MINNESOTA MUNICIPAL STATE AID CRITERIA FOR
NORlHWOOD ROAD

INTRODUCTION:
The purpose of this Agenda item is to request MnDOT to approve
a variance to State Aid Standards for the proposed reconstruction
of Northwood Road from CSAH 12 to Fremont Avenue.
BACKGROUND:
The reconstruction of Northwood Road is a proposed 1994 Capital
Improvement Project in which a Feasibility Report is cunently
being prepared. Northwood Road from CSAH 12 to Fremont
Avenue is on the City's Municipal State Aid System and is eligible
for State Aid Funds to be used on this project. The existing
conditions on Northwood Road have two areas which are deficient
according to State Aid Standards. These areas are the minimum
right-of-way and design speed requirements for an urban design
which are sixty (60) feet in width and 30 m.p.h., respectively.
These deficiencies in State Aid design were discovered in the
Feasibility Report preparation.
MSA Consulting Engineers are preparing the Feasibility Report
and have recommended that the City apply for the variances now
so the variance committee can review the request over the winter
months. A variance request letter has been sent by MSA
Consulting Engineers to the State Aid office to met the December
1, 1993 deadline so the variance review can be conducted this
winter quarter.
DISCUSSION: In order to utilize Municipal State Aid Funds on Northwood Road,
a variance from State Aid standards is required. Adopting
Resolution 93-104 at this time, will allow the State Aid variance
committee to review the request within the winter months and an
answer can be obtained as to whether the variance will be
approved or not. Having the variances approved will provide the
City with the most design option and funding options to complete
the NOl1hwood Road if the projCQt docs proceed.
RECOMMENDATION: The recommendation is to approve Resolution 93-104 requesting a
variance to the standards.

the City of Prior Lake has planned the improvement of Northwood Road
from County Road 12 to Fremont Avenuet and
WHEREAS,
the City of Prior Lake will be expending Municipal State Aid Funds on the
improvements of this street, and
WHEREAS
this improvement does not meet the right-of-way requirement of sixty (60)
feet, nor does two curves meet the 30-mile per hour design speed.
NOW, THEREFORE, BE IT RESOLVED BY THE CIlY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the City of Prior Laket Minnesota, hereby requests the following variances
from Minnesota Standard Procedure:

Request that a variance be granted allowing a 50 foot right-of-way.

Request that a variance be granted allowing a 25-mile per hour design
speed curves.
