The Economic Development Authoritf (EDA) was
created in 1990 by the Prior Lake C1ty Council.
Representatives from the Economic Development
Committee and the Planning Commission were
appointed by the City Council to serve a term
consistent with the term of each appointment to
the respective bodies. Bob Barsness from the
EDC and Chuck Arnold of the Planning Commission
will be able to continue their positions on the
EDA in 1993. Officers were appointed at that
time for a one year term. The Bylaws indicate
the appointments of officers should be made
annually. (This agenda item requests EDA
consider Election of 1993 Officers.)
The EDA has five officers, three of which are
elected from the Authority, one of which can be
a staff person. The EDA must elect a President,
a Vice President and a Treasurer. The Vice
Treasurer/Secretary position is the staff
designated position.
The current EDA officers are: President, Gene
White; Vice President, John Fitzgerald;
Treasurer, Bob Barsness and Vice
Treasurer/Secretary, David Unmacht.
Staff recommends that the EDA elect officers at
this time, and appoint Acting City Manager
Kuhlmann as the Vice Treasurer/Secretary until a
City Manager is hired.
The EDA has the following alternatives:
1. Appoint officers to the EDA
2. Delay the ap~ointment until another date
for a specif1c reason.
ACTION REQUIRED: A series of motions are required to appoint the
President, Vice President, Treasurer and Vice
Treasurer/Secretary for a one year term to
conclude in January, 1994 or until
reappointments can be made.
