UNMACHT, CITY MANAGER CONSIDER LAKE REVIEW COMMITTEE REPORT RECOMMENDATIONS June 17, 1991 The purpose of this item is to consider the Lake Review Committee (LRC) Report recommendations as contained in the Prior Lake City Council's Work Program. The Work Program was developed at the Prior Lake City council Workshop on April 20, 1991. The Work Program has been prepared by staff and reviewed br Tom Watkins and Doug Larson, Chairman and V1ce Chairman of the Lake Review Committee respectively. The LRC com~leted their report in 1990. The report and 1ts recommendations was the subject of a January, 1991 Citr Council retreat with the LRC. The Citr Counc11 by general consensus decided to reV1ew each recommendation in detail at their annual retreat. The annual retreat was held on April 20, 1991 and the City Council reviewed, at length, each of the recommendations contained within the report. The results can be found in a review of the proposed Work Program included as part of the agenda packet. In addition, please note that some of the recommendations were deleted from the Work Program and an accompanying addendum is provided. The LRC was forwarded a copy of this information and was invited to attend the meeting to share input with the Council. The Work Program is proposed in draft form for your consideration. The format of the Work Program is a listing of the recommendation, responsible authority, goal status (short or long term) and abbreviated action plan. All of the recommendations are highlighted in the Work Program or addendum. The essence of the City Council's implementation of the LRC Report recommendations 4629 Dakota St. S.E.. Prior Lake. Minnesota 55372 / Ph. (612) 447-4230 Fax (612! 447-4245 ALTERNATIVES: is contained within the establishment of a Lake Advisory Committee (LAC). A Lake Advisory Committee is conceived to consist of seven individuals made up of recommendations by each Councilmember and two from City staff. (Ori9inally, staff intended to have the LAC deta1ls developed, however, due to the importance of approving the Work Program and settin9 forth further Committee details, staff will d1SCUSS this at a later time). As of this writin~, the City Council has not completed their 1ndividual recommendations. A myriad of details related to the LAC's make-up, structure and work must be considered and acted upon by the Council. This will be forthcoming as the Council proceeds through the recommendations and takes action on the Work Program. The consensus of the Council was to proceed with the Work Program and Lake Advisory Committee at the workshop. The essence of this discussion is to formalize that consensus and proceed with further action. The alternatives are as follows: 1. Adopt a Work Program as recommended and direct implementation of the recommendations. 2. Direct staff to begin structure for the Committee. 3. Take no action on either the Work Program or the Lake Advisory Committee. developin9 a Lake Adv1sory 4. Table action on the Work Program and/or the Lake Advisory Committee. RECOMMENDATION: City staff recommends that the Council review the work Program and addendum and, also, recommends that the action plan be fine-tuned as identified in the Work Program. Please be specific as to the changes you would like to see implemented by individuals or entities. Action of the Council will be used as a basis for implementing the actions of the LAC. Staff also recommends that Council grant authority to proceed with developing the framework for the Lake Advisory Committee. Staff is seeking direction from the Council on that framework including related Committee details. ACTION REQUIRED: May vary based on Council discussion at the meeting. In addition, a copy of recommendations which are not contained within the Work Program but were contained with the LRC Report are included in an addendum with an explanation why they are not part of the Work Program. THIS DRAFT WILL FORM THE BASIS FOR CITY COUNCIL DISCUSSION ON MONDAY, JUNE 17. Please plan on attending the June 17 Meeting if you are interested in following the Council's action. Councilmembers spent extensive time in reviewing the recommendations contained within the report and are prepared to consider formal action. One of the principle recommendations of the LRC is to establish a Lake Advisory Committee to further analrze and begin implementation of the recommendations contained withln your report. This Lake Advisory Committee recommendation will be considered and discussed by the Council on June 17. In addition, I have some excellent news to report to you regardin~ our LRC Report. Br now you might have read the short article ln the Prior Lake Amerlcan on June 3 regarding the EPA Conference. The United States Environmental Protection Agency, Region 7 in Kansas City, has included a presentation from the City of Prior Lake at their Regional Lake Management Conference in Des Moines, Iowa on June 11. Deb Garross and Tom Watkins, representing the City of Prior Lake, will make the presentation to the participants of this Lake Management Conference. City staff submitted an abstract and a copy of our report to the EPA and they thought our document was worthy of presentation to many lake management, environmental and DNR officials in the upper midwest. We were very excited about this recognition. In addition, City staff has submitted an abstract and a copy of the report to the National Association of Lake Management Society. We have requested that they consider our report for presentation at their national conference this fall. The reason these recommendations do not appear in the Work Program are one of three: 1. Duplicate, the context of the recommendation is found in a recommendation contained in the Work Program. 2. Council states that no further action(s) are required. 3. Council states that the inherent responsibility for this action should remain with a different jurisdiction. Please note either #1, #2, or #3 under the title code which accompanies the list of recommendations.
