ARCHITECTURAL DESIGN

Earlier this year the Council authorized the architectural firm of
Boarman, Kroos, Pfister and Rudin to proceed with the preparation
of design development plans for the main fire station. The architect
has now completed this phase of the study and is prepared to
proceed to construction plans and specifications. Paul Mickelberg
will be present at the meeting to review the progress which has
been made to date and to respond to any questions
Councilmembers may have.
The Fire Department's Building Committee consisting of Brent
Johnson, Doug Hartman, AI Borchardt, Jerry Mahoney, and I have
been highly involved in the design development phase of this
project. We have met on numerous occasions since the Council's
last action to refine interior and exterior building plans. Our
discussions have also centered upon finish materials and building
details.
One important part of the design development phase has been
refining the project budget. We have now incorporated in the
budget all land acquisition and bond sale costs on an actual rather
than estimated basis.
As displayed on the attached project cost worksheet, total land
costs are $118,208.00 and bond sale costs are $91 ,365.00. This
leaves $1,890,427.00 for actual building construction. This includes
a 7% contingency for the various bid alternatives shown at the
bottom of the page.
In order to remain within the budget, a number of building
modifications have become necessary. For example, the bays
have been narrowed, and building height has been reduced.
These modifications do not compromise the utility or longevity of
the building. The building committee has worked hard to assure
that the interior and exterior are as maintenance free as possible.

Attached for Council information is the site plan, together with
building interior and exterior sketches. The site plan will be
prepared for Council consideration in the near future so that there
are no outstanding planning issues by the time we are ready for
construction.
ISSUES:
I am pleased to report that the project remains on budget. As the
Council knows, the $2,100,000 is a fixed number which the City
may not exceed. Once bids are received, the building committee
will have to prioritize to determine which of the bid alternates can
be purchased a part of this project and which need to be deferred
for a future budget year.
The biggest issue associated with the fire station is its use by the
City Council and other City advisory bodies for official meeting
purposes and by the general public. Attached are notes from a
recent Building Committee meeting I was unable to attend. Items 3
and 14 discuss use of the training room by persons other than the
department. The notes indicate the platform originally contemplated
for the Council's bench would be eliminated (#14) and the Council
and other bodies could use training tables and chairs. A separator
wall was also contemplated (#3) to allow the training room to be
divided in half for flexibility of usage. Now the wall is to be bid as an
alternate.
While the new station is primarily intended for the use of the Fire
Department, it is an asset for the entire community and should be
available for meeting use when there- is not a conflict with fire
fighter functions. This is especially important given the lack of
public meeting facilities.
To conserve money we have talked about expanding City offices
into the City Council Chambers. There is no other reasonable
option than the new fire station unless the Council desires to use
the existing fire station or some privately owned community
meeting room for meeting purposes. Given the frequency and
length of City Council and other advisory commission meetings, I
believe it is important that we plan for training room usage for these
official meetings. There is no question that the use of the training
room for official meeting purposes may create costs which should
be paid from funds other than those reserved for the fire station. I
will work with members of the Building Committee to assure that
the training room is available for use both for the Fire Department,
City and Public and that it is planned accordingly.

ALTERNATIVES:
Council has the following alternatives:
1. Authorize Boarman, Kroos, Pfister and Rudin to
proceed with the preparation of construction plans and
specifications.
2. Defer action to receive additional information.
RECOMMENDATION: I recommend that the City Council authorize the architectural firm of
Boarman, Kroos, Pfister and Rudin to proceed to the construction
plan and specification phase of the project. The project is generally
on schedule with bidding scheduled for next spring and building
completion anticipated for October.
ACTION REQUIRED: A motion, seconded and adopted to authorize Boarman,
Kroos, Pfister and Rudin to proceed with Preparation of
Construction Plans and Specifications for the main fire station
within the cost guidelines set forth In the contractual
agreement between the City and the firm.

MEETING MINUTES
The following Is a brief recap of topics, issues, and events discussed at today's meeting. If any
party present at the meeting, or associated with the work but not present, notes any
Inconsistencies, Incorrect statements, or Items which need to be amended or revised In the text of
this meeting memorandum, they should notify our office In writing, as soon as possible, so that the
appropriate action can be taken to revise or correct the text.
The purpose of the meeting was to discuss the Fire Station's Mechanical, Electrical and
communications systems, as well as any additional architectural items before proceeding Into the
Construction Document phase. .
1. Rand Olson explained the AudloJVIsual system which was Installed at Bloomington Fire
Station. Since Prior Lake does not have the budget nor the physical space for a rear
projection system, he suggested a front projection system which would use the same pull-
down screen as the slide projector. The system would project an Image that Is 6' x 8'. He
feels this system would be more effective than the 50" t~evlslon with 2-27" monitors.

In addition to the video projection system the following equipment would be necessary:
-slide projection screen, electric
-VCR
-slide proJector/cart (owner to verify if they want to relocate their existing slide projector)
-conduit and jack for camcorder hookup (camcorder by owner)
-Microphones/speaker system
-ADA Asslstive Ustenlng System as required. (BKPR will verify ADA requirements).
-White board type vinyl fabric In lieu of white marker boards. Can paper an entire wall
section and can function as a slide screen In other end of training room. Rand to provide
Information to BKPR.
Action Required: BKPR & Blumberg
Rand will prepare a proposal for BKPR to provide the above equipment and consulting fee.
He would also like input into the light switching design so that the visual presentation area
is property lit during use.

Doug Is to put together a list of proposed meetings which will be held in the Training Room
both by the Fire Department and by the City. There Is concern about the amount of times
the room would be divided and the number of conflicts which may occur. The Council
meetings may need to happen in the part of the room closest to the main lobby doors, If
the Fire Department has a meeting scheduled the same night.
Action Required: Fire Department
(The Fire Department feels that they would not need the operable wallin the Training
Room, as they do not have Interdepartment scheduling conflicts. They would hold
meetings/training In the entire room. Therefore. It was decided to bid the wall as an
alternate. The base bid would Include the steel beam @ 10'-0" to provide for a future wall.
Mike McGle explained the proposed power and lighting layout. Various Items were
redlined on the drawings for incorporation Into the documents. In addition to those items,
the following were discussed:

A. Provide conduit to future monument sign and light. Architect to select site.
B. Provide wire mold under counter in dispatch area. Architectural to provide
grommets In millwork.
C. Provide wire mold above wall mounted lockers in apparatus bay for recharging of
radios.
D. Fire Department to choose an extractor and provide Mike with specifications. Fire
Department will purchase extractor directly from supplier.
E. An electric hand dryer will be provided in the Equipment area for drying of
equipment.

5. Brian Shablow presented the plumbing and HV AC systems, several redlines were made on
the drawings. In addition, the following items were discussed:
A. Add a water softener which will serve everything except the apparatus bays,
kitchen sink and drinking fountains. It will serve the high pressure wash.
B. Move one of the drinking fountains, the high one, to the apparatus bay. The low
fountain would remain in the existing location.
C. High pressure wash equipment will be an alternate, the piping will be in the base
bid.
D. The location of the eyewash/emergency shower was discussed. BKPR to verify if
one toilet room with a urinal and WC would meet the fixture requirements. If it
does, the shower/eyewash could be located in a niche In lieu of a toilet room.
E. Hose reel compressed air will be provided in the bays, with a hose drop added on
the wall in the Parts Room.
F. Equipment room, provide a deep double sink for equipment washing. Relocate
the sink toward the center of the counter.
G. Trench drains, the Fire department wanted to make sure they were wide enough
to clean out, similar to Bloomington.
H. The issue was raised regarding the grate dimensions and ADA applicability. BKPR
to research. Upon further research, the grates do not need to meet ADA floor
surface requirements as they do not block the walking path.
I. It was decided to omit the unit heater at the mezzanine. Brian will review the air
exchange at this room to ensure carbon monoxide does not accumulate.
Action Required: BKPR Mechanical & Architect
6. Jerry raised the issue of moving the kitchen next to the lounge. The concern was
disruption of non-Fire Department meeting by the Fire Fighters using the kitchen, and
access between the kitchen and the lounge. BKPR will look at some options which
address these issues.
Action Required: BKPR Architect
7. The VFW is donating a flagpole to the project. Base bid will include the concrete base,
Installation, and lighting.
8. The Fire Department will contract with a Supplier for the cloth towel dispensers in the
bathrooms. The base bid will not Include paper towel dispensers, electric hand dryers or
built In trash receptacles In the tonets.

The existing Cascade filling/test bench may not meet OSHA requirements. It must be
determined whether a new bench will come built-In the Cascade system or if a new bench
will be required.

Based upon research, a concrete fill sink is not required by OSHA. It is recommended if
small SCBA tanks are filled directly from the compressor to dissipate heat and allow for
complete filling of tanks. If the compressor is used to fill the storage tanks and those
tanks are used to fill the SCBA tanks, a fill sink or bench would not be needed.
Action Required: Fire Department
10. It was decided to provide vinyl floor covering at the back entry near the mechanical room.
Some responders will use this door and a durable flooring is desired.
11. The winch will be electric.
12. There was concern over the R-value of the building insulation. Brian should verify his
calculations and this number.

The Department should decide if they want hose drying hangers included in the project.

nhe platform in the Training Room was discussed. If the Council bench is on it, it becomes
larger than would be required by the Fire Department. Therefore it was decided that if the
Council relocates its current bench, there would not be a platform. A small platform could
be provided If the Councn utilizes the Fire Department's tables for their meetings. This
I would facilitate efficient use of the space, especially If it is divided. BKPR will proceed
\ under the direction of providing no platform, unless informed otherwise.
