HomeMy WebLinkAbout11 -Carpet Replacement for City Hall AGENDA: REQUESTED BY: SUBJECT MATTER: DATE: INTRODUCTION: DISCUSSION: 11 RALPH TESCHNER, FINANCE DIRECTOR CONSIDER CARPET REPLACEMENT FOR CITY HALL JANUARY 19, 1993 The purpose for this agenda item is for the Council to reconsider replacement of the carpet within City Hall. Staff was directed by the Council to address the following three points: 1. Research the possibility of seaming the areas where the carpet has separated and patching those places of extreme wear. 2. Subdivide the building areas by priority of need and cost. 3. Solicit additional carpet proposals in an effort to obtain the most competitive bid. Correcting those areas in the building where the carpet has ripped by seaming is not a practical solution. According to Marge Gleason of Pink Carpet Division, it is necessary to lift the carpet in order to properly seam the fabric together. However, our existing carpet is glued directly to the floor. As a result, the commercial backin9 will tear and separate upon removal. This op1nion is shared by the other vendors contacted as well. Therefore, assuming consensus by the Council that carpet replacement is the onlf viable method, Staff has divided the build1ng into four distinct areas for the purpose of cost containment. This approach allows the Council to select any combination or to simply phase these area improvements over the course of two or three years. These areas were defined as follows: a) Police Department b) Chamber & South Entrance Lobby c) Upper Level d) South Stairs & Landing They ~rovide a logical segregation of the build1ng in terms of where carpet installation can start and stop. Based upon these premises, staff re~ested and received six bids itemized below w1th respect to the replacement of carpet within City Hall. Bidder Area Description Amount 1. PMT Interiors Police Dept. $ 5,327.95 Prior Lake Chamber & Lobby 5,546.25 Upper Level 18,960.l0 So. stairs 2,656.12 Carpet specifications were for a Mohawk Nova 26 oz. unitary back carpet which is a fairly 900d quality institutional carpet. Bids 1ncluded labor for removal and disposal of the old carpet. Also a carpet base was substituted for the standard vinyl base. All bidders complied with the exact carpet trPe specified with the exception of Cheney, Wh1Ch quoted a lesser substitute. Options available to the Council are any combination of the above areas with final cost dependent upon the extent of carpeting the Council chooses. Staff would recommend that at a minimum, the Police Department be re-carpeted and approve the quote submitted by Hiller Stores, Inc. of Rochester. The reason that the bid of Hiller stores is favored is because they are the lowest responsible bidder of the Mohawk style and have been awarded the state of Minnesota contract for carpeting. ACTION REQUIRED: Motion to approve re-carpeting of the specified areas of citf Hall, as approved ~y the City Council, to H1ller stores, Inc. 1n the the amount subject to the project scope selected. Also a motion to appropriate the funds from the 1993 Contingent Reserve would be in order.
