HENTGES FOR SIDEWALK CONSTRUCTION ON HAWK RIDGE ROAD (CITY PROJECT #06-15) Introduction The purpose of this agenda item is to accept quotes and award the City's Standardized Construction Contract for the sidewalk construction on Hawk Ridge Road. Historv On March 20, 2006 the City Council adopted Resolution 06-039 approving the preliminary plat of "NORTHWOOD MEADOWS" subject to added conditions. One of the conditions was that staff and developer review the feasibility of extending sidewalk along Hawk Ridge Road to Northwood Road with the developer paying the costs. Based on that condition, an Engineer's Estimate of $21,120.00 was established on July 19, 2006 and included in the Development Contract. On August 7, 2006 the City Council approved the Development Contract for the development of land known as "NORTHWOOD MEADOWS". The Development Contract required the developer to furnish the City with a sidewalk escrow of $26,400.00 for the future construction of a sidewalk on Hawk Ridge Road. This escrow was based on 125% of the estimated cost. A neighborhood informational meeting was held on January 17, 2007 to provide affected property owners an opportunity to view the plans and discuss the project with City Staff. Contrary to the original determination, Staff informed the property owners that they recommended constructing the sidewalk on the north side of Hawk Ridge Road due to steep driveway grades on the south side and the inability to meet design standards. Three of four property owners on the north side of the road were present to comment on this recommendation. Staff proceeded with plans and specifications for the project based on their recommendation and the property owner's comments. Current Circumstances The plans and specifications were distributed to contractors and Staff has received quotes in accordance with the City's Purchasing Policy from three companies for the Hawk Ridge sidewalk project in the Northwood Meadows development ("Hawk Ridge Sidewalk Project".) The quotes received are shown below: Bid Price $38,980.07 $43.473.95 $46,945.00 www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 The quotes received were each analyzed and tabulated. City Staff is recommending that S.M. Hentges perform the construction for the Hawk Ridge Sidewalk Project. S.M. Hentges has performed work for the City of Prior Lake in the past. Most recently they have constructed the streets and utilities for the Prior Lake Downtown Project and the Ring Road Project. S.M, Hentges is currently constructing the County Road 82 project. With crews in the area, they were able to provide a favorable quote. The Engineers Estimate for this project is $45,698,00, ISSUES: The majority of the issues raised at the informational meeting were incorporated into the design of the project or otherwise answered. Not all those present supported the project regardless of location. CONCLUSION The staff recommends the City Council award the contract to S.M. Hentges and Sons Inc. When the City solicits for quotes, there is always a provision in the solicitation documents specifying the City Council reserves the right to reject all quotes. The City Council has in the past, rejected quotes on projects where the quotes exceeded the estimate or were otherwise unfavorable for the City. FINANCIAL IMPACT: As stated above, as part of the Development Contract the City required the Developer to escrowed $26,400.00 for this sidewalk project. These funds will be utilized to construct the sidewalk. This figure was calculated as 125% of the original estimate. The original estimate included basic sidewalk construction assuming general sidewalk placement. Due to changes in the design, additional driveway repair, hydrant relocation, catch basin relocation, mailbox relocation, sprinkler system repair and additional concrete work, the bids have exceeded the escrowed amount by $12,580.07. Since this is a sidewalk project that promotes pedestrian travel to the park system, It is recommended that the additional funding come from the Capital Park Fund. Approve a resolution accepting quotes and authorizing the Mayor and City Manager to execute the City's Standardized Construction Contract with S.M. Hentges for construction of the Hawk Ridge Sidewalk. 2. Table the Resolution for a specific reason. 3. Deny the Resolution. RECOMMENDED Alternative # 1 MOTION: A RESOLUTION ACCEPTING QUOTES AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE HAWK RIDGE ROAD SIDEWALK PROJECT (CITY PROJECT #06-15) AS PART OF THE "NORTHWOOD MEADOWS" FINAL PLAT APPROVAL Motion By: Second By: WHEREAS, Council adopted Resolution 06-039 approving the preliminary plat of "NORTHWOOD MEADOWS" subject to added conditions. One of the conditions was that the staff and the Developer review the feasibility of extending a sidewalk along Hawk Ridge Road, and; WHEREAS, This sidewalk connection will link Northwood Road sidewalk to the community park dedicated with the "NORTHWOOD MEADOWS" final plat, and; WHEREAS, A total of (3) three quotes (provided in the chart below) were received for the identified improvements, with the low bid from S.M. Hentges and Sons Inc. at a cost of $38,980.07, and; Bid Price $38,980.07 $43.473.95 $46,945.00 WHEREAS, S.M. Hentges has satisfactorily completed work for the City of Prior Lake, and WHEREAS, The Developer has escrowed $26,400.00 for the sidewalk improvements on Hawk Ridge Road with the August 7,2006 approval of the Development Contract and final plat for "NORTHWOOD MEADOWS". NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to execute the City's Standardized Construction Contract for the identified Hawk Ridge Road Sidewalk Project with S.M. Hentges and Sons Inc. for a cost not to exceed $38,980.07. 3. Funding for this project shall be drawn from the escrow provided by the developer for "NORTHWOOD MEADOWS" in the amount of $26,400.00 and the Capital Park Fund. Account #225-45201-501 in the amount of $12,580.07. PASSED AND ADOPTED THIS 18TH DAY OF JUNE 2007.
