HomeMy WebLinkAbout9E - Appointments to Advisory Committees MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT November 1,1999 9E Frank Boyles, City Manager CONSIDER APPROVAL OF APPOINTMENTS TO THE PARKS ADVISORY COMMITTEE, LAKE ADVISORY COMMITTEE AND PLANNING COMMISSION. History At its June 7, 1999 meeting, the City Council approved a revised schedule for appointing advisory committee members in order to bring consistency and structure to the appointment/reappointment process. The schedule provides that all committee vacancies will be advertised and filled at one time in early fall. Each new term will be effective for three years beginning November 1 st. Current Circumstances Notice advising advisory committee vacancies was published in the Prior Lake American on July 31, 1999, August 28, 1999, and September 11, 1999. A memo was also sent to each advisory committee member whose term expires October 31st. The original deadline for applications was extended from September 7th to October 1 st in order to obtain a larger applicant pool. The City received 10 applications to fill 8 vacancies. Planning Commission: The terms of William Criego and Tom Vonhof will expire this year. William Criego was appointed to the Planning Commission in 1995, and is the current Chair. He is eligible for an additional two terms. Tom Vonhof has participated in the Planning Commission since 1993, and is eligible for one remaining term. Both Commissioners applied for renewal and participated in the interview process. There were two additional applicants for Planning Commission who were interviewed as well. Tom Schutz, who is presently on the Parks Advisory Committee, also expressed an interest in the Planning Commission. Christine Walsh also applied. The interviews were conducted by the City Manager, Council liaison Jim Petersen, and Planning Director Don Rye. Don participated in the interview process as a subsitute for the Commission Chair. Lake Advisory Committee: There are three vacancies on the LAC, two due to the expiration of current terms, and one due to the resignation of Doug Larson in June of this year. Rick Warner was appointed to the LAC in 1995 and is eligible for one additional term. Rick submitted an application for reappointment and participated in the interview process. Tom Kearney was also appointed to the LAC in 1995, and is eligible for another term. Mr. Kearney did not wish to be considered for reappointment. Both applicants participated in the interview process. The interviews were conducted by the City Manager, Council liaison Dave Wuellner, and staff liaison Lani Leichty (due to the vacancy of committee chair Doug Larson ). Parks Advisory Committee: The PAC also had three vacancies due to the expiration of the current terms of Thea Fluhrer, Tom Reddinger and Tom Schutz. All three members are eligible for an additional term. Thea Fluhrer and Tom Schutz applied for reappointment and participated in the interview process. Tom Reddinger did not wish to be considered for reappointment. One other application was received from Chad Storley who was also interviewed. The interviews were conducted by the City Manager, Ron Ceminsky (Committee Chair), and Council liaison Pete Schenck. The Issues We are pleased to see that applications were submitted by four individuals not presently serving on City committees. Recommendations for appointment are shown below: Planning Commission: The interview committee interviewed four applicants to fill the two vacancies: Tom Vonhof, William Criego, Christine Walsh, and Tom Schutz. While each of the applicants display attributes that would be an asset to the City, the interview committee recommends that because of their past experience and current desire to continue participation, Tom Vonhof and William Criego be reappointment for an additional term to expire 10/30/02. This recommendation recognizes that the Planning Commission is in the process of refining the new zoning ordinance. Lake Advisory Committee: The interview committee interviewed three applicants to fill three vacancies: Rick Warner, Lauren Huntington, and Charles Gerlach. The interview committee recommends reappointment of Rick Warner, and the new appointments of Lauren Huntington and Charles Gerlach for the term expiring 10/30/02. Parks Advisory Committee: The interview committee interviewed three applicants to fill the three vacancies: Thea Fluhrer, Chad Storley, and Thomas Schutz. The interview committee recommends reappointment of Thea Fluhrer and Thomas Schutz, as well as a new appointment of Chad Storley. These terms will end 10/30/02. The applicants interviewed were well-informed citizens interested in contributing to their community. Each candidate was encouraged by the interview committee, that if not appointed for the present vacancy, they consider reapplying for future advisory body openings. ALTERNATIVES: (1) Motion and second to approve the recommendations of the interview committees to appoint Tom Vonhof and William Criego to the Planning Commission; Rick Warner, Charles Gerlach and Lauren Huntington to the Lake Advisory Committee; and Thea Fluhrer, Thomas Schutz and Chad Storley to the Parks Advisory Committee.
