HomeMy WebLinkAbout6B - Forest Circle & Forest Oaks AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: 6B BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 93-53 APPROVING PLANS AND SPECIFICATIONS AND ORDERING BIDS FOR FOREST CIRCLE AND FOREST OAKS FIRST ADDmON IMPROVEMENTS AND HOLY CROSS LUTIIERAN CHURCH SEWER EXTENSION JULY 6,1993 The purpose of this item is to consider the approval of the plans and specifications for Project #93-13, Forest Circle and Forest Oaks First Addition improvements, and Project #93-06, Pike Lake Trail sanitary sewer extension to serve the Holy Cross Lutheran Church. If plans are approved by the Council, then adoption of Resolution #93-53 is in order to authorize the Advertisement for Bids on the projects. On May 17, 1993, the Council adopted Resolution #93-29 ordering the preparation of plans and specifications for Project #93-13, Forest Oaks and Forest Oaks 1st Addition improvements. On June 21, 1993, the City Council passed a motion authorizing the plan preparation for the Pike Lake Trail sanitary sewer extension by the City's consultant, Maier Stewart & Associates, Inc. Both projects have been designed by Maier Stewart with plans and specifications to be presented to the Council at the July 6, 1993 meeting. The Feasibility Project Cost Estimate for Project #93-13 was $110,000.00 including 30% indirect project costs. Since the feasibility study, the developer requested that the grading of the street and two lots be included in the project and assessed on the property. This addition was done and incorporated within the signed Developer's Agreement. Cost of the project will be assessed to the benefitting properites with the developer of Forest Oaks First Addition being assessed for all the project except for $2,000.00 for each of the three existing residential homes off of Forest Circle. The initial construction estimate to extend sanitary sewer on Pike Lake Trail from CSAH 42 to the south end of the Holy Cross Lutheran Church parcel is $40,000.00. Cost of the project will be paid for by a combination of Trunk Reserve funds and sanitary sewer lateral fees from the Holy Cross Lutheran church building project. The sewer line will be constructed in such a way to allow 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. An acceptable bid opening for Project #93-13 and #93-06 would be at 10:00 A.M. on August 2, 1993. The bid opening results will be presented to the Council at the August 2, 1993 Council Meeting. RECOMMENDATION: Approval of Resolution #93-53 would be appropriate subject to Council direction. ALTERNATIVES: The alternatives are as follows: 1. Approve the Plans and Specifications and approve Resolution #93-53 ordering an Advertisement for Bid with a bid opening for August 2, 193 at 10:00 A.M. FINANCIAL IMPACT: 2. Table this item for a specific reason. 3. Deny the project at this time. The cost of Project #93-13 will be recovered through Special Assessments. The cost of Project #93-06 will be paid for with the Trunk Reserve Funds and the sewer lateral fees collected by the Holy Cross Lutheran Church building project. ACTION REQUIRED: Make a motion to approve Resolution #93-53. AGEN6B.WRT 'RSll353" RESOLUTION 93-53 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON FOREST CIRCLE AND FOREST OAKS FIRST ADDITION IMPROVEMENT (PROJECT 93-13) AND ON PIKE LAKE TRAIL SANITARY SEWER EXTENSION IMPROVEMENT (PROJECT 93-06) MOTION BY: WHEREAS, SECONDED BY: pursuant to Resolution 93-29 which the City Council approved on May 17, 1993, and pursuant to a motion which the City Council approved on June 21, 1993, the City Engineer has prepared plans and specifications for the improvement of Forest Circle from Fish Point Road to end terminus and within Forest Oaks First Addition by the construction of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing and appurtenant work; and for the improvement on Pike Lake Trail from CSAH 42 to approximately 700 feet south by the construction of sanitary sewer and appurtenant work; . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that I. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on August 2, 1993, at which time they will be publicly opened in the Council Chambers of City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) percent of the amount of such bid. 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph.
