HomeMy WebLinkAbout8B - Library/Resource Center Flooring CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: June 21,1999 88 Paul Hokeness, Parks and Recreation Director and Bret Woodson, Assistant City Manager AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTION 99-XX AUTHORIZING THE AWARD OF BIDS AND EXECUTION OF CITY'S STANDARD CONTRACT FOR THE PURCHASE AND INSTALLATION OF WOODEN FLOORING FOR THE LIBRARY/RESOURCE CENTER. DISCUSSION: History On September 8, 1998, the City Council awarded the bid for the construction of the Library/Resource Center to Fulco Construction. The Architect determined that there were items which could be purchased separately from the general contract to achieve a cost savings. One of the items to be purchased separately was the materials and installation of wooden flooring for the Resource Center. At the May 17, 1999 City Council meeting, the City Council approved the plans and specifications and authorized the solicitation of bids for this item. Current Circumstances Bids were advertised and a bid opening was conducted on Tuesday, June 15, 1999. The following is a tabulation of the bids: Contractor Straley Construction Midwest Sport Flooring Bid Amount $23,834.00 $26,000.00 The apparent lowest responsible bidder for the purchase and installation of wooden flooring is Straley Construction for a total amount of $23,834.00. The Architect's estimates for the purchase and installation of wooden flooring is $28,512.00. ISSUES: Funding for this item is included within the Library/Resource Center budget, which is a part of the 1997 Parks and Library Referendum. One other item which was bid separately was the purchase and installation of the millwork for the building. The Architect, through his own misunderstanding thought that the County would be paying for a portion of the millwork. As it turned out, the Library Administrator told the Architect on the day that bids were opened that the County had 162~g.egllasfureeAdtloroi6i:E., Prior Lake. Minnesota 55372-1714 / Ph. This issue will need discussion between the Architect, City and County Representatives before the Architect presents his report to the Council, which is tentatively set for the July 6, 1999 meeting. We did receive very favorable bids for the millwork but these bids will remain on hold until we can find a solution to this issue. We will keep the Council advised. (1) Approve Resolution 99-XX authorizing the award of bids and execution of City's standard contract for the purchase and installation of wooden flooring for the Resource Center to Straley Construction in an amount not to exceed $23,834.00. (2) Table this agenda item for a specific reason. (3) Deny this agenda item for a specific reason. Staff recommends Alternative No. (1). RESOLUTION 99-XX RESOLUTION AUTHORIZING THE AWARD OF BID AND EXECUTION OF CITY'S STANDARD CONTRACT FOR THE PURCHASE AND INSTALLATION OF WOODEN FLOORING FOR THE RESOURCE CENTER MOTION BY: SECOND BY: WHEREAS, On May 17, 1999 the City Council approved the plans and specifications for the purchase and installation of wooden flooring for the Resource Center and authorized the solicitation of bids, and, WHEREAS, the bid opening was conducted on Tuesday, June 15, 1999 and the following is the bid tabulation: Contractor Straley Contracting Midwest Sport Flooring and, Bid Amount $23,834.00 $26,000.00 WHEREAS, the apparent lowest responsible bidder is Straley Contracting, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, hereby awards bid to Straley Construction. for the purchase and installation of wooden flooring for the Resource Center for a total cost not to exceed $23,834.00; and, FURTHER, that funds for such improvements will be drawn from the Parks and Library Referendum Funds in the amount of $23,834.00; and, FURTHER, The City Manager is hereby authorized to return bid securities submitted with the proposals to the vendors following the execution of contracts; and, FURTHER, The Mayor and the City Manager are authorized to execute the City's standard contract on behalf of the City.
