BIDS AND AWARDING THE CONTRACT FOR-S-ROOKSVILLE
HILLS 6TH ADDITION DRAINAGE IMPROVEMENTS, CITY
PROJECT 99-15.

DISCUSSION:
History
The purpose of this agenda item is to award the bid for the
Brooksville Hills 6th Addition Drainage Improvement, Project 99-15.
This project is included in the 1999 Capital Improvement Program.
Current Circumstances
All right-of-entry forms have since been signed and received from
the affected property owners. Resolution 99-82 approving plans
and specifications and. authorizing advertisement for bids was
approved by the City Council on September 7, 1999.
Bids were received and opened on September 22, 1999. Seven
bidders submitted bids. The bids have been checked and tabulated.
The low bid was submitted by F.F. Jedlicki, Inc., of Eden Prairie,
MN in the amount of $38,139.50. The engineer's estimate was
$36,315.00. The reason for the difference between the low bid and
the engineer's estimate is that the cost of construction materials
and labor during the past year rose higher than anticipated.
F. F. Jedlicki is a responsible bidder who has successfully
completed similar projects in the metropolitan area.
Conclusion
Staff recommends that the Council award the contract for the
Brooksville Hills 6th Addition Drainage Improvement.
FINANCIAL IMPACT:
The cost of Projects 99-15 will be paid for from the Storm Water
Utility Budget. The balance in this account is sufficient to pay for

this project cost. The budgeted amount for the Brooksville Hills 6th
Addition Drainage Improvement was $35,000.00.
ALTERNATIVES:
The alternatives are as follows:
1. Award bid for Project 99-15 in the amount of $38,139.50 to F. F.
Jedlicki, Inc., and authorize the Mayor and City Manager to
enter into the necessary contract on behalf of the City.
2. Deny this item for a specific reason.
3. Table this item for specific reason.

WHEREAS, pursuant to an advertisement for bids for the Brooksville Hills 6th Addition
Drainage Improvement (99-15) which includes ditch grading and appurtenant
work; and
WHEREAS, The following bids were received, opened, and tabulated according to law
and the following bids were received complying with the advertisement:

WHEREAS, it appears that F. F. Jedlicki, Inc. of Eden Prairie, Minnesota is the lowest
responsible bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA:
1. The Mayor and City Manager are hereby authorized to enter into a contract
with F. F. Jedlicki, Inc. of Eden Prairie, Minnesota in the name of the City of
Prior Lake for the Brooksville Hills 6th Addition Drainage Improvement (Project
99-15) in the amount of $38,139.50 with funds to be drawn from the Storm
Water Utility Budget.
2. The City Manager is hereby authorized and directed to return to all bidders the
deposits made with their bids once a contract has been signed.
Passed and adopted this 4th day of October, 1999.
