J AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: "CELEBRATE PRIOR LAKE'S CENTENNIAL - 1991" 7(a) KAY SCHMUDLACH, ASSISTANT CITY MANAGER CONSIDER RECOMMENDATIONS OF BUSINESS OFFICE PARK ACTION PLAN MAY 6, 1991 The City of Prior Lake has been working for over a year studying and analyzing the feasibility and possible location of a proposed Business Office parko The study process has been laborious; however the results, as summarized and listed below, provide solid information which the City council can now take action ono The recommendations listed below are identical to those presented on April 19, 1991 at the workshop. On June 19, 1989, a presentation of Economic Development Issues was made before the Prior Lake city Council 0 The presentation made by staff and the Economic Development Committee concentrated on 5 main Economic Development Issues. One of the issues was a request for Council consideration of conducting an Industrial Park Location Study (later called the Business Office Park Location study) . An outline of the proposed study purpose, goals and considerations was included in the agenda write-up and discussed thoroughly. The City Council approved the distribution of Request for Proposals (RFP) for the study on June 19, 1989. The City Council discussed Staff's recommended proposal from Professional Planning and Development (later changed to Advanced Resources, Inco) on three occasions and approved the contract with Professional Planning and Development on October 16, 1989. The Economic Development Committee and Planning Commission requested a joint workshop with the City Council to discuss, in detail, the recommendations 0 The workshop was held on October 29 at the Fire Hall. The City Council, Planning commission, Economic Development Committee, and City staff participated in the discussion and made great progress in addressing key economic development issues. At that time staff was asked to prepare an Action Plan based on the workshop discussions. staff prepared the Action Plan early in 19910 The Action Plan included tasks that must be com~leted in order to assist the City Council in lmplementing a proposed Business Office Parko DISCUSSION: The Action Plan and tasks were introduced to the Planning Commission and the Economic Development Committee in February to keep them abreast of the study progress 0 In April the tasks were completed and results forwarded again to the EDC and the Planning Commission. In addition, the property owners from the existing business park, and the Chamber of Commerce were presented with the summary of recommendations and the concept maps on two of the proposed areas for Business Office Development 0 On Friday, April 19 at the Annual City Council Retreat, staff presented the summary of recommendations to the City Council 0 Prior Lake City staff presented, in detail, the results of the Action Plan at the April 19 City Council Retreat. In summary, the information and analysis generated from the Action Plan have led staff, the EDC and the Chamber of Commerce to the following conclusions and recommendations 0 Please refer to the Action Plan (distributed on April 19) for specifics regarding the tasks. 2 Ao AREA #1 Due to Area #l's distant proximity to the Metropolitan Urban Service Area (MUSA) and the very long term (15 plus years) projected development, staff recommends the following City Council actionso 10 Eliminate Area #1 as a viable short term Business Office Park site. 2. Reference future Business Office Park development on this site in the Comprehensive Plan. Bo AREA #2 Area #2 is anticipated to be a long term Business Office Park ~otential. However, Area #2 is unique in lts potential for a partnership with the Mdewakanton sioux communit~o The following recommendations are appl1cable for Area #2: 1. Eliminate Area #2 as a short term site for Business Office Park development 0 20 Reference as a potential site for Business Office Park development in the Comprehensive Plan. 3. Accept the challenge of working with the Mdewakanton Sioux Community leaders to explore a future mutually beneficial partnership through the creation of a City-Indian Community Task Forceo Co AREA #3 Area #3 offers the best Business Office Park development in the long term (8-10 years). The area is adjacent to the MUSA line and accessible to infrastructure 0 Staff, the EDC and Chamber of Commerce believe area three, when taken out of the A9ricultural Preserve in eight years, wlll provide the best site for a Business Office Park development and provide a compliment to the existing parko Therefore the recommendations are as follows: 1. Endorse and designate Area #3 as the long term site of a future Business Office Park. 3 2. Amend the Comprehensive Plan and the zoning Ordinance to allow for Business Office Park development. 30 Initiate the process to remove the Area #3 site from the Agricultural Preserve District. 4. Research new zoning and consider creating a Planned Industrial or Planned Commercial Development (PID or PCD) zone. Do AREA #4 Area #4 is located at a visable intersection that holds great potential for either commercial or business office development 0 Therefore, approximately 40 acres in the southeast quadrant of the County Road 42 and County Road 21 intersection should be maintained in its current zoning or a similar zoningo The following recommendations have been made for Area #4: 1. Initiate process for rezoning property currently zoned 1-2 in area of the County Road 21 County Road 42 intersection to except for the 40 acres lying in southeast corner of intersection. the the and R-1 the the 20 Communicate with the property owners to ensure their understanding of the process and implications 0 Eo AREA #5 Area #5 provides the greatest short term potential for Business Office Park development in Prior Lake. A consensus of the EDC, Planning Commission and Chamber of Commerce strongly supports future development on this siteo The uniqueness of Area #5 is that industrial growth is presently on the siteo Generally speaking, Area #5 refers to both the existing park and a proposed park directly south of Credit River Roado However, the two sites can be considered separate as the recommendations reflect. 4 RECOMMENDATION: staff has attempted to contact all property owners to inform them of the plans and evaluate their level of su~port. Several ~roperty owners in the eXlsting park are lnterested in pursuing the feasibility study to determine the costs of the improvements 0 The following recommendations made to the City Council in pursue a Business Office Park #5. have been order to in Area 1. Maintain the area in the existing park as designated for industrial usage and investigate annexation of land (directly south of Credit River Road) for the purpose of creating a Business Office parko 2. Amend the Comprehensive Plan and the zoning Ordinance to reflect the designated Industrial or Business Office Parko 3. Consider initiating a feasibility study to determine the cost of extending utilities to both the existing and the proposed development sites. 40 Direct staff to prepare a feasibility plan for a first phase development of a Business Office Park on the proposed Business Office Park siteo 5. Direct the EDC and staff to research private sector participants for our Business Office Park development 0 The Prior Lake staff, EDC and Chamber of Commerce have evaluated Areas #l-4 and believe that action should be taken on each area in anticipation of future development 0 Prior Lake Staff, the EDC and Chamber of Commerce support the continuation of creating a Business Office Park on Area #5. The recommendations listed in the Area #5 summary will direct staff to continue pursuing the development. It is Staff's intent that specific action on each of the above recommendations will occur by the Council 0 By accepting the recommendations, you are allowing us to proceed in a general way toward these 5 ALTERNATIVES: ACTION REQUIRED: directions. Also you are acknowledging the work performed and, at this time, are requesting no more formal activities on the Business/Office Park study itself. Formalized action on each will occur separately and distinctly as presented in the attached draft time frame 0 The Prior Lake City Council has the following alternatives to consider for action. 10 The City Council can accept recommendations as listed under Areas - #5. all #1 2. On April 17, 1991, members of the Prior Lake Economic Development Committee and city staffwere invited to the Chamber of Commerce's monthly luncheon to review the various sites proposed for the office park. Several other Prior Lake business leaders were also asked to attend, and this topic drew one of our largest attendance measures to date. Upon the outline of all five sites, it was clear to those present that our endorsement should follow the recom- mendation made to you by the Economic Developement Committee. By unanimous vote at that meeting, Site #5 was also endorsed by the Prior Lake Chamber of Commerce. We would ask that the city proceed with the necessary plans for future expansion and development of this area. Thank you for allowing our position to be heard.
