INTRODUCTION:
Prior Lake City staff presented the results of
their research on the Business Office Park
Study to the City Council at the April 19,
1991 Council Retreato
BACKGROUND:
This agenda item is the second part of the
proposed Action Plan recommendation
specifically requesting the initiation of the
Feasibility Study to determine the costs of
utility extensions to Area #50
City staff, Economic Development Committee and
Chamber of Commerce believe Area #5 provides
the most potential for short term economic
development 0 The Feasibility Study will
generate valuable information on which future
decisions can be madeo
DISCUSSION:
The Feasibility Study will be unique in that
it will encompass a broader area of study than
usually generated through the Feasibility
Study process. The Feasibility Study will
focus on the following areas: 1) the cost of
extending trunk sewer and water utilities to
the general Area #5 site, 2) the cost of
extending sewer and water utilities plus storm
sewer and roadway improvements into a existing
industrial park area, 3) the cost of extending
sewer and water utilities plus storm sewer and
roadway improvements into a first phase of the
proposed Business Office parko
In essence, the report prepared for the
proposed new park will be a complete project
proposal 0 The proposal will address the
platting of the land, the cost of the land,
the cost of all infrastructure improvements,

All of the procedural steps in the 429 process
require Council approval before proceeding to
the next ste~o Procedural steps such as the
Public Hearlng and Advertisement for Bids
require a specific time interval for public
notices and publications. A minimum thirty
day interval is usually needed to meet the
publication and mail notification requirements
for public hearings and bid openings 0 Staff
feels that the public improvements, if
approved, could be constructed in 1992. This
timeframe is compatible with County Road 21
construction planso
If a Feasibility Report is authorized by
Council, staff would have soil investigation
work done as part of the Report to determine
more accurately the soil conditions.
Staff recommends that a Feasibility Report be
prepared to give Council the cost of extending
utilities to the existing industrial and
proposed Business Office Park area.
The alternatives are as follows:

RESOLUTION 91-21
RESOLUTION ORDERING PREPARATION OF REPORT
ON THE BUSINESS OFFICE PARK IMPROVEMENTS

WHEREAS, it is proposed to make improvements to Area #5 (as
identified in staff's outline dated April 15, 1991) in
the south half of section 1, Township 114, Range 22, and
the north half of Section 12, Township 114, Range 22, by
the installation and construction of sanitary sewer,
watermain, storm sewer, concrete curb and gutter, and
bituminous surfacing, and to assess the benefitted
property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statues, Chapter
4290
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that the proposed improvement be referred
to the city Engineer for study and that he is instructed to
report to the Council with all convenient speed advising the
Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made
as proposed or in connection with some other improvement, and the
estimated cost of the improvement is recommended 0
