HomeMy WebLinkAbout6 - Lakefront Park Trail Plans AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: HERITAGE 1891 COMMUNITY 1991 WJ!j(}.A" 2({!}t 6 BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF LAKE FRONT PARK TRAIL PLANS AND SPECIFICATIONS AUGUST 5, 1991 The purpose of this item is to consider the approval of the plans and specifications for Project #91-14, Lakefront Park Trail Improvements, and authorize the advertisement for bids. On July 15, 1991, the Council approved a motion ordering the preparation of ~lans and specifications for Project #91-14 wh1ch is for the paving of trails from CSAH 21 to and within Lakefront Park. The City of Prior Lake's Engineering Department is preparing plans and specifications for the construction of the bituminous trails. Plans and specifications will be presented to the Council at the August 5, 1991 meeting. Since the feasibility study preparation, engineering staff has performed a more extensive survey and cost estimate on the proposed improvements. The cost estimates are higher than originally anticipated. The cost estimate for the work is as follows: 1.) 2. ) Trails within Lakefront Park $ 70,000.00 Trail from existing terminus on Ridgemont Avenue to Old Maintenance Shop driveway off Main Avenue $ 18,300.00 Trail from Old Maintenance Shop driveway off Main Avenue to Erie Avenue and Dakota st. $ 30,300.00 3. ) TOTAL $118,600.00 The trail described as segment #3 was proposed to follow along the pond in Lakefront Park. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 Fax (612) 447-4245 The trail through the City's property abuts the north block line of Block 9, Original Town. In this area, there exists a narrow strip of land in which to install a trail. Also in this area, a steep slope must be transversed which would require a retaining wall of at least 9 feet in hei~ht for at least 100 feet in length. This reta~ning wall was not included in the feasibility study and its cost is estimated to be $22,000.00. The length of this trail segment is approximately 1075 feet with a cost per foot of trail being $28.16 per lineal foot. (See last paragraph for followup on this point.) The trail segment described as segment #2 is approximately 830 feet in length and has a cost of $18,300.00 for a cost per foot of $22.00 per lineal foot. Staff decided that this se9ment should have concrete curb and gutter ~nstalled to provide a barrier between the street traffic and trail traffic for safety reasons. In this area, the Old Maintenance Shop driveway should also be paved to prevent erosion of materials to the pond in Lakefront Park. The trails within Lakefront Park have an estimated cost of $70,000.00, approximate length of 8,971 feet for a cost per foot of $7.80 per lineal foot. These costs include the equipment rental, drainage pipe and other items that are necessary for the project. The Park's Maintenance Department is doing the excavation, clearing and grubbing, drainage pipe installation and restoration work to minimize the expenditures with this segment. On July l5, 1991, city council authorized a General Fund Balance transfer of $75,000.00 to construct trails for Lakefront Park. In order to meet the budget amount, Staff is recommending that the segment from Erie Avenue and Dakota street to the Old Maintenance Shop driveway off Main Avenue be eliminated from the plans at this time. This deletion is due to the high cost of the retaining wall necessary to construct the trail in the steep slope area. Staff has included the trail segment from the Old Maintenance Shop driveway off of Main Avenue to existing trail terminus on Ridgemont Avenue as an Alternate Bid item. The Base Bid will be all other trails within Lakefront Park. This will, as anticipated, accomplish our primary objective of paving RECOMMENDATION: ALTERNATIVES: BUDGET IMPACT: ACTION REQUIRED: trails within Lakefront Park. The Base Bid work is estimated to be $70,000.00 and is within the amount previously budgeted. If the bid prices are favorable, both the Base Bid and Alternate Bid can possibly be built this year within the budget. We also have the option, based on the bids, to use existing park dedication funds or general funds from the 1991 budget to complete the two segments. This financial analysis, together with a staff recommendation will be completed after the bid opening on September 3, 1991. One of the City's objectives is to provide a trail connection from CSAH 21 to Lake front Park. with the elimination of the trail to Erie Avenue and Dakota Street, the connection component would be on hold for this year. On the plus side, the Downtown Improvment of Main Avenue is being considered and if approved will include a trail to the Old Maintenance Shop driveway off of Main Avenue. If the Downtown project does not materialize, a trail connecting CSAH 21 to Lakefront Park should be considered in next years trail system improvement project. The extent of the trail to be completed next year will depend on the bids received and the dollars appropriated. An acceptable bid opening for Project #91-14 would be at 10:00 A.M. on September 3, 1991. The bid opening results will be presented to Council at the September 3, 1991 meeting. Approval of Resolution 91-34 would appropriate subject to Council direction. The alternatives are as follows: be 1. Approve the Plans and Specifications and approve Resolution 91-34 ordering an advertisement for bid with a bid opening for September 3, 1991 at 10:00 A.M. 2. Table this item for a specific reason. 3. Deny the project at this time. This project will be paid ~rimarily through Park Dedication funds wh~ch includes a $75,000.00 General Fund balance transfer. Make a motion to approve Resolution 91-34. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall ~repare and cause to be inserted in the offic~al paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on se~tember 3, 1991, at which time they will be publ~cly opened in the Council Chambers of the City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for 5 per cent of the amount of such bid. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph.
