The purpose of this Agenda item is
authorize a Feasibility Study Report
determine the impacts of the relocation
CSAH 23 and the design of the Rin~ Road in
area of Radermacher's First Addit1on.

Staff met on September 11, 1991 with the
Council Review Committee, John Fitzgerald and
Carol Scott, to explain the complex issues
which arose in dealing with the proposed plat,
Radermacher's First Addition. On september
17, 1991 staff meet with Super Valu
representatives Lyle Fuller, Lee Radermacher,
Dave Chromy, and Ron Swanson. One of the
purposes of the meetin~ was to discuss the
transportation issues 1nvolved in the plat.
The following is a description of some of the
issues which the city must resolve prior to
processing the proposed plat.
1. It is proposed to realign CSAH 23 with
Five Hawks Avenue. A signal would be
constructed at the new CSAH 23/Five
Hawks/TH 13 intersection. The horizontal
and vertical alignment of CSAH 23 affects
the layout of the proposed plat, the
existing Napa store, and house to the
south of 170th Street. The alignment
needs to be determined to identify the
impact on the properties involved.
Alternate alignments will also be
reviewed.
2. The alignment of the Ring Road needs to
be determined to analyze the impacts on
property. The function of Mushtown Road
needs to be determined, its function will
impact the design of CSAH 23/Ring Road.

4. Scott County is proposing to turn back
170th street to the City and the
township. One half of the road is in the
City and the other one half is in the
township. As part of the Ring Road
project, approximately one half of 170th
Street will be re~laced. The cost to
replace the remain1ng portion to 170th
street and to connect potential
improvements at TH 13 needs to be
determined.
5. The cost to make the improvements to the
Ring Road and CSAH 23 relocation needs to
be determined. While it appears that the
relocation of CSAH 23 to align with Five
Hawks Avenue provides the best
transportation circulation system, a
thorough understanding of the cost and
impact must be made prior to making that
commitment.

The proposed SRF study is necessary to resolve
many outstanding issues. without the study
the right-of-way for CSAH 23 cannot be platted
in its proper location. The study will
determine the lane configuration and height of
the roadway. The roadway design will affect
the grading plan for the plat. Those points
needed to be studied prior to proceeding with
the plat so that the cost of improvements and
impacts are thoroughly understood.
The SRF Feasibility Study is proposed to be
completed with enough depth so that
right-of-way could be platted for CSAH 23.
The cost of the study is $16,000 with soil
boring costs estimated to be $2,000 to $2,500.
Staff believes that soil boring costs may be
higher and that the total cost of the study
would be closer to $20,000. The cost of soil
borings would be paid directly to the soils
company.

staff has contacted Lyle Fuller and Brad
Larson to determine if they are willing, and
to what extent, to participate in the cost of
the study. At the time of the writing of this
report, the extent of their participation is
not known. Ideally this would not be placed
on the agenda until the amount of
~articipation is known: however, staff felt it
1S important not to delay this until the next
Council agenda. The developers and county's
response will be provided as soon as it
becomes available prior to the meeting.
Staff will request that the developer be
present at the meeting to present their
position on cost sharing and be prepared to
address the Council on their ability to be
able to acquire and develop the property.
The alternatives will vary based upon the
information presented to the Council.

This study was not budgeted. Financing of the
City's portion of the cost of the study would

RE: PROPOSAL FOR ENGINEERING SERVICES
FOR T.H. 13/FIVE HAWKS AVENUE AREA
Dear Larry:
As you requested, we are pleased to submit this revised proposal
for professional engineering services for the above referenced
project.
The scope of our work, as we understand it, is to prepare a
Feasibility study Report outlining estimated costs for five
segments of street improvements in the area of the proposed
retail development at T.H. 13 and Five Hawks Avenue. The
segments to be studied include:
Relocated County Road 23 (T.H. 13 to Co Rd 12)
Relocated County Road 23 (Co Rd 12 to existing Co Rd 23)
New Ring Road (Co Rd 23 to Vine Street)
County Road 12 (Ring Road) (Co Rd 23 to Access Drive)
County Road 12 (Ring Road) (Access Drive to T.H. 13)
A detailed Scope of Services for this project is attached.
We would propose to be reimbursed for our services on an hourly
basis at the attached hourly rates, for out-of-pocket expenses
(printing, reproduction, etc.) at cost and for mileage at a rate
of $.26 per mile. Invoices would be submitted on a monthly basis
for work performed during the previous month. We estimate the
cost to perform these services to be $16,000 and we will not
exceed the estimated fee without your approval.
The estimate of our fee is based on the attached Scope of
services. It is understood that if the scope or the extent of
the work should be adjusted at any time, the fee will be adjusted
accordingly.

We recommend soils investigation work be performed during this
prel iminary phase of the proj ect. We would assist the City in
coordinating this work. As a rough estimate, we expect the soils
investigation cost to be $2,000 to $2,500.
NOTICE TO PROCEED
A signed copy of this proposal or a separate letter of
authorization returned to this office will serve as notice to
proceed. We are prepared to begin work on this project
immediately if this proposal is acceptable to you. We anticipate
the work will take approximately eight weeks to complete. This
proposal is valid for 30 days and shall terminate thereafter if
not accepted by the owner in writing.
