REQUEST TO INCREASE ROSTER
The Prior Lake Volunteer Fire Department respectfuUy requests that the

Bistorv:
The present roster of 40 firefighters was set nearly 25 years ago. This number
was determined by the Prior Lake City Council and was based upon needs for
the foreseeable future. This number has served the residents of the city well but
no longer advances the department into the next 10 years.
Justification:
I. The number of fire calls has been increasing at a rate of 8 % to 11 %
per annum. (764 calls, November 1991 through November 1992)
2. Medical calls now comprise two-thirds of all 911 calls to the Fire
Department with half of these occurring during the daytime.
3. Few members of the Prior Lake Fire Department work in the City.
4. Present average in-service response time is 3 minutes; On-site arrival
is an additional 3 to 5 minutes. (1 full minute less than other
comparable volunteer departments).
5. Projected needs by the City indicate that a second station will be
required in the near future. The Prior Lake Fire Department must begin
recruiting firefighters now in order to have them trained for the second
station.
6. Training a new firefighter requires 300 hours of training over a 15
month period.
7. A professionally conducted recruiting effort is also a key element in our
community awareness program for passing a referendum.

SITE SELECTION FOR 2 NEW FIRE
STATIONS
The Prior Lake Volunteer Fire Department respectfuUy requests that the
Prior Lake City Council direct stall'to acquire sites for two (2) new fire
stations.
Bistorv:
The Prior Lake City Council directed The Prior Lake Volunteer Fire
Department to identify sites for two new fire stations, (1 near city center, 1
NW section of city). As of this date, the sites that are best suited for these two
stations are:
Main Station - The Business/Office Park, located at the intersections
ofCSH 21 at Revere Avenue.
Satellite Station - The Vierling Farm, CSH 21 at Carriage Hills Road.
It is our feeling that these sites will be confirmed by the Needs/Space Study
that is now being conducted.
Justification:
1. Close proximity to high exposure calls. (schools, business, apartment
complexes, and concentration of residences)
2. Access to main highway system with least impact on existing
neighborhoods.
3. Closest to main concentration of members of fire department.
4. Land is available now, through purchase, exchange, or condemnation.
Need for City Assistance:
Authority to negotiate and finalize land acquisition has always been the
responsibility of the Prior Lake City Council and Stall'. Due to the volunteer
nature of the Fire Department, increased number of calls and lack of enough
working hours to adequately address this matter, this process should be
continued by City Stall'.

REQUEST FOR WORKSHOP
The Prior Lake Volunteer Fire Department respectfully requests that the
Prior Lake City Council, key Stall'Members, and The Chiefs of the Prior
Lake Fire Department conduct a half day workshop during the latter part
of February, 1993.
Puroose:
1. To review the needs of the The Prior Lake Volunteer Fire
Department including:
a. Validate sites for two new fire stations.
b. Review and determine the basic intent of the two new fire
stations.
c. Review space requirements and general plans for the two new
stations.
d. Review equipment requirements for the two new stations.
2. Determine Costs, Budgeting, and Financing of these agreed upon needs.
3. Set Referendum Levels and options
4. Set Referendum Date (s)
5. Review Referendum strategy
6. Determine assignment of tasks
Need for City Assistance:
The future needs of City of Prior Lake and its Volunteer Fire Department is at
a crossroads. Due to a heavy workload, the lack of staff, and the need to
accomplish certain tasks, it is deemed necessary to seek input and assistance
from the City Council and Staff. A half -day workshop will provide this first
step.

1993 FIRE AND RESCUE AGREEMENT
THIS AGREEMENT, made and entered into
1993, by and between the City of
Corporation in Scott County, Minnesota
Lake, in Scott County, Minnesota,
WITNESSETH, that:
WHEREAS: the said Township deems it advisable to have available
for the benefit of its residents the services of the
Fire Department of Said City, and
this 1st day of February,

and the Township of Spring
WHEREAS: Said City has the facilities necessary to furnish fire
and rescue services to Said Township,
NOW, THEREFORE, IT IS AGREED by and between the parties as
follows:
1. For the period from January 1, 1993 until December 31, 1993,
the Fire Department of the City of Prior Lake will answer any
and all fire and rescue calls of the residents of the
Township of Spring Lake, and will respond to such calls with
suitable apparatus manned br members of the City of Prior
Lake Fire Department, who w111 render all assistance possible
in saving of life and property.
2. For such service, Said Township has paid the sum of
$35,750.00 for the year ending December 31, 1993.
3. It is understood and agreed, however, that at times weather
and road conditions will interfere with the rendering of
service, and that any given time the equipment may be engaged
for services in the City or in another township. In any of
these events, failure to provide the service herein agreed
upon, shall not be taken to be a breach of this agreement.
4. It is further agreed that Said City shall not be held liable
in any way to the township, or to any inhabitant or property
owner thereof, or to any other person, firm or corporation
for failure of Said City Fire Department to attend a fire or
rescue call or to put out a fire, for damage to goods or
property or for any other reason.
5. It is further agreed by and between the City and the Township
of Spring Lake that in addition to the compensation
hereinbefore provided, Said Township will pay the City the
sum of $50.00 per hour for every hour or fraction thereof
durin9 which the City Fire De~artment may be engaged in
fight1ng fires in Said Townsh1p when the water used in
fighting such fires is taken in the fire hoses directly from
the City hydrant.
6. As part of the consideration for providing said fire and
rescue services, Said City is entitled to anr and/or sums
payable under the provisions of insurance pol1cies of said
residents for fire and/or rescue calls made by Said City Fire
Department. The Township shall remit to the City insurance
payments received for said services.
7. The Township shall have enacted an ordinance authorizing a
service charge to be imposed upon the owner, lessee or
occupant of the property serviced by the City pursuant to
this A9reement for all or any part of the cost of the
operat1on and maintenance of the fire protection and rescue
system and services provided to the Township by the City of
Prior Lake.
IN WITNESS WHEREOF, the parties have caused this instrument to be
executed by the respective officers thereof and the respective
seals to be affixed hereto.
