JUNE 17, 1991 The Centennial Committee has planned an All Class School Reunion for the weekend of June 21-23. The reunion includes a variety of activities as listed below. One of the activities is an outdoor concert with a street dance. This agenda item is being written to request Council approval of a Temporary Beer Permit for the V.F.W., and to inform the City Council of the details of the reunion. The Centennial Committee's All Class School Reunion Subcommittee has been working on the details of the All Class School Reunion for over a year. The schedule of activities for the June 21-23 weekend is as follows: On June 21, 1991 the Second Annual Prior Lake Open Golf Tournament will take place at Lone Pine Golf Course. Tee times are from 12:00 noon to 4:00 p.m. The second event is the class reunion which will be on Saturday, June 22, 1991. The hours will be from 4:00-10:30 p.m. The reunion will be located on Main Avenue between County Road 21 and Dakota street. A gathering of graduates is expected from 4:00-7:00 p.m., and then from 7:00-10:30 p.m. there will be a street dance. Special provisions have been made in cooperation from the Police Department to ensure security and safety. The City Engineering Department and the Fire Department will be blockadin~ the streets with vehicles and cautionary 11ghts to prevent traffic circulation. provisions will be made to block the street at County Road 21 and Main 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 Avenue, Main Avenue and Dakota street, the entrance to the library parking lot, and Hastings Avenue as it enters into the parking lot on County Road 21 and Main Avenue. The streets will be blocked off at 3:00 ~.m. in preparation for a 4:00 p.m. starting tlme. The committee consulted with Bill Packer, the President of the Town Center Association, to determine if there would be any problems with closing the street. Mr. Packer contacted several businesses on Main Avenue and no one expressed any concern. At 4:00 p.m. the beer concessions, food concessions and information booth will open. Graduates have been encouraged to come early to reminisce with friends and family. The V.F.W. will be responsible for all beer sales, pending Council approval of the Temporary Beer Permit. All beer sales will take place within a confined area. Seven food vendors will be selling a variety of foods, re~resenting three local businesses and four CiV1C organizations. Arrangements have been made with Quality Sanitation to brin~ in a dumpster for trash. In addition, the C1ty will be placing trash barrels around the area. Outdoor restroom facilities will be provided by Biffs and four units will be available adjacent to the dance area, and four units inside the beer gardens. A dance by Solid Gold will begin at 7:00 p.m. and conclude at 10:30 p.m. The local band is familiar with the noise ordinance and will be sensitive to the noise limitations. The Centennial Committee is responsible for security. Three uniformed Sheriffs will be working the area with one stationed at the Beer Gardens entrance to assist in the carding of all Beer Garden entrants. The Sheriffs will be working from 5:30 p.m. to 11:00 p.m. A private security firm approved by the Police Department, will be providing additional support for the evening. Police Chief Powell will provide sporadic check-ins at the site depending on other demands. The Centennial Committee will have at least six workers on site at all times to monitor r DISCUSSION: RECOMMENDATION: ALTERNATIVES: ACTION REQUIRED: the activities and ensure compliance with the approved hours. On Sunday, June 23 the Pond Athletic Complex has been reserved for all graduates to congregate at a picnic. The Centennial Committee anticipates great participation with all high school graduates. The Centennial Committee will endeavor to provide a safe, enjoyable activity for adults. Councilmembers are encouraged to contact committee with any concerns not addressed this write-up. The Prior Lake City Council has the following alternatives to consider for action. the Temporary the June 22, 1. Approve the Temporary Beer Permit for the V.F.W. 2. Deny the Temporary Beer Permit. A motion to approve the consent agenda will approve Alternative #1.
