Enclosed you will find the Economic Development Committee 1992 Annual Report and the 1993 Economic Development Work Program (please see Attachment A) . The other attachments are the materials being prepared for submittal to the State for star City Re-certification 1993. A Resolution approving the Annual Report and the Work Program is needed as a J?art of this Re-certification process. Th1S agenda item, therefore, requests Council approval of the Economic Development Committee 1992 Annual Report and the 1993 Economic Development Work Program. The Economic Development Committee met on December 11, 1992 to conduct their Annual Workshop. The Annual Workshop is the time set aside by the committee to critique the activities of the previous year and plan for the upcoming year's activities. The results of the work session were very informative. The committee encourages the City Council to review the 1992 Annual Report and provide feedback on the accomplishments. The City Council is also encouraged to review the 1993 Work Program and modify the goals to reflect the City Council's priorities. Economic Development Committee Chair Bob Barsness will be attending the meeting to briefly introduce these documents to the city Council. The 1993 Work Program is based on the general economic development objectives for the City of Prior Lake (please see 4629 Dakota St. S,E., Prior Lake, Minnesota 55372 / Ph. The Economic Development Committee will be involved in many priority projects in the upcoming year. A few of the major ones include the Prior Lake Business Office Park! The wilds, and Mystic Lake. The committee 1S also excited about the new Economic Development Director J?osition which is scheduled to be filled somet1me this year. This goes along with the City's commitment to hire personnel and establish organizational mechanisms to promote and enhance economic development opportunities for the City of Prior Lake. The City Council is encouraged to review, comment, or modify the Annual Report and Work Program as necessary. Approval of Resolution 93-07 approving the 1992 Annual Report and the 1993 Work Program is recommended. INTRODUCTION The Economic Development Committee met on December 11, 1992 for its annual workshop. Dave Unmacht returned to preside as moderator. The annual workshoJ;> presented an opportunity to discuss the activit1es for the forthcomin9 year and to plan the long range objectives and direct10n for the Economic Development Committee. A summary of the 1993 Economic Development Work Program is attached to this report. B. FULL COMMITTEE ACTIVITIES The Economic Development Committee functions primarily as a full committee, due in part to the size of the membership, and also to the interest of all the committee members in the activities. In 1992 the committee focused on several main objectives. Projects which are on9oing include the Business Office Park, and the Star C1ty Program. The Scott County Economic Development Coalition which was in the development stage in 1991 has now been achieved. The following summary will describe these activities and others which were undertaken by the full and sub committees of the Economic Development Committee. 1. Business Office Park The Economic Development Committee met with the City Council and presented a proposed financial statement prepared by James Hill Jr. and James R. Hill Inc. which showed in great deal the proposed funding for the development of the Business Office Park. A further presentation was made to the City Council by Ed Tschida on the tax impact of the Business Office Park. The land for the Business Office Park was acquired during 1992 after a great deal of negotiations conducted by Bob Barsness and City Officials. Frank Muelken represented the owners of the property. star city Proqram The City of Prior Lake was certified as a star City in 1991. In order to keep this certification, its necessary to prepare a one year straget~ and a Five Year Program. This is an ongoing pro~ect and a subcommittee has been formed to mon1tor the requirements and to assure that the City of Prior Lake is in compliance therewith. Scott countt Economic Develo~ment Coalition A consultan publisher was h1red to develop a Scott County magazine which describes the oJ;>portunities in the cities participating in the coa11tion. This 2. 3. 1 4. 5. 6. magazine will be available early in 1993. Distribution will be made to each citf, various banks participating in the coalition act1vities and to industrial real estate agencies. The coalition is also participating in referrals of businesses to the Small Business Administration for business loans. The City of Prior Lake is represented on this coalition by Kay Kuhlmann. The EDC has a representative (Nat Wisser) in attendance at the meetings to report back items of interest to the EDC. The coalition, in addition, to the magazine has published a brochure used for business retention in Scott County. Joint Meetinfis with the Planninq Commission Members of t e EDC met with the Planning Commission on April 16, 1992 and May 7, 1992 to review the I-2 Standards. Joint Meetings with the City Council The EDC met with the City Council in a workshop to plan the purchase of land for the Business Office Park and review the marketing plans being developed. Senior Housin9 Several indiv1duals and companies interested in building senior housing in the Prior Lake area met with the EDC and presented their plans. There were representatives from Cottage Industries and Health Dimensions Inc. Additional meetings with these individuals will be scheduled for the future and fo1lowup action will be taken as necessary. Student Advisory Council The EDC recieved a letter from Leann Erickson Director of Community Services in the Prior Lake/Savage Area School District. This letter noted that the Student Adviso~ Council would like to continue working with the C1ty of Prior Lake and the EDC in planning special events or projects that would benefit community residents. The Student Advisory Council has developed a number of goals and objectives. Included therein was a goal for encouraging larger family or youth oriented businesses in Pr10r Lake. The goal was to support ventures that would attract and assist family and youth oriented businesses. Dar Fosse will set up a subcommittee to work with the Student Advisory Council. 7. 8. The EDC feels that it can be helpful in furthering the plans for the future development of the area. EDC and Chamber of Commerce Joint Meeting The EDC and Chamber of Commerce at a joint have decided to encourage future meetings two groups. GUEST PRESENTORS AT THE ECONOMIC DEVELOPMENT COMMITTEE Several speakers made presentations to the Economic Development Committee in addition to numerous staff personnel. Roger Guenette, Advance Resources Development Subjects covered were the Business Office Park development, marketing and financing and development of 3 a health care complex. Staff personnel presented city positions relevant to items listed in paragraph I, C, Business Outreach. II. ECONOMIC DEVELOPMENT COMMITTEE NEW MEMBERSHIP BIOGRAPHY Dean Sutliff has been a member of the Economic Development Committee since Februa~ of 1992. As a small business owner and developer of market1ng communications products, he has served the marketing and corporate visual production needs of local, regional, national, and international clients. He brings extensive experience in visual marketing and strategic planning to the EDC. He is currently involved in the develoJ;>ment of point-of-purchase information systems as Execut1ve Vice President of TEP systems, Inc., Bloomington, MN. Deborah Rose is a recent addition to the Economic Development Committee. She has been participating as an ex-officio member since June of 1992. Deborah is a licensed Social Worker and Nursing Home Administrator. She is currently doing health care planning and development for Care First, a Minneapolis based long term care corporation. Deborah brings twelve years experience of marketing and servicing the health care needs of seniors. Bob Underferth has lived in Prior Lake for the past sixteen years. For the past five years, he has owned and operated Prior Lake Rental Center. Prior to that, he owned A to Z Rental Center in Burnsville for eight years. Not only is Prior Lake involved in its own Economic Development committee, but it is also an active participant in the Scott County Economic Development Coalition. This is done to ensure that the economic development of Prior Lake is on the same path as the County. The following statements are the general economic objectives for the City of Prior Lake. Listed objective are the activities planned for 1993 to goals. development below each meet these General Economic Development Objectives: 1. The City of Prior Lake will promote high quality and efficient community services, maintenance of public space, buildings, police and fire protection in order to provide a positive environment for local economic development. The wilds Mystic Lake 2. Development of commercial and industrial sectors will be promoted by the city of Prior Lake in order to diversify the tax base. Prior Lake Business Office Park Business Outreach 3. The City of Prior Lake supports the C. R. 18 river crossing construction, in order to improve accessibility to, and from the Metropolitan area, for residents of the community. - Lobbying as needed 4. The City of Prior Lake will continue to stress the importance of good urban design and land use relationships in order to bolster the image of the community. - Project Review 5. The City of Prior Lake is committed to providing financial assistance such as tax increment financing ( for private sector initiatives that are consistent W1th community objectives. - Comprehensive Plan Review 6. The city of Prior Lake is committed to establish organizational mechanisms to economic development opportunities.
