HomeMy WebLinkAbout8A - Planning Commission & LAC Vacancies AGENDA #: PREPARED BY: SUBJECT: DATE: BACKGROUND: DISCUSSION: STAFF AGENDA REPORT 8A jfu FRANK BOYLES, CITY MANAGER ~ /, METHOD AND TIMELlNE TO FILL p~ COMMISSION AND LAKE ADVISORY COMMITTEE VACANCIES DECEMBER 6, 1993 Allen Greenfield's election to the City Council leaves a vacancy in the Planning Commission commencing January 1, 1994. The terms of a number of members of the Lake Advisory Committee expired in October, 1993. Staff needs direction on how to proceed to fill these positions. In accordance with Council Bylaws the policy as stated in Section 10 Committee Structure - Item B provides that: 1 . "Notice of the vacancy is made public and interested individuals may be contacted and encouraged to consider the position. 2. A committee consisting of the Mayor, City Manager and Department Head together with other members so appointed by the City Council shall interview all candidates and make a recommendation to the full City Council. 3. The City Manager shall present the recommendation to the City Council and they may accept or reject the recommendation. If they reject the recommendation, they shall appoint someone else or decide to reopen the vacancy to the public for new individuals. " This appears to be the appropriate means of proceeding. The Council should determine if other members besides the Mayor should serve on the Committee. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPI.DYER The Lake Advisory Committee members have requested that the Council defer any reappointment action until after the surface water management issue has been resolved (see attached memo from Joel Rutherford). ALTERNATIVES: 1. Follow the bylaws with respect to filling the Planning Commission vacancy and defer Lake Advisory Committee appointments as requested. 2. Make the appointments in some other manner. 3. Defer both actions at this time. RECOMMENDATION: I recommend Alternative #1. ACTION REQUIRED: MotIon to fill the Planning Commission vacancy In accordance with the bylaws, appoint another member of the Council to serve on the selection committee If desired and defer action on reappointing Lake Advisory Committee members until after the surface water management Issue Is heard by the Council In January. Joel Rutherford, Water Resources Coordinator Re: Extension of terms for LAC members Date: November 29,1993 The Lake Advisory Committee members, during their last meeting, approved a motion to recommend extending those terms which expire this year. They are requesting this extension until after the proposed water use ordinance has been presented to the City Council in January. They have made this request to allow members, who wish not to be reappointed, an opportunity to see this issue resolved.
