PRESENTATION OF LAKE ADVISORY COMMITTEE GOALS
AND OBJECTIVES FOR 1993.
MARCH 1, 1993
The Lake Advisory Committee has prepared a
summary outline of goals and objectives for
1993. Members of the Committee would like to
make a presentation, to give the City Council
an opportunity to review and offer
recommendations for the Committee's work
program for 1993.
In late 1991 and early 1992, the Lake Advisory
Committee developed a priority schedule based
on recommendations included in the City
Council Work Program. On October 12, 1992,
the Committee presented their 1992 Annual
Report to the Cit~ council, reviewing the
Committee's activl.ties and achievements for
1992. The work program for 1993 is being
presented to assure the committee's goals and
objectives are consistent with those of the
City Council.
Lake Advisory Committee Chair, Dave Vinlove
and Vice-Chair, Jody Stroh will be making the
presentation at the Council Meeting.
The outline they will be presenting is
structured to provide Council with a better
understanding of how the Committee's work
program ties into the City's overall
objectives, including:

a local storm water management plan
addressing water quality, and
cooperation and participation with
other agencies and committees in
dealing with issues such as water
level, water use, and governance.

ACTION REQUIRED:
The summary outline lists specific tasks the
Committee feels are necessary to meet these
two objectives, and specifies if the task will
be completed by Staff, the Committee, City
Council, or a combination of the three. Part
of the implementation will require the
cooperation and assistance from other
agencies, especially the Prior Lake/Spring
Lake Watershed District. District Mana~er
Bill Dilks has demonstrated this cooperatl.on
with the Committee, and has indicated he will
continue to do so. The Committee's intention
for the outline is to demonstrate the overall
objectives of the Lake Advisory Committee and,
where possible, list tasks necessary to
implement them.
The Committee would ask the Council to accept
the 1993 goals and objectives, and authorize
the Committee to proceed as outlined.

OUTLINE OF THE COMMITTEE'S
GOALS AND OBJECTIVES FOR 1993
In 1992, the Lake Advisory Committee developed a
priorit~ schedule based on recommendations included
in the Cl.ty Council Work Program. This Work Program will
continue to provide the basis for the Committee's Goals
and Objectives for 1993. In the Annual Report presented to
the City Council, the Committee's activities and achievements
during 1992 were listed along with projects the LAC continues to
work on. For 1993, the Lake Advisorr Committee's activities will
focus on two objectives: (1) establl.sh and implement a storm water
management plan addressing water quality and (2) continued
cooperation and participation with other agencies and committees in
dealing with other issues such as water level, water use, and
governance.
WATER QUALITY
I. Develop Storm Water Management Plan
A. Pre-development
1. Institute Storm Water utility Fee: The City council,
Lake Advisory Committee, and City staff have worked
together to institute this fee in early 1993.

B. Develop storm Water Management Plan (SWMP): Two of the
Committee's priorities for 1992 were to: (1) protect
desiltation basins and (2) define and reduce non-point
source pollution. The SWMP will contain elements that
deal directly with these issues.
A goal for 1993 will be for the committee to be
involved in the development of this ~lan.

II. Implement storm Water Management Plan (SWMP): Full
implementation of the SWMP will most likely begin in 1994.
Prioritizing recommendations, however, will be a goal for
1993. The Lake Advisory Committee will work with the City
Council and staff to establish a priority list for
implementing this plan.

III. Eurasian Milfoil: A majority of the Committee's 1992 agenda
was dealing with Eurasian Milfoil infestation on Prior Lake.
Although the Watershed District is currently overseeing the
Eurasian Milfoil Project, the Committee will continue to be
involved with this problem.

WATER LEVEL, WATER USE AND GOVERNANCE
1. WATER LEVEL: The committee has worked with the Watershed
District on Water Level issues, and will continue to do so in
1993.
LAC A goal for 1993 will be to work with the Watershed District
and to offer assistance when needed, and to examine the items
listed below, relating to water level.

2. WATER USE: The committee's concerns over lake use will make
water use issues a priority for 1993.

in lakes and along shore: A goal for 1993 will be to
implement the following items and any others that may help

towards providing the public with information concerning
lake use issues.
LAC D. Additional DNR Access: The possibility of an additional
DNR access has raised the concerns of many lake shore
property owners. The Lake Advisory Committee, in 1993,
will continue monitoring the progress of this potential
project.
LAC E. Investigate the installation of a Public marina: A goal
for 1993 will be to continue the feasibility of a Public
Marina. The Committee will investigate possible sites,
costs, potential for producing revenue for the City, and
other items associated with a public marina.
