DATE: RE: Mayor and City Council Kay Kuhlmann February 18, 1993 Follow-up Mdewakanton sioux community Workshop Overview of Workshop The Prior Lake City Council met with staff on January 27 to discuss the magnitude and complexity of issues surrounding the Mdewakanton Sioux Community Development plans. The Council discussed landscape, utilities, traffic volume, and costs associated with providing city services (Fire and Police). The consensus of a majority of Councilmembers was the following action steps: Amend initial agreement with the increase in SAC units for the expansion. 2. Create new agreement for extension of utilities to northern sites. 1. sioux Community for Mystic Lake Casino 3. Upon request by Shakopee, negotiate agreement to provide ~olice and fire services and utilities to the property l.n Shakopee. 4. Request Mdewakanton sioux support on wilds project. 5. Request Metropolitan Council requirement of land use plan from Sioux for extension of sewer. continue staff-to-staff communications on long day-to-day relations. 7. Encourage at least two Council representatives to initiate ongoing communication with sioux communitr. Item #3 will be controlled by Shakopee and Item #5 will be requested at the time the Metropolitan Council reviews the proposed agreement. Staff believes the Mayor and Council could initiate the communication identified in Item #7 any time. Regarding Item #8, staff has made inquiries and has the name of several attorneys who have some sp~cialization in Indian affairs. Attached is an outline of the l.ssues staff would propose the attorney be hired to investigate. Following Council acce~tance of the attached outline, staff would contact the indivl.duals in order to confirm an appointment. SPECIAL COUNCIL ON INDIAN AFFAIRS l.
