BILL MANGAN, DIRECTOR OF PARKS AND RECREATION
CONSIDER APPROVAL OF CONTINGENCY EXPENSE FOR
LIBRARY
DECEMBER 16, 1991
The furnace/boiler at the Library has been
failin~ to heat the building sufficiently so
far th1s winter. Staff has asked for an
opinion from the heating contractor and he has
stated that the boiler is original equipment
and needs to be replaced.
Prior Lake Heating has ~een doing the service
calls at the library S1nce the City purchased
the building. At this point, the library has
been out of heat on three occassions. Prior
Lake Heating has done some minor repairs
to keep the unit running however, this time,
it is going to cost almost $200 to fix
without any guarantees. Prior Lake Heating
is recommending replacement of the boiler
with a new unit that would be efficient enough
to save money in the long run.
The unit in the library was installed at the
time the building was built in 1960. Staff is
not familiar with the life expectancy of
boilers, but it is conceivable that this unit
is beyond repair.
Staff has solicited one quote of $3,485.
There is no money in the ~ibrary budget to
make an improvement of this Slze. This means
that the expenditure would have to come from
the 1991 Contingency Fund. There is a current
balance of $33,490.00 in the Contingency Fund.
Replacing the boiler out of Contingency would
leave a balance of $30,005.
1. Solicit quotations for a new boiler for the
Library at a cost not to exceed $3,500.
2. Repair the existing boiler at this time and
for the foreseeable future.

RECOMMENDATION:
ACTION REQUIRED:
staff feels that Alternative #1, solicit
quotations for a new boiler for the Library,
is the best alternative. staff has received
one quote for $3,485 and will solicit another.
staff would recommend a figure not to exceed
$3,500, and that this would be funded from the
1991 contingency Fund.
A motion directing staff to replace the boiler
at the Library at a cost not to exceed $3,500
and that this would be funded from the 1991
contingency Fund.
