HomeMy WebLinkAbout7A - Senior Plaza Project Comcept AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: VII-A KAY KUHLMANN, ASSISTANT CITY MANAGER CONSIDER SENIOR PLAZA PROJECf JUNE 21, 1993 INTRODUCTION: This agenda item is being placed on the Council Agenda to request Council consideration of a concept plan for a Senior Plaza Project being proposed by the Prior Lake staff and the Scott County HRA staff. Council will be asked to discuss the concept, no action will be requested. BACKGROUND: Over the last five to six years City staff have pursued a project to replace the redi mix factory located on Franklin Trail and County Road 44 with an alternate development. The City has pursued a series of grants through the small City program to try to secure funding to assist with taking the building down. The City and HRA have not succeeded in securing any funding for the removal of those buildings. Approximately six months ago Scott County HRA Director Bill Jaffa asked the City to again work cooperatively to see if there is a project that could be initiated in order to remove the redi mix plant and replace it with an alternate development. City staff, including Kay Kuhlmann and Bill Mangan, have worked with a task force including Mayor Lee Andren, Scott County HRA Director Bill Jaffa and HRA Commissioner Mary Beth Onkka. The committee decided to determine 1) a proper use for that site and 2) a way in order to secure funding to purchase the site and to demolish the redi mix factory. The committee has met five times over the last six months in an effort to prepare a concept plan for the site. The concept plan prepared will be presented to the Council on June 21 for their review. The plan includes a park design that will be accessible to seniors, providing them with, not only a beautiful site to spend time in, but also some flower planting opportunities. The site was determined to be too small for a second high rise building and a multi family dwelling. The task force then contacted the owners Valley Redi Mix out of Apple Valley. A representative from the Apple Valley Redi Mix met with the task force to discuss the alternatives, went back and talked to the owner and then agreed to sell the property to the City for the price reported in the appraisal. The HRA did have an appraisal completed in 1992 that identified a $45,000 value for the site. 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLDYER ALTERNATIVES: RECOMMENDATION: CCAJ.WRT Following notification from from Apple Valley Redi Mix that they are willing sellers, Bill Mangan did submit the concept to the Park Advisory Committee for their review. The Park Advisory Committee liked the idea and concur that it's a good plan for the site, however, they do not believe that this a high priority for the Park Capital Funds. Therefore they would not support taking funding from our Park Capital Funds to pay for the project. City staff would like Council consideration for the project The HRA has voted to dedicate $25,000 towards the project. That would provide 50% of the purchase price as listed below. Costs Possible Revenue Sources Acquisition Price $45.000 Demolition Costs $ 5,000 Park Improve Costs $25,000 HRA $25,000 City (PCP) $25,000 Charity Org $25,000 The Prior Lake City Council has the following alternatives to consider. 1. Review the Concept Plan and direct staff to pursue the project based on the proposed costs and revenue sources identified. 2. Review the Concept Plan and direct staff to discontinue working on this project with the HRA. 3. Review the Concept Plan and direct staff to continue negotiating with the HRA to establish a project with a City commitment yet to be determined. Prior Lake City staff has no strong recommendation on the funding source, however, they do believe that the City Council should consider this project for 1994.
