CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS
AND COOPERATIVE AGREEMENT WITH SCOTT COUNTY FOR THE
JEFFERS PASS/COACHMAN LANE AND CR 21 TRAFFIC SIGNAL IM-
PROVEMENTS
Introduction
The purpose of this agenda is to approve the plans and specifications and
Cooperative Agreement with Scott County for the Jeffers Pass/Coachman
Lane and CR 21 Traffic Signal.
Historv
On September 18, 2006 the City Council approved a report regarding the
CR 21 Corridor form CR 82 to CR 42. One of the recommendations of the
report was the installation of a traffic signal at Jeffers Pass/Coachman
Lane and CR 21.
At the November 6, 200. City Council meeting the City Council directed
staff to work with the School District on cost sharing for the intersection
that required a contribution of $75,000 by the School District.
On November 13, 2006 the School Board approved a cost sharing agree-
ment. This agreement required the District to fund 50% of the City's por-
tion of the intersection improvements estimated to be $75,000. The Dis-
trict also requested that they be permitted to make payment in three an-
nual installments of $25,000 starting in 2007.
Current Circumstances
The final design for intersection has been completed and construction is
anticipated in late July into August. The County plans to have the intersec-
tion operational prior to school starting this year.
The County has requested approval of the Cooperative Agreement by the
City. This is the County's Standardized Agreement which the City has pre-
viously approved for several County road projects.
The proposed intersection improvements are consistent with the corridor
plan reviewed by the City Council on September 18, 2006. This is an im-
portant safety improvement for the area and is needed as soon as possi-
ble.
The School District has agreed to fund 50% of the City's portion over a
three year period. Staff believes this is a fair contribution as the District did
not have money budgeted for the intersection previously.

FINANCIAL
IMPACT:
The total project cost is estimated to be $300,000. The City's portion of
this project is 50% or $150,000. The School District has agreed to reim-
burse the City 50% or $75,000 over a three year period in equal $25,000
installments.
Upon receipt of bids the actual cost shares will be updated in the Coopera-
tive Agreement. At this time staff believes the actual costs will be less than
$300,000. Should the bid exceed $300,000 staff will bring the Cooperative
Agreement back to the Council for approval prior to proceeding with the
project.
ALTERNATIVES:
Funding for this intersection project will be provided from the Street Over-
size Fund. Improvements such as this one that are due to increased traffic
volumes and development are typically funded from Street Oversize which
is comprised of funds collected from new development.
1. Approve a Resolution Approving the Plans and authorizing the Mayor
and City Manager to enter into a Cooperative Agreement with Scott
County for the Jeffers Pass/Coachman Lane and CR 21 Traffic Signal
Improvements.
2. Deny this agenda item for a specific reason and provide staff with di-
rection.
3. Table this item to a certain date in the future.

WHEREAS, Scott County has revised the Corridor Plan for CR 21 between CR 82 and CR 42 and
the City Council reviewed this plan on September 18, 2006 and supports it; and
WHEREAS, The Corridor Plan proposed a traffic signal at the Jeffers Pass/Coachman Lane and
CR 21 intersection; and
WHEREAS, The City agrees to pay 50% of the cost associated with signalizing this intersection;
and
WHEREAS, The School District has agreed to reimburse the City 50% or $75,000 of the City's
portion of the project costs in equal installments over a 3 year period; and
WHEREAS, This is an important and needed safety improvement on CR 21.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the County's Standardized Cooperative
Agreement for the project.
3. Funding for this project shall come from the Street Oversize Fund Account No. 503-80207-501.
4. Staff is authorized to invoice the ISD 719 $25,000 annually for this improvement to be deposited in
the Street Oversize Fund.

This letter serves to inform you that the Prior Lake-Savage Area School Board approved
the payment of up to $75/000 for the stoplight on County Road 21 and Jeffers Pass NW
at its November 13, 2006/ 'board meeting. The board has asked that this amount be paid
over 3 years, in installments of $25,OOOfyear.
Please advise me if there is anything additional the board or administration needs to do
in regards to the installation of the stoplight.
