I AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: DISCUSSION: ALTERNATIVES: "CELEBRATE PRIOR LAKE'S CENTENNIAL - 1991" 7 BILL MANGAN, DIRECTOR OF CONSIDER APPROVAL OF AUTHORIZING FEASIBILITY PARK TRAIL SYSTEM APRIL 15, 1991 At the City Council meetin9 of December 17, 1990, the City Counc1l approved the recommendations of the Parks Advisory Committee (PAC) to proceed with the development of a city-wide Trail System. The Conceptual Plan for the Trail System has been completed, and the PAC has recommended the first phase of the Trail System connect Lakefront Park with C.R. 21, and C.R. 39 from C.R. 44 south to Highway 13. The top priority of the PAC is C.R. 44 from the High School to Highway 13. However, that portion of C.R. 44 is programmed for re-construction in 1993 which would be the time to put in that segment of trail. This item is to request Council approval of a feasibility study to identify the costs for construction of the first phase. PARKS AND RECREATION RESOLUTION 91-15 STUDY FOR LAKE FRONT A decision was made to do the design of the city-wide Trail System "in house". In order to meet the time frame of June 1 for design completion, staff needs authorization to complete the feasibility study. Resolution 91-15 authorizing the City Engineer to study the ~roposed improvement is the first step of the 1mprovement process. Action Employer RECOMMENDATION: ACTION REQUIRED: staff recommends Alternative #1-ap~rove Resolution 91-15 authorizing the City Eng1neer to prepare a feasibility report for the cost of an asphalt trail linking Lake front Park with C.R. 21 and an asphalt trail on C.R. 39 from C.R. 44 to Highway 13. A motion by the Citr Council to ap~rove Resolution 91-15 author1zing the City Eng1neer to prepare a feasibility study for Phase 1 of the city-wide Trail System. "CELEBRATE PRIOR LAKE'S CENTENNIAL - 1991" RESOLUTION 91-15 RESOLUTION DIRECTING THE CITY ENGINEER TO PREPARE A FEASIBILITY STUDY FOR PHASE 1 OF THE CITYWIDE TRAIL SYSTEM LINKING LAKE FRONT PARK WITH C.R. 21, AND C.R. 39 FROM C.R. 44 TO HIGHWAY 13. MOTIONED BY SECONDED BY WHEREAS, it is ~roposed to begin Phase 1 improvement of the city-wlde Trail System via the following route: 1. Erie Avenue from C.R. 21 to the south shore of the small pond at the south edge of Lakefront Park; 2. Bridgin9 the pond to the north shore of the pond; 3. The trall development as proposed on the Conceptual Plan within Lakefront Park; 4. C.R. 39 from C.R. 44 to Highway 13. WHEREAS, construction will consist of eight foot wide bituminous surfacing, lighting, and appurtenant work; and WHEREAS, funding for this project is being researched and remains unknown until such time as cost estimates and feasibility are determined. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the proposed improvement be referred to the City Engineer for study and that he is instructed to report back to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether is should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
