History The 1997 Parks and Library Referendum included funding for the purchase and development of a Community ParklY outh Athletic Complex, At its January 20, 1998 meeting, the City Council authorized Brauer and Associates to provide design, engineering, and architectural services for the redevelopment of Lakefront Park and the Community ParkIY outh Athletic Complex, On February 1, 1999, the City Council authorized the purchase of 38.4 acres of land from Bill and Carole Busse for the development of the Community PaddY outh Athletic Complex, including soccer, football, and baseball/softball fields, There is also room for a future concession standlbathroom building, picnic shelter, and playground equipment, At its March 15, 1999 meeting, the City Council authorized Brauer and Associates to prepare plans and specifications, On August 2, 1999, the Council approved the plans and specifications and authorized the solicitation of bids. Thereafter, bids were advertised and solicited, and a bid opening was conducted at 2:00 p.m, on Tuesday, September 14th. Eight general contractors submitted bids, Current Circumstances Brauer and Associates estimated the base bid for the project at $1,158,097,00, with an additional $329,830.00 for all of the alternates, The total estimated cost of the complete project was $1,487,927.00, Attached are Brauer and Associates bid tabulations, the list describing the alternates, and a memo recommending the award of bid (Attachment A), 162~Ehful~sw-@~k Ave. S,E., Prior Lake, Minnesota 55372-1714 / Ph, (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY E~lPLOYER Conclusion Heselton Construction is the apparent low bidder with a base bid of $959,222.50 ($198,874.50 below Brauer's estimates) and an alternate bid of $283,720.00 for the 17 alternates ($46,110.00 below Brauer's estimates). Staff has discussed the list of seventeen alternates with Brauer and Associates and is recommending that we accept ten (alternates #1, 4, ~, 7, 9, 10, 11, 12, 14, and 17). A description of each is shown below: · Alternate #2 and #3. Furnish turf seed and native prairie seed. Staff feels that with our equipment, expertise, and access to seed, staff should do the seeding ourselves. Staff feels that it can do a better job than most general contractors and this will also guarantee the proper seed mixes as well as fresh seed, The Parks Maintenance Crew completed the seeding at Lakefront Park. · Alternate #6. Wooden walkway crossing a swale. The walkway is 14 feet long and 10 feet wide. The contractor bid this alternate at $15,000.00. We feel that Park maintenance crews can build this walkway for approximately $6,000.00. The Parks Maintenance Crew has constructed similar wooden walkways at Raspberry Woods and The Ponds. · Alternate #8, Trees and shrubs. As with the seeding (alternates #2 & #3), we believe that the Parks maintenance crews could complete the landscaping. Weare then able to select our own plant materials and assure that the trees and shrubs are of high quality and planted properly. The Parks Maintenance Crew did the landscaping for the library project. · Alternate #13. Handicap parking signs. The Heselton Construction bid is $1,280.00, Staff estimates the eight signs can be installed for approximately $500.00. · Alternate #15. Park benches & Alternate #16. Bike Rack. By having the City purchase and install the benches and bike rack, we CONBUSSE.DOC FISCAL IMPACT: ISSUES: CONBUSSE.DOC can avoid paying the contractor's mark up, Similar work is taking place for alternatives 13, 15, and 16 at Lakefront Park. The contract amount for Heselton Construction Company would include the base bid of $959,222.50 and alternates #1,4,5,7,9,10,11,12,14, and 17. The total for all of the alternates selected is $115,360.00. The contract award to Heselton Construction Company would total $1,074,582.50. Funds for the alternates completed by the Park Maintenance staff together with the Heselton Construction Company work will be drawn from the referendum account. The referendum budget is included for information as Attachment B. Though we have not worked with Heselton Construction Company in the past, they are known to be a well established company based in Faribault, Minnesota. We have asked for and received the letters of recommendation attached as Attachment C. Local contractors have confirmed that in their past experience with Heselton, the company has proved to be reliable. The Heselton Construction Company bid did contain one error which doubled the cost of running the sewer pipe. When advised of the error by staff, Heselton confirmed the mistake and adjusted the base bid from $965,785.00 to $959,222.50 (a difference of $6,562.50). The City Attorney has advised that this is appropriate as long as Heselton is still the lowest bidder. The City Council has the authority to waive irregularities in the bid. A number of meetings have been conducted with the neighbors of the former Busse property (Attachment D). A subcommittee (Attachment E) was appointed by the neighbors and staff has worked together with this sub-committee to address the following issues: . Revisions of our Park Ordinance specifically as it relates to the use of alcohol and hours of operation, (Done) . Prepared a traffic and speed study. (Draft complete) . Removed the path adjacent to neighbors property. (Done) . Redesigned the park to provide natural barriers and wetland areas, (Done) . Redesigned the landscape plan to provide additional screening for neighboring properties. (Planned) The traffic study has been discussed with the sub-committee and is being revised to address specific neighbor concerns, We will conduct another meeting with the sub-committee to share the traffic study revisions. We have also planned to meet with the sub-committee on a regular basis during construction to keep them up to date on the construction activities and schedule, The Parks Advisory Committee will conduct one more informational meeting for all of the residents ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: CONBUSSE.DOC living near the park to share with them the Traffic Study, solicit input, and discuss the construction schedule. We have completed the agency approvals required to build the park by obtaining a permit from the Prior Lake-Spring Lake Watershed District, and a Certificate of Zoning Compliance from Scott County. In accordance with Council direction we are also preparing the report on possible building types and funding sources for the construction of the restroom/concession facility. This report is not completed at this time. The building construction, if approved by the City Council, would be undertaken as a separate project, similar to the pavilion construction at Lakefront Park. Award of bid is being recommended at this time because: 1. In the architects opinion we received very competitive bids below the original estimates. 2. The geotechnical report prepared by Braun Intertec Corporation recommends that the grading be done in one season and then allowed to settle over the winter before final grading and construction. 3. A three percent (3%) price increase is anticipated in labor rates for 2000. 4. The contractor has stated that they have the equipment and personnel available to begin construction this fall. With springtime road restrictions and the possibility of wet weather there could be delays if we wait until 2000 to do our mass grading. This would then push our completion date into 2001. 1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, hereby awards bid to Heselton Construction Company for the development of the Community PaddY outh Athletic Complex according to the plans and specifications for the base bid of $959,222.50 and alternates 1, 4, 5, 7, 9, 10, 11, 12, 14, and 17 in the amount of$115,360.00 for a total cost not to exceed $1,074,582.50 with a project completion date of August 1,2000; and, FURTHER, that funds for such improvements will be drawn from the Parks and Library Referendum. Funds in the amount of$I,074,582.50; and, FURTHER, The City Manager is hereby authorized to return bid securities submitted with the proposals to the vendors following the execution of contracts; and, FURTHER, The Mayor and the City Manager are authorized to execute the City's standard contract on behalf ofthe City. Amberg, Sr. Project Manager Brauer & Associates, Ltd, Re: Recommendation of Acceptance of Bid - Busse Athletic Complex Project. Paul, After reviewing the bids, it appears that Heselton Construction is the low bidder for the Busse Athletic Complex Site Improvments Project. We have reviewed the bid form and found one mathematical error which incorrectly added the sanitary sewer line item twice. This mistake brings the correct adjusted base bid total down to $959.222,50 from $965,785.00 (on the original bid form). As such, it is our recommendation to accept their bid and execute a contract for the work, It is our recommendation that the City accept the base bid and all of the alternates except #2, #3, #6, #8, #13, #15 and #16. These non- accepted alternates would be completed by the City or under a separate contract with an independent contractor. With respect to the contractor, we have never worked with them, We have, however, contacted references and have learned that other owners and consultants have found them easy to work with, With yet another busy construction season ahead of us, I suggest that the City get confirmation from Heselton Construction that they have the capacity to complete the work in a timely manner. Heselton is presently completing its first job for us, a small residential development in Eagan. However, we have also had considerable experience with Met-Con who merged with Heselton this.year.
