Frank Boyles, City Manager CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR FIRE STATION NO.2 Introduction The purpose of this agenda item is to review the plans and specifications and estimated budget; and authorize solicitation of bids for Fire Station NO.2, Historv In September 2006, a referendum was passed to purchase a 100-foot aerial platform fire truck and construct Fire Station NO.2 on a donated 1.3-acre parcel located at Jeffers Waterfront (CSAH 21, Fountain Hills Drive, Enclave and Station Place). The aerial platform truck was purchased. The remaining $2.8 million was earmarked for the construction of a 9,850 square-foot (+/-) fire station. The City Council previously received a report and approved the design development sketches of the building and authorized preparation of plans and specifications. Current Circumstances The building committee has met weekly since the design development plans were approved. The meetings have focused upon the "nuts and bolts" of the building's usage. In addition, considerable time has been spent debating how to most cost effectively design and build the building. Enclosed with the report are the interior building plans including mezzanine, roof plans and elevations together with the site plan and budget estimates provided by Constructive Ideas, the City's owner's representative, and I&S Architects and Engineers. The architects will review the interior plans, site plan and elevations with the City Council. Bill Wolters, the City's owner's representative, will review the budget estimates. In brief, both the owner's representative and the architect believe that the building can be constructed within the budgeted amount including approximately $300,000 for contingencies. The specifications will include two alternates: epoxy floors and concrete building approach rather than bituminous. These estimates include the fixtures, furnishings and equipment required to operate the building. The building continues to reflect sensitivity to its neighbors. On the south and east, the building is designed to integrate with the residential zoning. On the north and east, the building design is intended to establish a gateway into the commercial area and a standard for the commercial area to the north. www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 Economics are incorporated into the building design by utilizing metal studs rather than masonry construction in office areas not adjacent to the truck bays, The building reserves room both for Allina Ambulance and for police to meet with residents who live in the area. Fire Chief Doug Hartman, Captain Jim Kline and Firefighter Rick Kathan have attended almost every meeting and have taken a detailed interest in its design. Likewise, Mayor Haugen and Councilmember Millar have been active committee members. If the Council approves the plans and specifications, they would be available to vendors on June 23 following two publications in the Prior Lake American and Construction Bulletin. Bids would be due at 3 p.m. on Monday, July 17, 2007, and the bid award would be scheduled for the Monday, August 6,2007, City Council meeting. Attached is a resolution which would approve the plans and specifications and authorize advertisement for bids. FINANCIAL IMPACT: ALTERNATIVES: 1. Adopt the attached resolution approving plans and specifications and authorizing solicitation of bids. 2. Take other action as determined by the City Council. RECOMMENDED Alternative #1. MOTION: Motion By: Second By: WHEREAS, The City Council has determined that the construction of a second fire station in the vicinity of CSAH 21 and Fountain Hills Drive is necessary to provide needed fire service to the community; and WHEREAS, A study was conducted to determine the appropriate location for the second fire station which is at the intersection of CSAH 21 and Fountain Hills Drive; and WHEREAS, In September 2006, a referendum passed by a two-to-one margin approving the funding for Fire Station NO.2 and fire fighting equipment in an amount not to exceed $3.7 million; and WHEREAS, The referendum budgeted $2.8 million for the fire station project; and WHEREAS, The Council has selected an architect, formed a building committee, approved design development drawings and authorized preparation of plans and specifications; and WHEREAS, At the June 18, 2007, meeting, the City Council received a presentation regarding the plans and specifications and the construction project budget from I&S Architects and Engineering and Constructive Ideas, respectively; and WHEREAS, The City Council desires to proceed with the construction process. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein, 2. The plans and specifications for Fire Station NO.2 are hereby approved. 3. The City staff is hereby authorized to place notice of bid in the legal newspaper and Construction Bulletin providing for a bid opening at 3 p.m., Monday, July 17, 2007, in the City Hall City Council Chambers. The award of contract will be considered at the August 6, 2007 Council meeting. The Work shall include site work, construction of masonry and steel stud framed building, including concrete work, EPDM and standing seam metal roofing systems, structural steel framing, miscellaneous structural steel, interior partitions and finishes, doors, windows, mechanical and electrical construction. The Bidder shall submit the proposal on the forms provided. The Proposal shall be filled in clearly and correctly with ink or typewriter. The Proposal shall be signed in ink by the individual, members of the partnership, or by one or more officers of the corporation making the proposal. Drawings, specifications, and other contract documents may be obtained at the office of the Architect/Engineer, I & S ENGINEERS & ARCHITECTS, Incorporated, 1409 North Riverfront Drive, P. O. Box 1026, Mankato, Minnesota 56001, (telephone 507-387- 6641) upon receipt of a refundable deposit of $50 for each set. A separate non- refundable check for shipping/handling of$25.00 payable to I & S Engineers & Architects, Inc. should also be included. PLEASE INCLUDE YOUR ADDRESS, PHONE NUMBER, AND FAX NUMBER. This deposit will be refunded if the bid documents are returned in good condition either before the bid opening, or within 10 days after submittal of a bona fide bid. All bids shall be sealed in an opaque envelope upon which shall be plainly marked "BID ON FIRE STATION NO.2 - PRIOR LAKE, MINNESOTA" and the name of the bidder. If a bid is to be mailed to the City Manager, the bid envelope shall be sealed in a regular mailing envelope. FAX bids are not accepted. The Owner reserves the right to hold and consider the bids for 60 days after the date of the bid opening. Bids shall be accompanied by a casher's check, bidder's bond, or certified check payable to the CITY OF PRIOR LAKE for not less than five percent (5%) of the amount of such bid including add-alternates. A bidder's bond shall include certified copy of the power of attorney. The right to waive any informality in any bid and reject any or all bids or portions thereof is reserved to the Owner.
