At the October 19, 1992 City Council Meeting, Staff presented a 1993 project summary list based on the 1993 Capital Improvement Program. At the November 2, 1993 City Council Meeting, Council authorized Staff to prepare a feasibility study for the 1993 projects as amended by the Council. In the adopted Resolution No. 92-36, there were 16 projects listed to be considered for the report. During the preparation of the report, there have been three projects removed \. due to changing circumstances and these r projects are as follows: ~ 1.) priorwood Street from Five Hawks Avenue\ ~'\.'j y~ to Duluth Avenue. These projects are as follows: .' "- 1. ) Buslness Off1ce Park south of CSAH 21 and \ within sec~ion 1. This pro~ect is ~or G~ the estab11shment of a bUS1ness offlce ~ ~ark by the city. Project involves the 1nstallation of sanitary sewer, water, storm sewer and street improvements to and within the proposed plat known as Waterfront Passage Business Park. f / 3. ) Center Road from Northwood Road to Lime Road and Lime Road from spring Lake Road to end terminus. This project involves placing a bituminous pavement section with concrete curb and gutter over the existing gravel surfaced road. Forest Circle from Fish Point road to end terminus and within the proJ;>osed Forest Oaks subdivision. This proJect is for the pavin9 of Forest circle and for the installat10n of sanitary sewer, water, storm sewer and street improvements to the proposed plat of Forest Oaks 1st Addition. The City has initiated the Business Office Park project in order to promote increase business/industrial activit~. Frank Muelken has scheduled a hearing in D1strict Court on February 25, 1993 to sell the land, which is currently in conservatorship, to the cit~. The platting process for the park 1S commencing and a Public Hearing for the improvement can be conducted. 2. ) Lime Road and Center Road paving improvement Feasibility Report was initially petitioned for by the residents. Owners of greater than 75% (seventy-five percent) of the real property abutting Center Road signed the petition to improve Center Road, with no owners signing the petition for the improvement of Lime Road. On AU9ust 17, 1992, the City council author1zed staff to prepare a Feasibility study for the improvements to both Center Road and Lime Road based on the resident's petition. council also authorized Staff to prepare a Feasibility Study for this project on November 2, 1993. These costs and assessment estimates were presented to the affected property owners at an informational meeting held on September 29, 1992. This meeting was also used to discuss the scope of project, to answer questions, and to hear comments from the property owners. Of the approximately 32 properties on the pro~ect, about 13 were represented with 17 ind1viduals attending the meeting. After the meeting, a show of hands indicated about 10 of the property owners were for the project and 3 were against. Forest Circle and proposed Forest Oaks 1st Addition improvements were initiated by a request from the developer, Mr. Robert Paschke. On Forest Circle, there are three existing residential homes which are affected by the proposed project. The improvement of Forest Circle is necessar~ in order to serve the Forest Oaks subdiv1sion. A Public Hearing is necessary to determine if the improvements will be made. Also included in the feasibilitf report are other city projects in which proJect financing can be leverage a9ainst the 429 Assessment bond. These proJects included the city's share from Scott county Highway projects, MSA projects, and for the city's cost for a traffic signal, bituminous pavement sealcoating, civil defense sirens, storm sewers, and park parking lot paving projects. DISCUSSION: The attached report indicates the estimated city costs for each project, along with preliminary assessment estimates. On page 12 of the feasibilit~ report, a proiect financing summary is 1ncluded to show proJect cost splits. The total project cost of the thirteen projects is $3,486,000.00. ALTERNATIVES: Financing of this project cost is as follows: 1.) Assessments ............ $1,008,000.00 2.) Tax Levy............... $1,935,000.00 3.) B.O.P. Land Sale ....... $ 188,000.00 4.) Trunk Reserve .......... $ 214,700.00 5.) Enterprise Fund ........ $ 142,000.00 6.) Storm Water Fee ........ $ 23,300.00 Project Cost Total..... $3,511,000.00 Staff will make a ~resentation on the feasibility study and w111 discuss the merits of each project. Council can eliminate any project or portions of a project at this time. For instance, the street lighting on CSAH 21 is one item that the Council previously indicated further review was desired. with the 429 special assessment projects, if the Council approves the feasibility report, public hearings must be conducted on the proposed improvements. Forest Oaks 1st Addition is tentatively scheduled for preliminary plat approval on AprilS, 1993. Staff is also J?roposing to conduct the public hearing for th1s project on April 5, 1993 as indicated on Resolution No. 93-05 so that the plat public hearing and public improvement hearing can be discussed concurrently since both hearings are dependent on each other. Plat approval should be subject to approval of the improvements. If the Council acceJ?ts the Feasibility Study, approval of Resolut1on No. 93-05 will call for a Public Hearing for the Business Office Park on March 15, 1993 at 8:00 P.M., a Public Hearing for Lime Road and Center Road on March 15, 1993 at 8:15 P.M., a Public Hearing for Forest Circle and Forest Oaks on AprilS, 1993 at 9:00 P.M. The alternatives are as follows: 1. Approve Resolution 93-05 receiving the Feasibility Report and establish Public Hearing dates for the Business Office Park on March 15, 1993 at 8:00 P.M., for Lime Road and Center Road on March 15, 1993 at 8:15 P.M., for Forest Circle and Forest Oaks on AprilS, 1993 at 9:00 P.M. 2. Table this item for a specific reason. 3. Deny Resolution 93-05. RECOMMENDATION: Staff recommends that the Council accept the Feasibility study for the 1993 projects and establish the Public Hearing dates as listed in Resolution No. 93-05. ApJ;>rova1 of the Feasibility study at this t1me does not grant final approval of any project. ACTION REQUIRED: Make a motion to approve Resolution 93-05. FINANCIAL IMPACT: project financing summary is provided on page 12 of the Feasibility Study. A summary of the tax levy impacts will be provided at that Meeting. This project will provide utilities and access to various size lots for industrial/business growth in Prior Lake. Project cost will be paid for by a combination of Assessments to benefitted properties, Trunk Reserve and Sewer and Water Enterprise funds. AREA 2 - LIME ROAD AND CENTER ROAD Residents on these streets have petitioned the City for bituminous pavement improvement. These streets currently are gravel surfaced with no curbing. Improvement project will be paid for by Special Assessments. This proposed project consists of approximately 4,020 lineal feet of concrete curb and gutter and 2100 feet of bituminous surfacing. AREA 3 - FOREST OAKS SEWER, WATER, AND PAVING This project was requested by a developer and would improve Forest Circle with bituminous surfacing and concrete curb and 9utter and provide sanitary sewer, watermain, and street 1mprovements to a proposed subdivision known as Forest Oaks 1st Addition. This project would be assessed to the 4 benefitted properties. This proposed project approximately 1,400 lineal feet of concrete curb and 660 lineal feet of bituminous surfacing. AREA 4 - CSAH 21 IMPROVEMENTS consists of and gutter This project is for the City improvements associated with the CSAH 21 construction to the east city limits line. project improvements include concrete curb and gutter, storm sewer, lighting, bikeway, sidewalk and landscaping. This project is projected by Scott count~ to begin construction in 1993. Included in the feasibil1ty report are the City participating costs. AREA 5 - EXISTING INDUSTRIAL PARK STORM SEWER The drainage area from the existing Industrial Park and the city's Maintenance Shop is in need of a storm sewer system and water quality pond to control the storm water runoff erosion. Also included in the draina~e area are the outlet pipes for the proposed business off1ce park and CSAH 21 improvement. This project would construct a storm sewer system to control the soil erosion in these areas and provide a water quality pond to treat the runoff prior to discharge to Markley Lake. Land acquisition is required for th1S projects. AREA 6 - CSAH 42 FROM FERNDALE AVENUE TO BOONE AVENUE This project is for the improvements associated with the County Road construction. city improvements to be considered are concrete curb and gutter, storm sewer, intersection lighting, bikeway, and landscaping. Included in the feasibility report are the city's participating costs within the County project. AREA 7 - FISH POINT ROAD EXTENSION IN THE GREENBRIAR PARCEL The Greenbriar parcel is being considered for development this year and included is the construction of the MSA street Collector in this area. Project will be mainly funded by MSA Funds with the remaining funding which is non-eligible for MSA funding to be included in the 429 Bond. AREA 8 - CARRIAGE HILL ROAD This project would construct a MSA Street Collector from CSAH 21 to Pike Lake Trail. The carriage Hill Road extension would provide access to the plat of Carriage Hills, Leo Vierling parcel and the Grassini/Grothe parcel. Project will be mainl~ funded by MSA Funds with the remaining funding which 1S non-eligible for MSA funding to be included in the 429 bond. 5 AREA 9 - LEMLEY CIRCLE STORM SEWER This storm sewer project will correct an erosion problem from the storm water runoff at T.H. 13 culvert outlet to Mitchell Pond. The drainage channel behind the Lemley Circle residents has been eroding in places to an eight foot deJ;>th and fifteen to twenty-five feet width. A storm sewer p1pe would be installed to correct the problem and the area restored with this project. AREA 10 - TRAFFIC CONTROL SIGNAL AT T.H. 13 & FIVE HAWKS AVENUE with the construction of a new County Market grocery store, the traffic counts at the T.H. 13 and Five Hawks Avenue intersection has been projected to increase substantially and may warrant a traffic signal. Additional traffic counts and studies will be done to determine if a traffic control signal is warranted. Cost of the project will be included in the 429 bond issue. AREA 11 - BITUMINOUS SEAL COAT OF CITY STREETS Several existing bituminous paved streets are in need of a bituminous seal coat. Seal coating extends the life of the pavement by rejuvenating the old bituminous wearing surface. Cost of project will be included in the 429 bond issue. AREA 12 - THE POND ATHLETIC COMPLEX PARKING LOTS AND ROAD PAVING This project would pave the existing 9ravel surfaced parking lots and roads within the Pond Athlet1c Complex. This park is a high use facility and paving would reduce the dust and enhance the park area. Cost of project will be included in the 429 bond issue. AREA 13 - CIVIL DEFENSE SIRENS Plans have been developed to install five sirens to provide civil defense and severe weather warnin9 to areas within Prior Lake. Two of the sirens would be ~nstalled to cover SMSC land and would be paid for by the Sioux Community. The cost of the remaining three sirens would be included in the 429 bond issue. IV. FEASIBILITY From an engineering standpoint, this pro~ect is feasible and can be accomplished as proposed and not 1n conjunction with any other project. V. ESTIMATED COST The following costs were prepared based upon an Engineer's Estimate and are subject to change depending on the final design of the proJect, bids received, and actual work performed. The method of assessment and rate will be determined at the Assessment Hearing. 6 The estimated project cost for each project is installation of associated improvements and includes project costs.
