HomeMy WebLinkAbout7B - Waterfront Passage Business Office Park DATE: 7B JOEL RUlHERFORD, WATER RESOURCES COORDINATOR CONSIDER APPROVAL OF RESOLUTION 93-59, APPROVING PLANS AND SPECIFICATIONS FOR PROJECT 93-11 (WATERFRONT PASSAGE BUSINESS PARK), AND DIRECf STAFF TO ADVERTISE FOR BIDS JULY 19, 1993 AGENDA NUMBER: PREPARED BY: SUBJECT: INTRODUCTION: The purpose of this Agenda item is to approve or reject the plans and specifications for Project 93-11, and to direct staff to ~dvertise for bids. BACKGROUND: On March 15, 1993, a Public Hearing was held, whereas the City Council authorized the preparation of plans and specifIcations for improvements to the business office park. DISCUSSION: The plans and specifications for the improvements to the business office park are available for review at City Hall. These improvements include street paving with curb and gutter, sanitary sewer, stonn sewer, watennain, concrete sidewalks and bituminous trails. lighting is also being considered at the intersections and possibly along the roadways. Staff will be presenting some alternatives at the Council meeting. Soil borings taken last year indicated perched water in the soils on this site. The design of the improvements had to account for this problem. However, due to heavier than usual rains this year, city crews will be constructing a ditch to help drain and dry the soils, which will help stabilize the site before the bids are submitted and improvements are installed. Assuming the final plat has been approved, staff is requesting City Council to approve the plans and specifications for the improvements. The bid opening would be at 10:00 A.M., August 16, 1993, with the bid award at the August 16, 1993 Council Meeting. 4629 Dakota St. 5.E., Prior Lake, Minnesota 55372 / Ph. Approve Resolution 93-59 approving the plans and specifIcations, and authorizing advertisement for bids. 2. Do not approve Resolution 93-59 for specific reasons. 3. Table this item for specific reasons. BUDGET IMPACT: The project cost for the Business Office Park, as presented in the Feasibility Study, was estimated at $1,334,000. This estimate included costs for streets, sanitary sewer, water, storm sewer, and rough grading of the site, but did not include fmal lot grading or street lighting. Although an engineer's estimate has not been included with this agenda report, an update will be provided at the meeting. Construction costs for this project will be difficult to estimate because of the unusually wet weather, and its affect on prices. By excavating the drainage ditch to help stabilize the site, staff is anticipating more favorable bids than what would be expected with the current conditions. RECOMMENDATION: The recommendation, assuming final plat has been approved, is for City Council to approve Resolution 93-59. ACTION REQUIRED: Make a motion to approve or deny Resolution 93-59. 931lPS.WRT .R5a3l53' RESOLUTION 93-59 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON BUSINESS OFFICE PARK (WATERFRONT PASSAGE PLAT) PROJECT 93-11 MOTION BY: WHEREAS, SECONDED BY: pursuant to Resolution 93-16 which the City Council approved on March 15, 1993, the City Engineer has prepared plans and specifIcations for the improvement of the Business Office Park known as Waterfront Passage Addition located south of CSAH 21 and within Section 1 by the construction of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the offlcial paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifIcations. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on August 16, 1993, at which time they will be publicly opened in the Council Chambers of City Hall by the City Engineer. No bids will be considered unless sealed and fIled with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certifIed check payable to the City of Prior Lake for five (5) percent of the amount of such bid. 4629 Dakota 5t.
