WORKSHOP
DECEMBER l6, 1991
On December 11, 1991 the City Council will be
participatin9 in a Workshop to discuss the
Business/Off1ce Park proposal. The Economic
Development Committee, Planning Commission and
staff will also be participating in the
activity as well. The Workshop will provide a
forum for sharing details prepared by the
Economic Development Committee and staff
regarding 1) the financial pro forma of the
Business/Office Park, 2) the recommended
propertr negotiation strategy and 3) a
discuss10n of positive and negative impacts
the Business/Office Park will have on the
city. THIS AGENDA ITEM HAS BEEN SCHEDULED FOR
THE ECONOMIC DEVELOPMENT AUTHORITY IN ORDER
FOR A FOLLOW UP DISCUSSION TO OCCUR. STAFF
ANTICIPATES THAT A CONSENSUS ON FOLLOW UP
ACTION WILL BE REACHED BY THE WORKSHOP
PARTICIPANTS ON DECEMBER 11.
The Workshop participants received a packet of
information in the mail last week. All
participants will have an opportunity to
review, in detail, the information at the
Workshop. Staff anticipates that the
information prepared will answer the questions
raised at the October 9, 1991 Council/Planning
Commission/Economic Development Committee/Bus-
iness/Office Park Workshop.
The Workshop packet contains a cover memo that
identified 5 recommended action steps. The
steps are identified clearly in the write up
but should be discussed in detail at the
Workshop. The steps are:

the feasibility study and to ascertain
their interest in proceeding with
infrastructure extensions.
2. Investi9ate available grant funds for the
relocat10n of Rainbow Play Systems and/or
an alternate business to anchor the
Business/Office Park.
3. Prepare a Tax Increment Plan for the
property.
4. Authorize a property appraisal.
5. Finalize negotiations with the property
owner.
A sixth action step has also been identified
since the Workshop information was prepared.
The sixth action step is to initiate a
comprehensive plan and zoning code amendment
for the proposed Business/Office Park site.
Staff recommends the Economic Development
Authority adopt the six action ste~s. If the
action steps are modified, staff w1l1 prepare
the new recommendations following the December
11 Workshop.
The Economic Development Authority can take
one of the following alternatives:
1. Approve the recommendations as presented
by staff and the Economic Development
Committee.
2. Adopt a modified list of recommendations
as developed at the Workshop and/or at
the December 16, 1991 meeting.
3. Table the recommended action plan until a
later date.
4. Deny the recommended action plan.
Motion to approve the recommendations as
presented (or as modified) by staff and the
Economic Development Committee.
As in past Economic Development Authority
(EDA) actions, the City Council will be
asked to ratify the decisions of the EDA.
This practice was initiated as part of
the Enivid Development process.
