CONSIDER SELECTION OF PRESENTORS ON INDIAN
RELATIONS FOR THE COUNCIL WORKSHOP

INTRODUCTION:
The Prior Lake City Council will be attending
a Council Retreat on April 3 and 4 to discuss
a variety of city issues. One of the issues
identified in the preliminary outline for the
Council Retreat is the discussion on Indian
relations. This Council item is being
prepared to request approval for staff to
bring in two presentors to discuss Indian
issues as an educational background for the
discussion on Indian relations.
BACKGROUND:
Council and staff had a Workshop in January
1993 on Indian issues and identified a series
of questions that Council needs to have
addressed in the near future. As a followup
staff brought to the City Council on March 1,
1993, a summary of the Workshop and a list of
activities that need to be resolved. Several
of the issues require expertise not available
from the City staff. Staff has done research
on individuals qualified to discuss Indian
relations and to educate the Council on
several aspects of the Indian culture.
The list of Indian issues to be addressed by
the Workshop presentors on Indian affairs has
been elaborated on by City Manager Boyles.
(See attached) Staff believes that two
different expertises are necessa~ in order to
educate the Council. First, a dlScussion on
Indian culture needs to be held so that the
Council can better understand the values in
the Indian community. In order for Council to
discuss these issues, staff recommends that
they hire someone well versed in Indian
culture. A name that has been recommended to

us is Gary Cavender who is a professor with
the University of Minnesota in Native American
Heritage, and is now working on-site at the
Mdewakanton sioux Community Center as a
resource person and an on-site educator.
A resume of his credentials will be sent out
under separate cover prior to the City Council
meeting.
The second individual proposed has an
expertise in le9al affairs dealing with the
Indian legislatlon and Indian agreements. His
name is Jerry Seck. Mr. Seck is an attorney
working for Larkin, Hoffman, and Dahl9ren, and
has worked on both representing Indlans and
also re~resenting the state of Minnesota on
Indian lssues. Mr. Seck's resume will be
forwarded under separate cover.
It would be our proposal, that's in the
attached outline of issues, Mr. Cavender
address item #1 and #2, and Jerry Seck discuss
items #3 - #6. The format for the Workshop is
that this will be discussed on Saturday, April
4 from 1:30-3:30 p.m. Staff would anticipate
a short presentation and discussion with Gary
Cavender from 1:30-2:15 p.m. and at that time
Mr. Cavender would then leave. A discussion
would be held then with Mr. Seck regarding
legal issues from 2:15-4:30 p.m. Prior Lake
City Council can choose to use Mr. Seck in the
future for additional and subsequent counsel
on Indian relations or maf choose to use an
alternate source if addit1ona1 counseling is
necessary.
Prior Lake City staff believes that Mr.
Cavender and Mr. Seck will provide excellent
advice and counsel to the Prior Lake City
Council and would recommend that the Council
authorize staff to hire these two presentors
for the Council Workshop.
The Prior Lake City Council has the following
alternatives.
1. Approve one or both of the special
presentors on Indian relations for the
Council Retreat.
2. Deny the request to bring in the
two presentors for the Council Retreat.
ACTION REQUIRED:
3. Direct staff to conduct further research
on presentors.
Motion by Prior Lake City council to authorize
staff to hire Mr. Cavender and Mr. Seck as
counsel for the April 3 and 4, 1993 Council
Workshop.
