HomeMy WebLinkAbout8A - Economic Developemt Projects Fee Payments CONSENT AGENDA: PREPARED BY: SUBJECT: DATE: SA KAY KUHLMANN, ASSISTANT CITY MANAGER DISCUSS COOPERATION wrrn POTENTIAL ECONOMIC DEVELOPMENT PROJECTS FOR PAYMENT OF PRELIMINARY FEES JULY 19,1993 INTRODUCTION: BACKGROUND: City statT would like to discuss with the City Council a policy for assisting with preliminary payment of fees for economic development projects. This item is for discussion only. No action will be requested. In the past, Prior Lake City statT have worked cooperatively with various development opportunities in order to assist with preliminary data gathering and cost associated with these costs. The activities may include surveys, topographical photos, phase one en' 'ironmental testing, soil borings, legal activities, and miscellaneous.; udies. City statT have participated for example with the Enivid project by paying a portion of some legal fees. On another site the City has picked up the cost of soil borings or participated in the cost of roadway studies. The staff has never had a policy to work from but believe it may be time to set up some type of guidelines. DISCUSSION: In the most recent request there is a group of people interested in doing a redevelopment project in downtown Prior Lake. They need to spend approximately $7,000 in order to get enough infonnation to make a decision on whether they can go ahead with their project. They have requested City consideration of a portion of those fees. Currently we have no policy. StatT believes consideration should be given for a portion of the costs. StatT would like to discuss with the City Council several items. 1. If the City should institute a policy to administer requests. 2. If the City does institute a policy, what are the parameters. StatT believes that there are funds available in the Tax Increment Financing District Downtown that could cover minor costs like this. In the past we have used primarily our Engineering Construction Fund or General Fund to handle these costs. You may want to talk in more detail about other resources at the City Council meeting. Staff has no recommendation on this but would like a preliminary discussion with the Council. None at this time.
