INTRODUCTION:
At the March 1, 1993, City Council meeting
staff provided an update on the Fire
Referendum Project Committee and
Subcommittees. Brent Johnson the Assistant
Fire Chief indicated two pro~osals have been
submitted to the City regardlng design for the
main fire station. This agenda item is being
submitted to the Council requesting approval
of the pre-referendum schematics for the main
fire station.
BACKGROUND:
The City Council was involved in a Fire
Department Workshop on February 1, 1993. City
Council did discuss many components of the
proposed Fire Referendum and overall fire
service. The result of that meeting was to
create a Project Committee and four
subcommittees to implement the referendum. At
the update meeting in March, Council did
indicate that they are interested in hearing
more at the Council Workshop (April) and
postponed any detailed discussion until that
time.
DISCUSSION:
The development of the pre-referendum
schematics for the main fire station is an
activity that will take 3-5 weeks to complete.
Staff is concerned that waiting until the
Council Workshop, may delay the completion of
the design for the main fire station to a date
that will not assist the department with the
approval of the referendum. Therefore staff
would propose that Council approve the
pre-referendum schematics for the main fire
station at this time.

The two proposals have been submitted for
Council evaluation. The first proposal by J E
A Architects indicates a cost of not to exceed
$7,850.00. This would include pre-design of
the main fire station as listed on page 5 of
the proposal. The amount would be reimbursed
up to 50% if J E A architectural agency
receives the contract for final design of the
building. The second proposal has been
submitted by David Kroos of Boarman, Kroos,
Pfister and Associates. Mr. Kroos is doing
the Space Needs study for the municipal
facilities for the city of Prior Lake. The
cost for the Kroos proposal is an amount not
to exceed $4,500.00. This would include the
similar ~roponents as to the J E A proposal in
the prellminary design development. However
the amount is refundable up to a lOOt if the
Kroos firm receives the contract for the final
architectural design.
Prior Lake City staff and the Fire Department
recommend that Council consider the proposal
from Boarman, Kroos, Pfister and Associates,
and recommend Council direct staff to pay for
the Design Standard out of the Contingency
Fund for an amount not to exceed $4,500.00.
The Prior Lake City Council has the following
alternatives.
1. Approve the Boarman, Kroos, Pfister and
Associates proposal for up to $4,500.00
with the money coming from the Prior Lake
Contingency Fund.

credentials for the proposed Fire Station Facllty for the CIty cI Prior Lake.
It has been a prIvUege to have had the opportunity to work closely with the City staff. and Fire
Department on the Needs Assessment Study. We request the opport\Bllty to continue to serve the
Mure facUlty needs of Prior Lake. The strengths and advantages we bring to this project hopefully wll
benefit the City as follows:
1. An understanding of the functional requirements and space needs of the Fire
Department as derived from the space needs study.
2. A project team comprised of our most experienced staff committed to a quality project
that Is on time and on budget.
3. An established working relationship with the CIty.
4. Commitment to a referendum schedule as established by the CIty.
5. Proven referendum assistance experience.
Based on our past referendum experience In other communllles. we would recommend the partial
completion of the schematic design phase In preparation for a June vote. this workscope would
address all of the essential Issues of site design, ftoor plan, buldlng size, Image and materials, and cost
Impacts at minimal cost to the CIty.
Upon a successful referendum vote. the amount spent on pre-referendum schematics woufd then be
credited towards the completion of the schematic design phase and design services for
Implementation. -

PHASE I - PRE- REFERENDUM SCHEMATIC DESIGN
Boarman Kroos Pfister & Associates' municipal projects represent over 50% of the firm's practice with specific
fire station experience. The design team understands the complex functional demands presented by fire station
facUlties.
Beyond functional considerations, design quality Is a significant component Boarman Kroos Pfister &
Associates Is committed to the development of cost effective facilities, with engineering and Insulation systems
which are cost beneficial.
The firm's projects are designed form the Inside out. A successful project depends on a thorough assessment and
analysis of the functional relationships. The end result Is a building which shares the burden of the work done

We wlll establish with the BuDding Committee, City Council, and staff, measurable goals and objectives for the
project. We will review the workscope, staff assignments and finalize the schedule and critical path Including
necessary meeting dates, decision and submission requirements necessary to maintain the agreed upon schedule
leading to a referendum date.
PRE-REFERENDUM SCHEMATICS
1. Program Review and Confirmation
The Intent of this preliminary phase Is to reaffirm the requirements. scope, and budget for the proposed fire
station prior to beginning any design work. As a needs assessment study has been completed, the focus
of this effort Is on items which have not been totally confirmed to date and would Include a review of the
following.
A. Site Location/Site Plan
B. Space Requirements
C. Project Priorities
D. Project Budget
2. Partial Schematic Design Phase
Schematic Design Initiates the design process by examining possible floor plan options, with the objective
to focus on the best option that best meets the functional criteria of the facUlty. We wDI also address the
Issues of buDding Image, neighborhood capabUlty, site design, and cost. A partial schematic wDl serve to
address all necessary Items for a referendum vote at minimal cost to the CIty.
The partial schematic design phase would Include a preliminary resolution of the following.
1. Site Plan
2. Floor Plan
3. BuDding Elevations
4. Outline of BuDding Systems
5. Budget/Cost Estimate

D. CONSTRUCTION BUDGET ICOST MANAGEMENT
The bottom line to establishing a construction budget, Is balancing the amount of space that Is required, and the
quality of space that Is desired. It Is of utmost Importance that the consultant understand the expectations of the
client regarding space and quality and Image.
If the client expectations are higher than budget allows, the buDding components must be prioritized such that the
essential and most Important Items are Incorporated. Items less essential can be Included as bid alternates.
Another approach would be to phase the project; buUd what can be afforded now and plan for future additions. I
would, however, recommend that you build as much space as feasible now, even if a portion Is left unfinished. as It
becomes more difficult and more expensive In the long run to add small additions to the building.
It Is Important that the consultant understand the goals and obJectives, and the level of expectation of the client. A
well designed facility does not necessarily Imply expensive materials and systems, but It does promote long-term
value, energy efficiency, low maintenance, and durabDity.
For example, we have recently completed a 10,000 S.F. City Hall project In Mlnnetrlsta that Includes city offices.
police department and councD chambers. We took the following measures to Insure a cost-effective facility:
o The building shape was kept very simple and compact
o Economical wood frame construction. R-19 Insulation value In perimeter walls, R-32 In the roof
o Brick and bumlshed block masonry veneer exterior
o Mechanical system utDlzed residential grade furnace units which are functional, cost effective, and
easily maintained.
The Mlnnetrlsta facility cost was approximately $70 per square foot Including a partial basement.
We also recently completed a 12,000 S.F. fire station for the City of UttIe Canada. The project team, which Included
a construction manager Introduced the following which resulted In a very successful project.
o The building shape was kept simple and compact
o The administration, training and support areas were located on two levels In a stacked
configuration to condense the buDding envelope
o Saxon size brick and burnished block provided a durable, attractive and low cost exterior
o Mechanical and electrical systems were Introduced which were functional, cost effective and easily
maintained by fire department and cIly staff
The Little Canada Fire Station was approximately $75 per square foot.
Both of these examples Involved a close working relationship with a buDding committee, councD and city staff to
analyze and prioritize building systems, materials, and finishes to result In projects that were on time and on
budget.
Boarman Kroos PfIster & Associates believes that construction cost Is the responslbDIty of the architect and
engineer. Inhlally, we assist In establishing your budget and monitor it throughout the design phases preparation ~
documents; therefore. when the project Is bid there are no surprises.
To this end, our firm has a Three Checkpoint Cost Control Method. It first provldes an Initial square foot cost
estimate. It Is prepared and reviewed by an Independent cost estimator or the construction manager. Our In-
hoUSe research database comprised of facUlties ttvoughout the State, Is a compRatlon of current square foot costs
to be used as a basis of comparison for the preliminary budget figure. A second cost estimate as part of the design
development documents. The estimate Is a detaled breakdown of buDding systems for the proJected costs. The
third checkpoint Is at 85% completion of constrUCtIon documents.

The Three Checkpoint Method provides us with the abnlty to monitor the design In relation to the cost as the
documents are being prepared. It also provides the client a detaUed cost breakdown and enables us to compare
one building system over another.
If, when the project Is bid, the cost exceeds 5% of the budget (contingency), we will re-draw the project at our
expense to put the project back In line with the budget. This Is our cost guarantee to our clients.

Basis of Compensation
Boarman Kroos Pfister & Associates, as a service firm, is compensated on an hour1y basis with a not to
exceed fixed fee maximum. Therefore, the designer is compensated on the basis of service invested in the
project work.
