Darcy Running submitted a
resi9nation from the Economic
Comm1ttee on August 26, 1991.
Mr. Running is resigning due to time
restraints with running his own business. Mr.
Runnin9 will be in attendance to receive a
certif1cate of Appreciation.

Darcy Running joined the Economic Development
Committee in 1988. Mr. Runnin9 has been very
active in the committee activ1ties including
the Star City Program and the Town Center
Association. Mr. Running was the Chairperson
of the Star City Subcommittee which assisted
in achieving the Star City status in May of
1991.
The Economic Development Committee was
informed of Mr. Running'S decision on August
27, 1991. A motion was approved to accept Mr.
Running's resignation.
The committee commended Mr. Running for his
accom~lishments with the Town Center
Assoc1ation and expressed appreciation for his
commitment to working on the Star City
Re-certification process.
Staff recommends the City Council accept the
resignation of Darcy Running.

Good Morning Kay:
I regret to inform you that I must resign from the
Economic Development Committee effective July 1. 1991.
As my consulting practice grows, I find my time is lim-
ited; my first focus must be making my business suc-
cessful.
During the past four years significant progress
has been made. more will be made. Prior Lake will grow
and mature. the path of growth will be significantly
influenced by the Committee.
I am confident existing businesses will expand
here. a major employer soon intends to locate here. and
the Committee will be able to complete the Busi-
ness/Office Park and the other tasks.
I am eager to continue to participate in the Star
City process. to ensure our star rating is maintained.
I expect the rate of progress to accelerate and
wish each member the best.

AN ORDINANCE AMENDING CHAPTER 4 OF PRIOR LAKE CITY CODE.
The Council does hereby ordain:
Chapter 4 of Prior Lake City Code, Firearm Regulations, is
hereby amended in its entirety to read as follows:

10-4-1: REGULATIONS ADOPTED: The City of Prior Lake
herewith adopts Minnesota Statutes, section
624.714 concerning carrying ofAweapons without a permit. The
City further adopts Minnesota Statutes, section 97.40 pertaining
to game and fish in the City.
10-4-2:
DISCHARGE OF FIREARMS:

Except as hereinafter provided in this Chapter, no person
shall fire or discharge any gun, pistol or firearm of any
description within the corporate limits of the City~
provided, however, that nothing in this Chapter shall be
construed to prohibit the possession of a firearm within
the home or the discharge of the same when done in lawful
~efense of personal property or family.
No person shall at any time handlp- or discharge a firearm
in a careless, reckless or unlawful manner, or in any waYA
create a nuisance or endanger the life, property QL
safety of any other person.

USE OF FIREARMS:

Hunting Game or Fowl: The owner, tenant or person having
possession or control of land, or a member of the
household of the same, or an authorized guest of said
person who has written consent of said landowner or

person having possession may upon such land discharge a
shotgun in the hunting of ~ame or fowl in accordance with
the laws of the State of M1nnesota, but in no event shall
said person discharge a shotgun where the projectile or
pellets will leave the premises upon which he is
authorized to hunt onto some other premises.
Target Practice; Rifle and Shotgun: The owner, tenant or
person having possession or control of land, or a member
of the household of the same, or an authorized guest who
has written consent of the landowner or possessor, tenant
or person in control of the land may discharge a firearm
for purposes of target practice either with a shotgun or
a rifle but only after havin9 obtained permission and a
permit from the Chief of Pol1ce. Said permit shall be
issued for a one year period of time and shall be
revocable by the Chief of Police at any time for cause
shown.
TheAfee for obtaining said permit from the Chief of
Police shall be determined annually by the City Council.
Platted Portions of City: The discharge of a firearm in
any platted portion of the City shall be prohibited for
purposes of hunting or target practice.
MINORS:
No minor under the age of fourteen (14) years shall
handle or have in his possession or control, except while
accompanied by an adult, either parent or guardian, any
firearm, including an airgun or pistol of any kind, for
hunting or target practice or any other purpose.

RIFLE RANGES: The terms of this Chapter shall
not prohibit the discharge or possession of
a firing range, either indoor or outdoor, provided
properly licensed or supervised.A
10-4-6: HUNTING ON LAKES: It shall be unlawful for any
person to hunt water fowl or possess or discharge
a firearm on the lakes of Prior Lake or Pike Lake for any
purpose.
10-4-7: PENALTY: Any person who violates provisions of
this Chapter shall be deemed guilty of a
misdemeanor and shall be punishable by a fine of not to exceed
~seven hundred dollars (S700.00) or imprisonment in the County
jail not to exceed ninety (90) days, or both, for each offense.
This ordinance shall become effective from and after its passage
and publication.
Passed by the City Council of the City of Prior Lake this

RE: Fire Hall Referendum
The purpose of this memorandum is to update the City Council for
the Fire Hall Referendum discussion on Tuesday, September 3,
1991. The City Council conducted a three and one-half hour
workshop on the Fire Hall Project Proposal Report and Needs
Assessment on Wednesday, August 21, 1991. General consensus and
follow-up direction was provided to staff and the Fire Department
Building Committee at the meeting. The ~urpose of the September
3 agenda item is to continue with discuss10n on whether to place
the Referendum Question on the ballot in the November general
election. Since the workshop was held the following information
and details are being worked on:
1. Staff has asked the City Attorney's office to draft
a proposed Referendum Question to be considered by
the City Council on September 3.
2. Staff has completed our research relating to the
timing of the bond sale and its impact on the tax
payers. Suffice to say, if a referendum is
successful, the City would be able to sell bonds
prior to January 1, 1992, thus avoiding the
circumstances of the new law.
3. Staff is in the process of contacting individuals
to assist us in promoting the Referendum.
4.
The Building Committee is pursuing
discussions and negotiations.
5. Staff is making final decisions on the size of the
bond issue to be considered by the Council in the
Referendum Question.

The Building Committee and City Staff will present a report to
the Council on September 3. City Council has, by law, until
September 16 to adopt a Referendum Question to be placed on the
ballot. City Council may elect to make that decision on
September 3 or wait until september 16.
