HERITAGE 1891 COMMUNITY 1991 1!T~~A" 2Q91 3 (d) RALPH TESCHNER, FINANCE DIRECTOR CONSIDER APPROVAL OF MUNICIPAL ELECTION JUDGE APPOINTMENTS OCTOBER 7, 1991 The upcoming election on Tuesday, November 5, 1991 will consist of a general citywide election for the following offices: CITY Two Council seats SCHOOL BOARD Two Board members will be first of a second $499.53 School Also included on the election ballot two referendum propositions. The question will consider the construction 2.2 million dollar Fire Hall. The question requests voter approval of a per pupil unit tax levy increase for District 719. The General Election will be a joint effort between the City and School District, with City staff coordinating the process. The City Council must authorize the appointment of election judges to conduct the election day activities. The city is divided into three precincts with the polling places located respectively at City Hall, Five Hawks Elementary School and Assembly of God Church. Each precinct will be staffed with from 6-8 election judges. within the indicated precincts there is equal party balance between Democratic and Republican representation as required by law. The polls shall be open from 7:00 A.M. to 8:00 P.M. The judges will report to their appropriate precinct location one hour prior to the polls opening for set-up preparation. The judges will be paid $5.00 per hour and the School District will reimburse the City for 50% of all expenses incurred during the General Election. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. RECOMMENDATION: ACTION REQUIRED: The tabulation of the ballots will be automatically counted by the AIS equipment at the Scott County Auditor's Office. However, a slight twist to the counting ~rocess will be conducted on a trial basis th1s election. In the past the chair~erson judges of every precinct would rema1n until all summary statements have been verified. Since there are twenty six precincts in the Count~, this meant the presence of 52 indiv1dual judges. In an effort to reduce the congestion and speed up the process, we will establish a team of 7 election officials which will process and validate the returns of all precincts. The City of Prior Lake is expected to have three representatives; Dave Unmacht, Kay Schmudlach and Ralph Teschner. This unique approach has been ap~roved by the State Election Office and de~end1ng upon its success should greatly exped1te the process in 1992 when three elections will be conducted including Minnesota's inaugural presidential primary scheduled for April 7, 1992. Normally the heaviest voter turnout is expected during the year of a presidential contest. Attached is a list of election judges indicated by precinct. Staff has contacted the judges and each has expressed interest in serving this year's election. Staff would recommend, as part of the consent agenda, approval of those judges submitted. Motion to approve as part of the consent agenda is in order.
