A memo from Director of Parks and Recreation, Bill Mangan requesting your consideration of Resolution 91-36 (attached) for the City of Prior Lake to apply for grant funding for fiscal year 1992. The reason this had to be added to the agenda after the packet had gone out is that Bill Mangan attended a meeting on Wednesday (the day the packet went out) and learned of an opportunity for the City to apply for a grant. September 1, 1991 is the deadline for grant application. items one to be discussed at the Council August 19 and the other two enclosures are for Department Workshop on Wednesday, August 21. 2. Fire Department Truck and station Needs prepared by the Prior Lake Fire Department Committee and Truck Committee. 3. Project Proposal for a Fire station prepared by EOS Architecture. I have looked into the feasibility of State and Federal Grant Funds to fund the City's portion of this property. The grant application is due back to the State by September 1st. Part of the grant proposal is a resolution passed by the City Council that states that the City of Prior Lake will enter into an agreement with the State to acquire grant funds if the grant application is successful. I will be submitting a grant application totalling $300,000. If successful, the City may be able to receive up to 50% of the grant application which would be $150,000. I am estimatin~ land costs of $250,000 and development costs of $50,000. The C1ty can use Mr. McDonald's gift of $100,000 toward our share of the project and the other $50,000 could be budgeted in the future. Some of that $50,000 would be City labor and construction costs. I am very optimistic that this project will go for two reasons: 1. There are very few cities in the Metropolitan area submitting grant proposals this year because they have no money to fund their portions, and 2. I feel that this type of project (lakeshore property) is of utmost importance to those evaluating the projects. For those reasons, I would strongly encourage you to approve Resolution 91-36 and at least submit a grant application for funding this acquisition. 4629 Dakota St. S.E.. (612) 447.4230 / Fax (612) 447-4245 HERITAGE 1891 COMMUNITY 1991 r YJ.5DA . 20Jt RESOLUTION 91-36 RESOLUTION FOR THE CITY OF PRIOR LAKE TO APPLY FOR GRANT FUNDING FOR FISCAL YEAR- 1992 MOTIONED BY SEcONDED BY WHEREAS, the City of Prior Lake will act as the legal sponsor for project(s) contained in the Community Development Application to be submitted on September 1st, 1991, and that the Mayor is hereby authorized to apply to the Department of Trade and Economic Development for funding of this project on behalf of the City of Prior Lake, and WHEREAS, the City of Prior Lake has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life, and WHEREAS, the City of Prior Lake has not incurred any costs, has not entered into any written agreements to purchase property, and has not contracted for or begun construction on energy conservation measures for the proposed project, and WHEREAS, the City of Prior State, or local graft, kickbacks, other unlawful or Lake has not violated any Federal, laws pertaining to fraud, bribery, collusion, conflict of interest or corrupt practice, and WHEREAS, that upon approval of its application by the state, the City of Prior Lake may enter into an agreement with the State of Minnesota for the above referenced pro~ect(s), and that the City of Prior Lake certifies that ~t will comply with all applicable laws and re9ulations as stated on all contract agreements and descrlbed on the Compliances Checklist of the Community Development Application. 4629 Dakota St. S.E., Prior Lake.
