster station.
RECOMMENDATION: Staff recommends Alternative #1.
ACTION REQUIRED: Make a motion to:
1. Authorize Maier Stewart & Associates, Inc. to prepare
plans and specifications for a water booster station for The
Wilds Development with reirnbursement of design costs not
to exceed $41,694.00 from Prior Lake Development, and
2. Confmn that the construction costs of the booster station
are to be incorporated into the Developer's Agreement as
recommended in the Staff Report.

_ This letter authorizes the City of Prior Lake to go
forward with the 'proposal by Maier stewart and Associates
Inc~ for the booster station and have all invoices billed to
the city. Prior Lake Development, L.P. will then pay these
invoices. when presented by the city. For security to insure
these' pa~ents 'are made', Prior Lake Development would
recommend using the golf course deposit of $40,000 currently
'held by the city. This should cover all payments to 'Maier
stewart . and Associates, Inc. since, Wayne Bishop will be
doing the architectural work.

RE: PROPOSAL; THE WILDS BOOSTER STATION
Dear Mr. Anderson:
Maier Stewart & Associates, Inc., is pleased to submit this proposal to cornplete The Wilds
Booster Station project. Our proposal will be presented in four sections: background
information, work scope, budget, and schedule.
BACKGROUND INFORMATION
The Wilds developrnent will encornpass an area of Prior Lake with ground elevations wrying
frorn 1,000 feet USGS to over 1,050 feet USGS. This ground is the highest ground within the
corporate limits of the City. The City's water system is pressurized by two water towers. Each
of the water towers has an overflow elevation of 1,133.5 feet USGS and a 40-foot operating
range. When completely full, the water towers will provide only 36 psi to the highest ground
in The Wilds. When the water towers are one-half full, water pressure on the highest ground
will drop to 27 psi. Considering the fact that multi-level structures are to be built, water
pressure on the upper floors will be still lower.
Water pressure in the range of 20 to 40 psi is inadequate to serve the upscale residential
development, the hoteVc1ubhouse, and the commercial development planned on the high ground.
1b provide adequate pressure, a separate pressure zone needs to be established.
There are two basic approaches to creating the pressure zone. One approach is to construct a
constant speed pumping station and water tower. The other approach is to construct a wriable
speed pumping station, Because construction of a wriable speed pumping station should lead to
the lowest life cycle cost, a variable speed pumping station should be implemented,

The variable speed pumping station will include the following major elements:
. Masonry cavity wall construction--concrete block back-up wall with stone veneer,
. Pre-cast roof with single ply, ballasted roof.
. Two 500 gpm, 15 horsepower, variable speed pumps.
. One 1,000 gpm, 30 horsepower, constant speed pump.
. 100 KW standby generator with automatic transfer switch. The generator is to be housed
in a separate room in the booster station.
The initial construction cost estimate for the booster station is in the range of $325,000 to
$350,000.
WORK SCOPE
GENERAL
Maier Stewart & Associates, Inc. (MSA) will complete the project tasks for The Wilds Booster
Station project as outlined below. MSA is convinced that a high level of coordination is required
between the staff of the City of Prior Lake and MSA to optimize the benefits of The Wilds
Booster Station project. MSA is comrnitted to providing this high level of coordination.
I. PROJECT MANAGEMENT
A. Project Management
MSA is a (um believer in the strong project manager concept. Our firm makes
a strong commitment to provide the project manager with the human resources
and equipment necessary to complete his/her project in a timely fashion. At
MSA, the project manager is the focal point of all communication between the
client and the project team. This concept permits smooth and effective
communication between the client and the MSA staff members assigned to the
project.
B. Quality Assurance Reviews
Quality work is the hallmark of MSA · s professional practice. MSA places great
emphasis on doing quality work to the client's satisfaction. Testimony of MSA's
commitment to quality is the amount of new work the firm receives from repeat
clients each year. Several of MSA' s current clients have been with the firm since
its inception in 1980.
For The Wilds Booster Station project, MSA will assign a Senior Engineer to
complete an independent quality assurance review of the design, calculations, and
(mal plans and specifications.
D. PROJECT INITIA TION/COORDINA TION
A. Initiation Meeting with Prior Lake Staff
At the project initiation meeting, MSA will outline the data that will be needed to
complete the project. It is also MSA's intention that communications channels be
defined at this meeting.
B. Data Collection/Input Meetings
MSA anticipates additional meetings during the design of the booster station. The
purpose of these meetings will be fourfold as follows:
. Collection/clarification of data.
. Allow opportunity for input by Prior Lake staff.
. Provide progress updates of status to date,
. Provide for interim review of work completed to date.
DESCRIPTION OF PROJECT TASKS
The description of project tasks to be completed by the MSA team follows.
m. PROJECT TASKS
A. Preliminary Work
Prior to the initiation of design services, MSA will prepare the following:
1. Preliminary Desip Report
A preliminary report identifying location, size, and capacity and type of
construction of booster station will be prepared. Schematics and
preliminary floor plans will be furnished.
2. Preliminary Cost ~imate
A preliminary cost estimate will be prepared identifying the probable
construction cost of the items described in the preliminary design report.
The cost estimate will be reviewed with the City of Prior Lake and the
facilities will be modified to conform with established budgets.
B. Design Services
1. Booster Station - Deslp Services
MSA will provide architectural and engineering services associated with
the planning and design of the booster station.
a. Architectural sketches of the booster station will be prepared and
discussed with City staff.
b. A site survey establishing horizontal and vertical control for the
building will be performed.
c. Construction drawings and specifications will be prepared and
reviewed with City staff. Drawings and specifications will cover
architectural, structural, mechanical, control, electrical, landscape
plans, and site plans. All buildings and equipment will be energy
efficient well above the minimum standards.
d. Drawings and specifications of the booster station and appurtenant
systems will be subrnitted to the Minnesota Department of Health
for review.
e. MSA will prepare an opinion of the probable construction cost of
the booster station and appurtenant systems.
c. Constmction Services
1. Basic Services
Upon acceptance of the construction drawings and specifications by the
City of Prior Lake, MSA will provide the following basic construction
services for the construction project.
a. Advertise for bids in the Construction Bulletin.
b. Issue specifications to bidders, respond to bidder questions, issue
addenda as necessary.
c. Attend bid opening, analyze bids, recommend award of a
construction contract.
d. Upon award of a construction contract, prepare contract documents
and monitor insurance requirements.
e. Conduct preconstruction meeting.
f. Perform construction surveys establishing a base line and
benchmark for horizontal and vertical control.
g. Provide periodic inspection, as a minimum on a weekly basis, and
during periods of critical construction (e.g., concrete pours,
installation of underground piping) inspect materials used, review
progress of construction, and confer with contractors regarding
problems, etc.
h. Prepare, review, and recommend action for proposed change
orders. Prepare cost estimates for proposed change orders,
i. Monthly review and recommend approval of contractor's partial
payrnent request,
j. Attend City staff meetings as requested to report on project status.
k. Review and provide the City of Prior Lake with updated
construction schedule on a monthly basis and at major milestones
during construction.
1. Review and approve shop drawings.
m, Perform final inspection of construction, recommend City
acceptance of booster station.
n. Assist in start-up.
o. Provide set of as-built drawings.
D. Instruction and Training
1. Operator Training
MSA will provide training for Prior Lake's operating staff for the systems
and system components included in the project. The training shall include
not only the systems included in this project, but how these interface with
the existing water system.
BUDGET
LABOR
MSA will bill the City of Prior Lake monthly for work on The Wilds Booster Station
project. The number of hours that each person works on the project and their respective
hourly billing rates will be the basis for labor billing. The tasks below summarize the
anticipated maximum hours and labor billing:

SCHEDULE
Maier Stewart & Associates, Inc., will complete the Preliminary Work and Design Services
within six weeks of notice-to-proceed. Construction Services will be furnished in accordance
with the construction contractor's schedule. Training will be provided at time of start-up.
