CONSIDER APPROVAL OF RESOLUTION 91-30
REQUESTING COMMISSIONER OF TRANSPORTATION TO
AUTHORIZE MSAS FUND APPROPRIATION TOWARDS
CSAH 21 BRIDGE PROJECT
JULY 15, 1991
The Prior Lake City Council, on January 7,
1991, approved Resolutions 91-01 and 91-02
which approved the plans and an agreement
between the City and County to obtain Federal
and state Aid Funds for the County Road 21
Bridge Project. The Minnesota Department of
Transportation (MnjDOT) Office of State Aid is
requiring a Resolution from the City
requestin9 the Commissioner of Transportation
to author1ze the City's Municipal State Aid
Street funds be appropriated to the CSAH 21
project. The CSAH 21 project is considered an
off-system expenditure from the MSA street
system in Prior Lake. This Agenda item is to
consider the approval of Resolution 91-30
which will release $100,000.00 of MSAS funds
to be used on the CSAH 21 project from County
Road 82 to Quincy street. Attached is a copy
of Citr Resolution 91-30 and a MnDOT
Resolutl.on with the appropriate certification
requirement.
A bid opening was conducted for the above
referenced project on June 10, 1991 with the
low bidder being Edward Kraemer & Sons, Inc.
of Burnsville, Minnesota. A preconstruct ion
meeting was held on June 26, 1991 and the
starting date for construction work is
proposed to be July 22, 1991. The City's
participating cost for this project is
estimated to be $299,102.03 based on the
estimate of quantities and bid unit prices.
The total cost of the project is estimated to
be $1,227,023.37.

The City's participating items on the project
include the portion of the bridge associated
with the sidewalk, a percentage of the storm
sewer system, 50% of the concrete curb and
gutter, concrete sidewalk, landscaping and
lighting. The funding of the City's cost for
these items will be from a combination of
Federal Aid Urban (FAU) funds, Municipal State
Aid Street (MSAS) funds, and local City
funds. The cost breakdown from each fund is
estimated as follows:
1.) Federal Aid Urban
2.) Municipal State Aid
3.) Estimated Local Funds
TOTAL CITY COST
$205,649.78
$ 73,452.25
$ 20,000.00
$299,102.03
The MSAS fund appropriation being requested is
for $100,000.00 to account for unforeseen cost
overruns and possible change orders with the
project. The extra amount being requested
will avoid having to request a second
appropriation of MSAS funds, if needed.
Scott County and City Staff have been
cooperatively working to utilize the maximum
amount from FAU Funds and to minimize the
local expenditures. The estimated amount of
$20,000.00 for Local Funds will change based
upon actual construction costs. The local
funds necessary for this project will come
from the Construction Fund balance.
Using off-system MSAS funds will result in an
adjustment of the City's MSA allocation for
ten years. However, this was required in
order to leverage the maximum amount of
available FAU fundin9' The net result was an
actual overall gain l.n Federal dollars which
more than offset the MSAS reduction. The
increase amounted to approximately $74,000.00
in FAU dollars as to the $3,000.00 per year
adjustment for 10 years of Municipal State Aid
Funds.
The recommendation is for the City Council to
adopt Resolution No. 91-30.
The alternatives are as follows:
1. Approve the resolutions as this will
allow the CSAH 21 project to be
completed and will reduce the local cost
to the City.
2. Table this item for a specific reason.
3. Disapprove the resolution.
FINANCIAL IMPACT: The City's portion of this project will be
paid from a combination of Federal Aid Urban
(FAU) Funds, Municipal state Aid Street Funds
and Construction Funds.
ACTION REQUIRED:
Motion, as part of the Consent Agenda, to
approve Resolution No. 91-30 is in order.

construction pro~ect located on C.S.A.H. No. 21 within
the limits of sa1d municipality, and
WHEREAS, Said construction project has been approved by the
Commissioner of Transportation and identified in his
records as S.A.P. No. 201-020-01.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that we do hereby appropriate
from our Municipal State-Aid Street Funds the sum of
100,000.00 dollars to apply toward the construction of
said project and request the Commissioner of
Transportation to approve this authorization.

CITY OF PRIOR LAKE
WHEREAS, It has been deemed advisable and necessary for the City
of Prior Lake to participate in the cost of a
construction project located on C.S.A.H. No. 21 within
the limits of said municipality, and
WHEREAS, Said construction project has been approved by the
Commissioner of Transportation and identified in his
records as S.A.P. No. 201-020-01.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that we do hereby appropriate
from our Municipal State-Aid Street Funds the sum of
100,000.00 dollars to apply toward the construction of
said project and request the Commissioner of
Transportation to approve this authorization.
