ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF FEASIBILITY STUDY FOR CARRIAGE HILL ROAD FEBRUARY 4, 1991 A ~etition has been received br the City of Pr10r Lake to prepare a Feasib1lity Study for the extension of Carriage Hill Road. The purpose of this Agenda item is for the council to review this request and determine whether to order the preparation of a Feasibility Study. The 1991 CIP includes the extension of carriage Hill Road. Based upon the CIP, Staff contacted the property owners to determine if interest existed in having a Feasibility Study completed to determine the cost of the improvement. Staff also contacted the property owners to determine a westerly terminus and the location chosen was five-hundred (500) feet west of Chatonka Beach Trail. The primary reasons for this was to provide sufficient access to the Grassini/Grothe parcel, for development to provide paved access to Chatonka Beach Trail, and to terminate Carriage Hill Road at a point to provide for storm water drainage. The project involves two (2) parcels of land. One is the Grassini/Grothe parcel and the other is the Meadowlawn parcel. The Meadowlawn parcel has seven (7) different owners not includin9 husband and wife. The City received a pet1tion from five (5) of the seven (7) owners on the Meadowlawn parcel and a complete petition from the Grassini/Grothe parcel. While five (5) of the seven (7) signatures shows support from the Meadowlawn parcel, Staff did not count the Meadowlawn parcel in determining if more than thirty-five (35) percent of the frontage of the real property has petitioned for the study. Resolution No. 91-03 is enclosed which declares the adequac~ of the petition and orders the preparat10n of a Feasibility Report. The preparation of the Feasibility Report will determine the cost to the City and the property owners. Once those costs are known, a decision can be made as to whether an improvement should be conducted. It is anticipated that the majority of the cost would be paid by MSA Funds based on the findings in the Feasibility Report. Staff recommends that a Feasibility Report be prepared and be presented to the Council. Prior to this meeting, an Informational Meeting could be conducted with the property owners and determine if they support the project. The alternatives are as follows: 1. Approve Resolution No. 91-03 declaring adequacy of the petition and ordering the preparation of the Feasibilit~ Report for Project No. 91-11, carriage H1l1 Road. 2. Table this item for a specific reason. 3. Deny approval of Resolution No. 91-03. Make a motion approving Resolution No. 91-03. A certain petition requesting the improvement of Carriage Hill Road from 500 feet west of the Chatonka Beach Trail and Carriage Hill Road intersection to the Ferndale Avenue and Carriage Hill Road intersection by the construction of bituminous street improvements, storm sewer, grading, aggregate base, concrete curb and gutter, sidewalk, bikeway and ap~urtenant work, filed with the Council on February 4, 1991, 1S hereby declared to be signed by the required percenta~e of owners of property affected thereby. This declarat10n is made in conformity to Minnesota Statutes, Section 429.035. 2. The petition is hereby referred to the City Engineer and he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. To the Prior Lake City Council; 2/4/91 We recently signed a petition to the City of Prior Lake to prepare a feasibility study for the extension of Carriage Hi 11 s Road. Although sewer and water have been extended to our property, very limited vehicle access to this 100 acre parcel is a major deterrent to its development. Without the access that an extended Carriage Hills Road would provide we see no possibility of development. We have owned this property looked forward to the arrival extension of Carriage Hills arri ved, wi th the resul tant utilization of these services access is available. We strongly support the preparation of the feasibility study and the extension of Carriage Hills Road and urge the Council to use whatever means they have at their disposal to achieve these objectives. for several years and have of sewer and water and the Road.
